INTRODUCTION TO GGGI

 BACKGROUND & RATIONALE

 GGGI has been working in Burkina Faso since 2018, and its mission is to support the country in its transition to a strong, inclusive and sustainable green growth path.  Cooperation between Burkina Faso and GGGI is based on a jointly agreed Country Planning Framework (CPF), aligned with the country's context and priorities. 

Burkina Faso is a low-income Sahelian country, with a GDP per capita of about USD 763.91 in 2024 (World Bank), and fragile natural resources. Its economy is based on agriculture, which employs more than 80% of the population (INSD, 2022) and contributes about 35% of GDP (INSD, 2022). More than 40% of the population lives below the poverty line (World Bank Report). The United Nations Development Programme's (UNDP) 2021-2022 HDI report reveals that Burkina Faso ranked 184th out of 191 countries.

 In Burkina Faso, GGGI works in many regions that have experienced conflict and are recovering from it thanks to the efforts of the government and its development partners, but where peace remains fragile due to competition for access to and exploitation of natural resources.  Consideration of conflict sensitivity, a key element in improving aid effectiveness in affected regions, has been integrated by the GGGI into its intervention approach.

 Thus, since August 2023, GGGI-Burkina Faso, in partnership with the Peace Nexus Foundation, has undertaken a capacity-building process in the field of fragility by introducing Conflict Sensitivity (SC) into its practices. This resulted in (i) the co-construction of a guide for conflict-sensitive green growth actions, (ii) the capacity building of more than 50 governmental and non-governmental actors on conflict-sensitive policy, (iii)  Conducting a study to assess gaps in Burkina Faso's climate policy instruments regarding the integration of conflict sensitivity.

 As part of the consolidation of this process, GGGI Burkina Faso is seeking a consultant for the development of a funding request for the implementation of the action plan resulting from the assessment of conflict sensitivity gaps in climate policy instruments.

 

 POSITION SUMMARY

The selected expert will develop a funding request to be submitted to potential donors (which he/she will identify and propose) to mobilize resources for the implementation of the action plan resulting from the assessment of the conflict sensitivity gaps of Burkina Faso's climate policy instruments. 

He/she will work closely and transparently with and report directly to the GGGI Country Office and Peace Nexus/Regional Programme for Africa, the strategic lead for the project.  

To ensure the success of his/her mission, the consultant will also collaborate with relevant national authorities and institutions that coordinate the process of revising and developing climate change related development frameworks  which are, among others: the SP/CPSADD, the DGPER, the ministerial departments and institutions concerned with climate change,  the National Executive Secretariat of the National Development Policy (SEN-PND), NGOs and associations concerned with climate action, as well as with donors represented in Burkina Faso, etc. 

 

 OBJECTIVES OF THE MISSION

  • Develop a funding request for the implementation of the action plan resulting from the assessment of the conflict sensitivity gaps of Burkina Faso's climate change policy instruments
  • Identify potential donors using national and international mapping (with prioritization) of potential donors/sources of funding for climate action in general and taking conflicts into account in particular.
  • Support the country office in the process of submitting the funding request to proposed relevant donors.

 

SCOPE OF WORK

The consultant's mission will consist of:

  • Analyzing the recommendations from the assessment of the conflict sensitivity gaps of Burkina Faso's climate policy instruments
  • Preparing a request for funding for the implementation of the action plan contained in the gaps assessment report
  • Leveraging the mapping of potential donors for issues related to conflict sensitivity by highlighting their principles, procedures and other conditionalities deemed essential to consider
  • Prioritizing two to three donors to be targeted based on their relevance
  • Provide technical assistance to the country office throughout the submission process, until the actual fundraising.

 Note:

  • All reports and deliverables for this assignment should be written in English (for use in the United States) and French, in accordance with GGGI's formatting requirements, and submitted in electronic format, with the full set of raw data, research papers, and interview notes. All outputs and deliverables agreed upon in the work plan will be delivered with high quality, within the agreed budget and schedule.
  • The Consultant shall consider all comments and necessary revisions proposed and provide a final version of the report reflecting the revisions within 10 working days of the receipt of feedback.

 

 QUALIFICATIONS/EXPERIENCE/EXPERTISE

Qualifications

  • Recognized master's degree or equivalent in Economics, Social Sciences, Environmental Sciences/Natural Resource Management, International Development or any other relevant discipline related to conflict management.
  • Certification on resource mobilization and conflict sensitivity would be a comparative advantage.

 Experience/Expertise

  • Experience in developing project documents for funding purposes.
  • Experience in formulation of projects considering conflict sensitivity/peacebuilding
  • Good knowledge of donors, their principles, areas of funding and procedures
  • Proven experience in conducting similar studies.
  • Proven experience and knowledge in conflict sensitivity in the African context in general and the sub-region in particular.
  • Knowledge of national climate related instruments (NDCs, NAPs and RAPs and LT-LEDS) of Burkina Faso would be an asset.
  • Experience with international organizations (including the UN system) and bilateral cooperation entities would be an asset.
  • Good knowledge of advanced computer science with software platforms commonly used in Microsoft Office applications (Word, Excel, PowerPoint, etc.) is required.
  • Good communication skills, both written and oral, in French required. Working knowledge in English would be an asset.
