GGGI is recruiting an Individual consultant to support the implementation of the project “Catalyzing Green Growth: A Multi-Sector Strategy for Significant Methane Emissions Abatement” Project in Senegal.

Project background

GGGI, in collaboration with the Global Methane Hub is implementing the “Catalyzing Green Growth: A Multi-Sector Strategy for Significant Methane Emissions Abatement” Project in Senegal.

The project aims to integrate methane reduction into Senegal’s industrial upgrading program, unlocking climate/carbon finance for the agri food industry through the Bureau de Mise a Niveau (BMN)’s existing subsidy framework. It seeks to unlock climate and carbon finance for companies by leveraging BMN’s existing grant mechanism, thereby improving access to climate financing and green investments for both public and private sectors.

To achieve this, the project aims to deliver the following outputs:

  • BMN’s Feasibility studies completed to inform and develop a pipeline of methane reduction projects for BMN’s subsidy program;
  • BMN-led carbon credit aggregation model is developed and validated/
Objectives of the assignment

Under the technical oversight of the Project Manager, and with the general supervision of GGGI Senegal Country Representative, the consultant/specialist will serve as the key support to the implementation of the project. She/He will be involved in conducting daily activities such as desk research, reporting, and monitoring the implementation progress.

The assignment is scheduled to last for 6 months, and the consultant will be based in Dakar, at GGGI Senegal Office. The consultancy requires delivery of quality work and constant commitment to achieving the project’s deliverables. The primary aim of the assignment is to support the development of a longlist of suitable projects for methane/organic waste valorization and support prefeasibility studies for shortlisted projects.  The assignment will include the following tasks that will contribute to the successful implementation of the project:

  • Support the overall desk research activities of the project;
  • Plan, prepare and arrange meetings, field trips, workshops and other similar activities;
  • Support overseeing the work of the firm in charge of conducting the pre-feasibility studies (monitoring activities, reviewing reports, meetings, follow up, etc.);
  • Identify challenges and lessons learned to improve project monitoring and evaluation in that context.
  •  Perform any other tasks assigned by the Senegal Country Programs Lead/Project Manager
  • Support on the organization of local events and missions
  • Representing GGGI in local partners events

The Consultant shall consider the following requirements:

  • All costs for transportation, accommodation, and communication related to this mission are supported by GGGI prior to written travel authorization while traveling with GGGI staff outside of Dakar and requiring an overnight stay.
  • The Consultant shall submit progress reports which should reflect the outcome of all activities carried out by the consultant within a month.
  • The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant.
  • All reports must be French to ensure proper sharing with local stakeholders. The final report will be translated in English at GGGI cost.
  • The draft of the final report shall be submitted to Senior Associate, Circular Economy at the due date. GGGI country staff will review and validate each report within a week. The Consultant shall consider the comments and necessary revisions proposed. Within 7 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.
  • The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant and recommendations for further activities to be carried out to secure a long-term sustainable development.
  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
  • Payments are released only upon the validation of related deliverables.
Expertise required

The following skills and qualifications are required:

  • Qualifications and skills: degree or equivalent professional qualification in Renewable Energy, environment, ideally with a focus on bioenergy or waste recovery, climate engineering or other related fields.
  • General professional experience: Minimum of 4 years of experience in conducting renewable energy projects, especially in methane
  • Specific professional experience:

-          At least 1 proven record of relevant assignments

-          Good knowledge of the Senegalese industry, agri-processing, organic waste, and energy sectors, particularly with an experience in methane reduction projects.

-          Excellent analytical, research, and report writing skills

-          Good understanding of relevant stakeholders of the agro-industrial and organ waste management sectors in Senegal

-          Ability to work effectively with diverse stakeholders and facilitate productive discussions.

  • Skills and knowledge:

-          Good command of spoken and written French is mandatory,

-          Good knowledge in spoken and written English is an asset.

-          Good command of Office suite and virtual working tools, good relationship, and good understanding of participatory approaches.

The selection process will involve reviewing candidates’ CVs, interviews, and reference checks.

A consortium, or a firm may not be engaged for the individual consultant assignment. The selection process will be conducted in three steps within two weeks: (i) CV screening after application phase or from the roster, (ii) interview with top-3 candidates, (iii) final decision and notification to the preferred candidate.
