PROJECT BACKGROUND

GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Treasury and Public Credit, and the National Planning Department (DNP), among others. Since 2014, GGGI has supported the DNP in its objective of advancing a green growth vision and transition plan for Colombia that can help climate goals and SDGs achievement. GGGI supported the development of the Green Growth Taskforce led by DNP (2016-2018), which produced solid and relevant information for the design and concertation of the Green Growth Policy- GGP (adopted using CONPES 3934 of 2018). One strategic axis of the GGP aims to promote the sustainable use of natural capital, which includes the Bioeconomy as one key strategy to foster the low carbon economy through adding value to generate products, processes, and services based on responsible use of biodiversity and biomass.

In that regard, GGGI supported the Ministry of Science, Technology, and Innovation - MinCiencias, the National Planning Department, and other stakeholders in the technical design and concertation of the National Bioeconomy Mission “Para una Colombia Potencia viva y diversa: hacia una Sociedad impulsada por el conocimiento”.

In 2021, GGGI was awarded funding by the UK PACT program in Colombia to develop the project “Accelerating the Development of New Bioeconomy Businesses and Enhanced Capacities for Green Jobs Promotion and Increased Climate Action Ambition from Policy Implementation and Integration.” This initiative led to the creation of the Bioeconomy Accelerator Mechanism, designed to strengthen the capacity of bioeconomy businesses and support MinCiencias in meeting its targets of endorsing 126 bioproducts by 2022 and 500 by 2030. A complementary knowledge-sharing component was also included to disseminate case studies, lessons learned, best practices, and policy recommendations.

In 2019, with support from MinCiencias, GGGI designed and launched the Bioeconomy Projects Acceleration Mechanism (MAPBIO). The mechanism provides technical assistance to accelerate bioproducts during their final development stages. The first call for proposals received 26 submissions, which were evaluated using a multi-criteria analysis, and four bioproducts were supported.

After the successful implementation of MAPBIO 1.0, GGGI was awarded an extension project to scale up MAPBIO and collaborate further with MinCiencias and INNpulsa. The current MAPBIO 3.0 call for proposals focused on the Pacific and Amazon regions, receiving 12 submissions and selecting two bioproducts for support. To date, MAPBIO has successfully supported 20 bioproducts, contributing to the national goal of 500 registered bioproducts by 2030.

In this context, during the 2025 phase, it will be essential to engage an individual consultant to support the beneficiary companies of the Technical Assistance program in accelerating and commercializing their bioproducts. The consultant’s responsibilities will include designing acceleration plans for the six new bioproducts selected in the MAPBIO+ 2024 call and updating the business cases of four previous MAPBIO beneficiaries who require assistance during their commercialization phase.

 

OBJECTIVES OF THE ASSIGNMENT

To assist MAPBIO in developing Business Cases for 10 supported projects by conducting market analysis, comparing technologies, and formulating actionable strategies for deployment and growth. This will enable the projects to achieve market readiness and align with the objectives of the bioeconomy strategy.

 

SCOPE OF WORK

Under the guidance and technical support of the Bio Rural project team, the consultant will develop the following deliverables:

  1. Comprehensive Overview Document: A report detailing the bioproducts, technologies, and business models of the selected projects.
  2. Market Analysis and Business Model: A detailed market analysis and business model tailored to each project.
  3. Comparative Technology and Product Report: An analysis comparing the technologies and products used in the projects with alternative solutions available in the market.
  4. Go-To-Market Strategy Document: A strategic plan defining the market entry approach for each project.
  5. Action Plan: A detailed action plan outlining the acceleration process, business deployment, and scaling strategy.
  6. Summary Presentation: A concise document or presentation summarizing key findings and recommendations for each project.
  7. Monitoring Reports: Regular reports tracking the progress of the acceleration process, business development, and scaling efforts.

The consultant will utilize both primary and secondary research methods, including:

  • Stakeholder interviews and focus groups.
  • Market trend analysis and competitive benchmarking.
  • Collaboration with MAPBIO’s team and partners..

 

DELIVERABLES AND PAYMENT SCHEDULE
  1. Understand the bioproducts, technologies, and business models of the selected projects: The consultant will gather and review all relevant documentation provided by MAPBIO, interview key stakeholders, and synthesize project details into an accessible summary.
  2. Conduct a detailed market analysis for each project: This involves a rapid assessment of market opportunities, including customer segmentation, competitive landscape, and potential market barriers, given the time and resource constraints.
  3. Compare the technologies used in the projects with alternatives in the market: The consultant will perform a high-level benchmarking of project technologies, emphasizing strengths and areas needing development in relation to competing technologies.
  4. Define a go-to-market strategy for each project: The consultant will draft practical go-to-market strategies tailored to each project’s stage of development, focusing on accessible channels and realistic implementation steps.
  5. Develop an action plan for business deployment and scaling: Action plans will outline immediate and short-term steps for acceleration, advancing business goals, emphasizing feasibility within limited resources and timeframes.
  6. Present a concise document or presentation for each project summarizing findings and recommendations: Each presentation will include a summary of the market analysis, technology assessment, go-to-market strategy, and proposed action plan, ensuring clear and actionable insights for stakeholders.
  7. Monitoring Reports: Regular reports tracking the progress of the acceleration process, business development, and scaling efforts.

Reporting Arrangements

  • The Sustainable Landscapes Implementation Officer shall provide supervision to ensure the timely and quality delivery of products outlined in the contractual objective
  • The consultant's work progress will be monitored primarily through periodic face-to-face (or virtual) review meetings, and periodicity will be previously agreed with the Contract Supervisor. In these meetings, it will be addressed, among other things, the overview of the contractual obligations, the development of activities, detailed information on achieved milestones, actual achievements made against the timeline initially set, and any other relevant progress details.
  • GGGI's supervisor must approve all deliverables. Deliverables 1 and 6 must be completed in Spanish and English; the rest should be completed in Spanish.
  • All the deliverables must be completed by GGGI's formatting requirements and submitted with proof of editable file back-up (e.g., .docx, .pptx) in the GGGI SharePoint system. Final products must be developed according to standard templates that GGGI will provide the Consultant. Where relevant, the Consultant shall also offer sets of raw data, research materials, and meeting notes related to the contractual objective.

EXPERTISE REQUIRED

Qualifications:

  • Bachelor’s degree in Economics, Business Administration, Environmental Management, Life Sciences, or related fields.
  • At least 5 (preferably 5) years of professional experience in bioeconomy, sustainability, or business development.
  • Knowledge of sustainable financial instruments and experience in market analysis, data collection, or research in sustainable finance.
  • Postgraduate degree in public policy, finance, or sustainability. (Desirable)
  • Proven experience developing market strategies or business plans.
  • Written and oral communication skills in Spanish and English.
  • Colombian nationality or authorization to work in Colombia.
