Background on Center for Thought Leadership (CTL)

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries' development priorities. The organization also focuses on knowledge development activities which build a strong theoretical and empirical basis for green growth, and knowledge management and sharing activities that provide concrete options and guidance for policymakers, as well as help build the conditions for public and private green infrastructure investments.

GGGI has recently established the Center for Thought Leadership (CTL) to spearhead its efforts in generating innovative, evidence-based knowledge and positioning GGGI at the forefront of the global green growth discourse. The CTL is tasked with looking ahead, anticipating trends, and shaping future strategies.

The Center for Thought Leadership (CTL) plays a critical part in supporting GGGI's global, regional, and country-level programs and projects by:

  • Demonstrating GGGI's leadership in evidence-based program planning and implementation, research, analysis, tools and methodologies, and knowledge dissemination, exchange, and cooperation;
  • Producing GGGI's flagship and strategic knowledge products;
  • Conducting applied or policy research and analysis, and designing and disseminating analytical tools and methodologies;
  • Overseeing GGGI's knowledge sharing (South-South cooperation) activities;
  • Leading climate diplomacy programs and activities;
  • Providing technical support to operational teams; and
  • Building and supporting partnerships with international development and academic institutions.

Objectives of the assignment

This consultancy is embedded within the Center for Thought Leadership (CTL) to establish GGGI’s first comprehensive institutional memory as a foundational resource that captures the organization’s history, key milestones, and lessons learned. This institutional knowledge will inform GGGI’s forward-looking thought leadership agenda and support the development of practical tools such as the GGGIndex.

The Consultant will:

  • Conduct an in-depth historical analysis of GGGI, documenting its origins, programmatic evolution, and major strategic shifts.
  • Codify critical lessons learned over the past decade and generate evidence-based insights to strengthen GGGI’s strategic direction, operational effectiveness, and organizational development.
  • Contribute to the enhancement of the GGGIndex, transforming it into a more implementation-focused and decision-relevant economic modeling tool for member countries.
  • Produce a foundational knowledge resource for staff, management, and stakeholders.
  • Support additional CTL priorities, including research and data analysis for indices and other initiatives, as needed.

Through consultations, research, and synthesis, the Consultant will deliver actionable outputs that ensure GGGI’s knowledge is systematically generated, captured, stored, shared, and applied across the organization and with Member States. This assignment will give GGGI both a stronger historical grounding and a future-oriented framework to scale its impact.

 

Scope of work and key activities

The Consultant will be responsible for conducting the first comprehensive historical review of the Global Green Growth Institute (GGGI) from its origins to the present. Based at GGGI's Seoul headquarters and working within the new Center for Thought Leadership, the consultant will undertake in-depth archival research and stakeholder interviews to document the Institute's evolution, capture critical lessons learned, and analyze the implications for its future.

The primary deliverables will be:

  1. A comprehensive report that will serve as a foundational resource for GGGI’s strategic planning and knowledge management and
  2. Advisory roles for the forward-looking transformation of the Index. continues to advise the enhancement of the Green Growth Index (GGI), with a focus on new green growth metrics, integration of performance and potential assessment, and preparation for GGGWeek 2025. His/her input is key to aligning the Index with emerging indicators in green economic growth, gender equality, adaptation readiness, and potential-performance integration.

The Researcher will conduct:

  • Stakeholder interviews, systematically identify and conduct in-depth interviews with key internal and external stakeholders. This includes founding members, current and former Council and MPSC members, senior management, long-serving staff, and key partners from government and donor agencies.
  • Archival research and undertake a comprehensive review of a wide array of internal and external documentation, including but not limited to founding documents, establishment agreements, strategy papers, annual reports, program and project evaluations, Council meeting minutes, internal policy documents, and relevant external publications.
  • Collaborate closely with various departments within GGGI, including the Office of the Director-General, the Directorate for Green Growth Implementation, the Directorate for Green Finance and Corporate Services, and teams leading key initiatives like the GGGIndex, green growth outlook to access information, validate findings, and ensure a holistic understanding of the organization's history.
  • Synthesis and analysis by engaging in rigorous qualitative analysis to synthesize information from diverse sources, identify key themes, track pivotal decisions, and map the evolution of GGGI’s strategic priorities and business models.
  • Reporting regularly on the progress and preliminary findings to the designated project manager and a steering committee to ensure alignment with the project's objectives.

 

Deliverables and Payment schedule

Over six months, the consultant is expected to provide full-time services (8 hours a day) for up to 120 days, divided evenly over the full duration of the consultancy. Both the number of workdays per month and the consultancy duration may be amended by mutual agreement.

The assignment covers a set of inter-linked tasks to be completed over a maximum of six months. The consultant will work under the supervision of GGGI’s Center for Thought Leadership (CTL).

The Researcher will be responsible for producing a clear, well-structured, and insightful set of deliverables. The key outputs for this consultancy include:

  1. Inception Report: A report to be delivered within the first month, outlining the detailed research methodology, a list of key documents for review, a proposed list of interviewees, and a refined work plan and timeline.
  2. Draft Comprehensive Report on GGGI’s History: A detailed narrative documenting the history of GGGI from its pre-establishment phase to the present day. This report should cover key inflection points, challenges, successes, and the evolution of its mandate and operations.
  3. Final Comprehensive Report & Lessons Learned: The final, validated version of the historical report. This document must include a dedicated, analytical chapter on "Lessons Learned," highlighting key takeaways from GGGI's programmatic, operational, and strategic experiences.
  4. Future-oriented GGGIndex: Support the CTL’s initiative to upgrade GGGIndex into a more dynamic, implementation-oriented, and decision-relevant tool for GGGI's member countries.
  5. Executive Summary & Presentation: A concise summary of the main findings and a presentation for senior management and key stakeholders that outlines the historical journey, crystallizes the lessons learned, and presents clear, forward-looking implications for GGGI’s future development.
  6. Organized Archive of Research Materials: A well-organized repository of all primary and secondary source materials (interview transcripts, documents, etc.) collected during the consultancy, to be handed over to GGGI at the conclusion of the contract.

Expertise required

The ideal candidate for this consultancy should possess the following qualifications:

  • Advanced university degree (Master’s or PhD) in international relations, development studies, public policy, history, organizational management, or a related field.
  • Professional experience in qualitative research, organizational analysis, program evaluation, or similar roles, preferably within an international organization, think tank, or academic institution.
  • Proven experience in conducting high-level interviews with senior stakeholders and handling sensitive information with discretion.
  • Exceptional analytical, synthesis, and writing skills, with a demonstrated ability to produce high-quality, evidence-based reports for diverse audiences.
  • Familiarity with the global development and environmental sustainability landscape is a strong asset.
  • Fluency in English is required.
