PROJECT BACKGROUND

Peru has made notable progress in preparing for cooperative approaches under Article 6 of the Paris Agreement, including the establishment of regulatory instruments such as the National Registry for Mitigation Measures (RENAMI) and the signing of bilateral agreements with Switzerland and Singapore. However, important challenges remain to fully operationalize participation in international carbon markets, including the absence of a comprehensive Article 6 implementation framework to guide coordination and implementation, limited technical capacity at the sectoral level to identify and prioritize mitigation activities, and the need for practical tools and methodologies to develop a robust pipeline of Article 6-eligible activities.

In this context, the project “Strengthening Peru’s Readiness for Article 6 Carbon Market Participation” aims to enhance Peru’s institutional, technical, and operational readiness to participate effectively in international carbon markets. It will provide capacity-building support to government stakeholders and enhance awareness among public and private actors on Article 6 requirements and opportunities. The project will also support the development of regulatory and technical instrument, strengthen institutional framework and refine criteria and tools for identifying and prioritizing mitigation activities in key sectors such as energy, transport, and industry. In addition, it will support the preparation of Mitigation Activity Identification Notes (MAINs) aligned with national priorities and Peru’s Nationally Determined Contribution (NDC).

To ensure the effectiveness and quality of project outputs and maximize the impact of project activities, this technical assistance will engage a National Article 6 Consultant with proven experience in carbon markets and Article 6 implementation. The consultant will be responsible for supporting the implementation of project activities and will contribute directly to the delivery of strategic project outputs, including the development of regulatory and technical instruments, facilitation of capacity-building processes, and the design of tools and guidance to support MINAM and other national institutions in the implementation of its Article 6 governance functions.

The objective of this consultancy is to provide technical support for the implementation of project activities aimed at strengthening Peru’s readiness to participate in cooperative approaches under Article 6 of the Paris Agreement and international carbon markets. The consultant will support the preparation of technical inputs, conduct research and compile relevant information related to institutional, technical, regulatory and operational tools, and the identification of mitigation activities  with potential to participate in Article 6 cooperation. The consultant will contribute to project deliverables by supporting consultations, reviewing and providing inputs to draft and assisting in the organization and quality review of technical information to facilitate the timely implementation of project activities.

The consultant will be responsible for a series of general and project-specific activities.

General Responsibilities:

• Support the preparation and implementation of capacity-building activities by compiling reference materials, preparing technical inputs, and assisting in the organization of technical materials and documentation.

• Conduct research, compile relevant information, and assist in the review of  technical deliverables, including studies, tools, MAINs, and other outputs prepared by consultants or implementing partners, to support their consistency and quality

• Support consultation and coordination processes by preparing technical inputs, compiling comments and assisting in the organization of information related to project activities.

• Provide technical support to the Ministry of Environment, as the Government counterpart, to facilitate the presentation of project results at national and international events, workshops, and other relevant forums.

Project-specific activities

1: Raised awareness and enhanced capacity of stakeholders to engage in Article 6 cooperative approaches on an equitable basis

• Support the assessment of capacity-building needs related to Article 6 among relevant public and private stakeholders by compiling information and preparing technical inputs.

• Assist in the preparation and implementation of capacity-building and awareness raising activities by supporting the preparation of materials, presentations, and other technical documentation.

• Compile, draft and review knowledge products, including factsheets, guidance notes, and introductory materials on Article 6 for relevant audiences.

2: Governance frameworks and institutional capabilities for Article 6 developed

• Conduct research and compile technical information to support assessments related to Article 6 governance arrangements and institutional frameworks  in Peru.

• Prepare technical inputs and supporting documentation for the preparation of Article 6  governance-related instruments, operational documents, and implementation arrengements.

• Assist in the review of technical guidance, methodologies, tools and other documents developed under the project.

• Support consultations and compile comments and technical inputs related to the institutional arrangements, procedures, and operational aspects of  Article 6 implementation.

3: Mitigation activities originated and MAINs (Mitigation Activity Idea Notes) prepared

• Assist in the preparation of evaluation requirements and criteria for mitigation activity proposals by compiling relevant information and preparing technical inputs for consideration.

• Support the technical review  of mitigation activity proposals submitted by potential developers and prepare technical inputs to support their evaluation against agreed project requirements and criteria.

• Assist in technical activities supporting the technical process for the advancement of prioritized mitigation activity proposals.

REPORTING ARRANGEMENTS

The consultant will report to the Project Manager in Peru, who will be responsible for the overall supervision and coordination of the consultancy. The consultant will work in close coordination with the Project Manager, who will facilitate coordination with the General Directorate of Climate Change and Desertification (DGCCD) of the Ministry of Environment (MINAM), the project's main technical counterpart. The consultant shall consider the inputs and coordination agreed with the DGCCD in the implementation of the assignment.

The reporting and coordination arrangements will be agreed during the first week of the assignment. Progress will be monitored through ongoing coordination with the Project Manager, complemented by periodic coordination meetings, as required, to review progress, prioritize activities, and agree on the next steps.

The Consultant must meet the following requirements:

• Hold a university degree (bachelor’s degree) in a relevant area, such as Economics, Finance, Business Administration, Environmental Engineering, Environmental Sciences or other related disciplines.

• Have at least four (4) years of professional experience in climate change-related projects, including at least three (3) years of professional experience in carbon market initiatives. Experience in Article 6-related activities is required (mandatory requirement).

• Demonstrated knowledge of Article 6 of the Paris Agreement, including its rules, guidance, and implementation requirements, as well as voluntary and compliance carbon market mechanisms.

• Demonstrated knowledge of Peru’s climate change policy framework and institutional arrangements, including regulations, procedures, and governance mechanisms relevant to Article 6 implementation and carbon markets.

• Experience supporting the development, review, or implementation of regulatory instruments, technical guidelines, governance frameworks, or public policy processes.

• Experience in providing technical assistance or coordination within public institutions or multilateral organizations.

• Capacity to deliver technical assistance and facilitate capacity-building workshops.

• Proficiency in English (intermediate to advanced, spoken and written) (mandatory requirement).

• Strong technical writing and institutional communication skills in Spanish.

GGGI as an institution abides by its project-level Sustainability and Safeguards Rules (SSR) for all projects aligned with international standards for Environmental and Social Safeguards. The SSR is aligned with commonly recognized international standards for Environmental and Social Safeguards (ESS), i.e. the WB Performance Standard, that ensure project level safeguarding of communities and people impacted by GGGI activities. GGGI has integrated project level Environmental and Social Safeguards into its Project Cycle Management (PCM) with mandatory Preliminary Gender and Social Assessments and ESS Screening of all projects to identify and manage risks.

In addition, GGGI's Gender Equality and Social Inclusion Strategy 2021-2025 provides a framework toward achieving the principle of "Leaving No One Behind" in the transformation towards green growth, guiding GGGI's approaches to the mainstreaming of gender equality and poverty reduction in GGGI Colombia's Program. This also includes the implementation of the GGGI Gender Equality and Poverty Reduction Policy Markers on all projects. GGGI's Corporate Results Framework requires gender disaggregated indicators for participation in GGGI Capacity Building events.

GGGI's Child Protection Rules and GGGI Rules on Sexual Exploitation ensure safeguarding of children impacted by GGGI activities or in contact with GGGI contracted personnel, with GGGI taking a zero-tolerance approach to child exploitation.
