Project Assistant, Climate
The Project Assistant is responsible for providing administrative and logistical support to the Climate Unit team engaged on the above-mentioned carbon markets project. Such support will involve strengthening communication with key stakeholders and helping to deliver high-quality operational, coordination and other administrative services across documentation, budgeting, procurement support, event preparation and logistics. This position will report to Senior Officer, Climate and Carbon, who leads the Climate Unit, and will work closely with other Climate Unit team members.
PURPOSE
The position carries out administrative work related to the Climate Unit’s carbon market project mentioned earlier. The position emphasizes logistical and coordination services, financial administration at the activity and output level, data collection, stakeholder engagement and other administrative services.
ENGAGEMENT
- Coordinate tasks related to the “Open and Sustainable Carbon Markets in Lao PDR” project on a day-to-day basis, under the supervision of the Senior Officer, Climate and Carbon and other Climate Unit team members.
- Collaborate with other units and divisions at GGGI, especially the GGGI Lao PDR Operations Enabling Unit, to ensure operational compliance, engage in case-by-case problem solving and sharing lessons learned related to project delivery.
- Utilize and comply with GGGI’s internal systems and procedures, including information management, accounting and book-keeping, enterprise resource planning, budgeting, procurement and internal approval processes.
- Maintain a good working relationship and share relevant information with stakeholders, particularly government counterparts at an administrative level.
DELIVERY
- Prepare activity budgets, including for events and local field travel, and manage associated administrative activities including preparation of receipts and event reports related to the delivery of activities under the aforementioned carbon project
- Prepare participant lists, track participation and provide outreach support for active participation from key stakeholders
- Undertake desk and field research as needed to complement project activities, including collection of data from online sources, government counterparts and other stakeholders
- Coordinate the delivery of events in the field, including trainings, meetings and community engagements and prepare event and meeting minutes
- Support the ongoing monitoring of project activities and support reporting activities as needed.
REQUIREMENTS
QUALIFICATIONS
- A minimum of bachelor’s degree in environmental management, commerce, business management, forestry, agriculture, urban planning or other related environmental subjects.
- Experience in the provision of administrative services in any field, and either private or public sector, will be an advantage.
- Preferably at least 1 year of professional working experience
- Self-motivated, detail-oriented individual with good organizational skills.
- Excellent computer skills with experience in Microsoft Office and active usage of various social media.
- Excellent communication in English and Lao
- Proven analytical and report writing skills are an advantage.

WORKING CONDITIONS
The Project Assistant is an X4 grade level in GGGI salary scale (national scale). Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. This is a national position and does not include relocation benefits. GGGI will provide partial reimbursement to the housing expenses for this candidate being based in Pakse.

INTRODUCTION
The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
The GGGI Lao PDR program has been expanding rapidly in the areas of climate change, green cities and green investment mobilization. Since 2018, GGGI has been implementing a range of Readiness and Preparatory Support Program projects focused on building national capacity and policy for green finance, capacity building, climate modelling, energy efficiency, electric mobility and climate policy. GGGI has also undertaken a range of activities and projects to support Lao PDR’s Nationally Determined Contribution (NDC), including in cooperation with the NDC Partnership. In addition, GGGI Lao PDR is working with a range of other partners to engage and implement climate solutions in Lao PDR. The country office has workspaces in the Ministry of Planning and Investment, Ministry of Natural Resources and Environment and the Ministry of Public Works and Transport at central level, as well as the Vientiane Capital and Champasak Province governments.
GGGI Lao PDR’s Climate Unit leads implementation of projects and outcomes related to climate policy, green growth planning, climate action and carbon markets at a national level. Responding to requests from the Government of Lao PDR, with the support of the Government of Australia, GGGI will provide technical assistance to the Government of Lao PDR for the development of the country’s carbon market. This will involve the delivery of a blend of policy, investment, project development, and capacity building activities over a three-year period (2023-2026), in close coordination with the Ministry of Natural Resources and Environment, as well as other line ministries, and other stakeholders active on Lao PDR’s carbon markets. To support the delivery of this project, GGGI is seeking a Project Assistant.
