Monitoring, Evaluation and Learning Senior Associate, LAC Regional Office

Based in Mexico City or Bogota, the Monitoring, Evaluation and Learning Senior Associate is responsible for supporting the implementation of monitoring, reporting, and learning activities for the LAC regional office and LAC portfolio. The Senior Associate will work under the supervision of the LAC Regional Director and will also coordinate closely with other GGGI LAC Regional Office and country office staff.

The position focuses on ensuring high quality monitoring and reporting in line with GGGI’s Corporate Results Framework (CRF), donor requirements, and country needs. The incumbent will advocate for and support high quality project data and management in GGGI Online (GGGI’s online system for the management and administration of projects), contribute to logframe development, support monthly, quarterly and end of year reports, support knowledge sharing and learning across the portfolio, and support organizational and regional strategy development and implementation. S/he will become familiar with organizational frameworks and strategies as well as donor reporting requirements to support country teams in ensuring the delivery of high-quality donor reports, articulate results and share the impact of GGGI’s work in the LAC region both inside and outside of the organization. The Senior Associate will also coordinate the development of Country Planning Frameworks (CPF) in the region and inputs to the Biannual Work Program and Budget (WPB). S/he will collaborate with monitoring and evaluation colleagues in Latin America and the Caribbean as well as other GGGI country programs, and GGGI Headquarters when appropriate. All activities will be delivered in line with GGGI tools, systems and policies.

CONTEXT 

 

GGGI’s LAC Regional Office, located in Mexico City, Mexico manages and coordinates GGGI’s portfolio of programs across the Latin America and Caribbean Region. The LAC Regional office engages with regional organizations, develops new programs, manages engagement with countries interested in joining GGGI as a Member,and oversees the implementation and communication of results across eight country programs. The LAC regional office is led by the Director & Head of Programs Latin America and the Caribbean and the Deputy Head of Programs and Investment Lead for LAC.

 PURPOSE 

 

  • Support the design and implementation of monitoring and evaluation (M&E) frameworks and information systems, including project monitoring, evaluation, and capacity building plans
  • Ensure timely and high-quality monitoring and reporting across the LAC portfolio according to GGGI´s internal systems, donor requirements and any variations of these that may arise
  • Ensure regular monitoring of LAC projects in GGGI Online, including up to date and high-quality data and information
  • Lead the conceptualization and organization of internal capacity building plans and knowledge sharing activities across the region to ensure that lessons learned are captured and shared during and after project implementation
  • Lead and promote knowledge sharing with LAC regional staff members and HQ based on results achieved, lessons learned or best practices
  • Support MEL tasks in programs without a full time MEL staff, including logframe updates, reporting, and results communication
  • Support internal and external reporting for GGGI projects including monthly, quarterly, and end of year reports
  • Provide inputs to communication products (infographics, video, brochures, flyers, communication strategies) that highlight results across the region
  • Provide inputs to concept notes and proposals, and play a key role in ensuring the submission of high-quality log frames
  • Provide support to country programs on monitoring, results reporting, knowledge sharing, and strategic outcome calculation
  • Support the training of new MEL staff to ensure high quality reporting and delivery standards

 

ENGAGEMENT 
 
  • Engage with internal stakeholders including GGGI LAC Regional Office Staff, Country Representatives, Country team staff, other Regions (Asia, Africa, Pacific, Middle East), GGGI’s Evaluation Unit (IEU) and Strategy and Partnerships (SPC) in HQ and other relevant internal stakeholders to ensure monitoring and reporting requirements are being met as per GGGI’s Project Management Cycle and in line with GGGI’s Corporate Results Framework and Strategy 2030 Targets
  • Liaise with the Green Growth Planning and Implementation front office to provide inputs and synthesize results in the region for organizational reporting to governance bodies, donors, partners and the general public
  • Support and accompany the LAC Regional Directory and Deputy Regional Director in the maintenance of regional relationships with the donor community and other development partners as appropriate
  • Liaise with HQ, regional organization, relevant partners, government counterparts, existing and prospective donors and officials as necessary to provide up to date portfolio results

 

DELIVERY

 

  • Design and implement M&E frameworks and tracking systems to track delivery against project targets, outcomes, and impacts, including developing and updating Excel spreadsheets, and updating online tracking systems for projects without a dedicated M&E staff
  • Support the monitoring and tracking of portfolio wide targets and indicators, including KPIs and Strategic Outcome targets
  • Monitor GGGI Online and ensure timely submission of project logframes, monthly, quarterly and annual reports, and other project documents
  • Ensure that regional projects maintain up to date data on risks, grant agreements, deliverables, and other project documents
  • Design training and capacity building initiatives on monitoring and learning to maximize high quality monitoring, learning and knowledge sharing in the region
  • Contribute to the development, writing and submission of proposals, concept notes and other documents that support business development
  • Support the conceptualization and development of case studies and presentations
  • Ensure that project risks are documented and monitored in GGGI online
  • Lead and provide inputs to presentations brochures, and reports presenting project results, lessons learned and other relevant information
  • Support the conceptualization and development of case studies and presentations
  • Organize knowledge sharing sessions periodically on relevant sectors, interventions, and donors, and following the closure of all projects in the region
  • Coordinate and support the development of CPFs and the WPB

REQUIREMENTS 
QUALIFICATIONS 

 

  • Bachelor’s degree in communication, political science, monitoring and evaluation, economics, engineering, social sciences or other field related to GGGI’s work
  • A minimum of four -five(4-5) years of relevant professional experience related to monitoring, evaluation, reporting, learning and communication
  • Demonstrated experience with managing data, Excel spreadsheets, reporting or tracking systems, and online systems
  • Familiarity with the logframe methodology, including the development of indicators and measurement of impact
  • Experience with the UN system, other international organizations, bilateral cooperation entities or projects is a plus
  • Prior experience leading monitoring, evaluation, reporting, learning at an NGO or international organization
  • Proficiency in Spanish and English is required
