Project Background

The Ministry of Economy and Finance (MEF) and the Global Green Growth Institute (GGGI) are implementing a technical assistance project funded by the Green Climate Fund (GCF), entitled “Strengthening the National Designated Authority, Direct Access Entity Candidate, National Programming Process and Development of Strategic Frameworks for Low-Carbon Development in Paraguay.” This initiative seeks to strengthen Paraguay’s capacity to access, manage and coordinate GCF resources, track climate finance flows, integrate climate action into planning and budgeting, and catalyze private sector investment in climate change mitigation.

Key objectives include:

  • Strengthen the capacity of MEF as Paraguay’s National Designated Authority (NDA) to effectively coordinate and manage GCF financing and track climate finance flows.

  • Support AFD’s accreditation process to meet GCF standards and criteria.

  • Operationalize Paraguay’s Green Taxonomy, providing clear definitions for green assets and investments, and fostering transparency and investor confidence.

  • Integrate climate indicators and targets into Paraguay’s National Development Plan 2050, including a strategy to promote green job creation and sustainable economic growth.

 

Objective of the assignment

The National International Cooperation for Development Strategy Consultant will support MEF by leading the development of the National International Cooperation for Development Strategy 2026-2029, a guiding document to manage in an efficient, transparent and results-oriented manner all international cooperation received by Paraguay, in line with the National Development Plan Paraguay 2050 (NDP Paraguay 2050) and other current plans and policies.

The general objectives of the consultancy are:

  • Develop a detailed work plan and methodology for the construction of the National ICD Strategy 2026-2029.

  • Conduct consultations with key stakeholders in the international cooperation ecosystem (MEF, MFA, Network of OEE Cooperation Officers, development partners, private sector and other stakeholders involved).

  • Coordinate the cross-cutting alignment of the Strategy with regional and global trends, identifying the expected contribution of international cooperation to closing gaps in the National General Budget of Expenditures (NGB) and the NDP Paraguay 2050.

  • Draft, validate and finalize the National ICD Strategy 2026-2029 document, including its governance, review and accountability mechanisms.

  • Support the validation process with senior authorities of MEF and MFA and prepare the document for official adoption.

 

Deliverables and payment schedule

The National International Cooperation for Development Strategy Consultant will report to the GGGI Project Manager and to the General Directorate of International Cooperation for Development (DGCID) of the Ministry of Economy and Finance (MEF).

The consultancy will comprise the deliverables, activities, and outputs detailed in the following table. The work schedule will be presented during the first week of the consultancy and adjusted according to the recommendations of the MEF technical team.

Conduct a diagnostic of the current state of international cooperation in Paraguay: flows, modalities, stakeholders, gaps and challenges.

National ICD Strategy 2026-2029 draft document, Validated, Approved and Ready for Official Adoption 
Draft the National ICD Strategy 2026-2029, structured around the following components: (i) Framework and purpose: scope, objectives, expected results and guiding principles; (ii) Diagnostic and context; (iii) Strategic priorities and NGB/IDC gap analysis with perspectives towards 2050; (iv) Modalities and instruments; (v) Partners and alliances; (vi) Governance and coordination (MEF-MFA stewardship); (vii) Review and adjustment mechanisms.

Define a mechanism for the review and updating of the Strategy, ensuring traceability and accountability during its implementation. 
Validate the draft with the established governance mechanisms (MEF and MFA), collecting and incorporating technical and strategic observations. 
Incorporate the final observations of MEF and GGGI and prepare the definitive National ICD Strategy 2026-2029 document for approval by Senior Authorities and official publication. 
Output: Final National ICD Strategy 2026-2029 document, validated, approved and ready for official adoption, with review and accountability mechanism included.

National ICD Strategy 2026-2029 Document Revised, Designed and Ready for Official Adoption 
Coordinate the layout and editorial design of the document, ensuring its visual presentation in an official format suitable for publication and institutional dissemination.

Prepare the complete documentation package required for the approval and official adoption of the Strategy by the Senior Authorities of MEF and MFA.

The National International Cooperation for Development Strategy Consultant will work in close collaboration with other project consultants, with the aim of maximizing results and avoiding duplication of efforts.

Payments will be made upon delivery and approval of outputs, with prior approval from the relevant Directorate of the Ministry of Economy and Finance (MEF) and the GGGI Project Manager.

The Consultant must incorporate comments from GGGI and MEF within 7 business days following receipt of comments or modification requests.

 

Reporting arrangements

During the first week of the consultancy, the consultant will define reporting arrangements in consultation with MEF and the Project Manager.

The consultant must work from MEF premises, in accordance with the instructions of the relevant Directorate.

 

Expertise required
  • University degree in economics, international relations, political science, public administration or other related disciplines.

  • Master’s degree in international cooperation, development, economics or other related fields or equivalent combination of relevant education and experience (required).

  • At least 5-8 years of professional experience in international cooperation, development planning, or public management, including drafting technical reports.

  • Experience in the formulation or implementation of international cooperation strategies or policies will be valued. Prior experience working with the Ministry of Economy and Finance is an advantage.

  • Knowledge of Paraguay’s planning and international cooperation system.

  • Proficiency in Spanish and English
