The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build strong economies that are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated workstreams that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.
GGGI has been active in Paraguay since 2018, collaborating with the Government of Paraguay (GoP) to advance green growth policies and investments, driving progress across various sectors, promoting initiatives in climate finance, sustainable and resilient forestry and agriculture, and climate adaptation and mitigation. The Ministry of Economy and Finance (MEF) has been a key partner to enable the country access to international climate finance and holds a strategic position in the development of key national planning instruments.
PROJECT BACKGROUND
The GGGI Paraguay Country Office manages a growing portfolio of projects and initiatives that requires continuous coordination with government counterparts, development partners, and other key stakeholders. As implementation expands, the Country Office organizes workshops, consultations, technical meetings, and other activities that require timely planning, preparation of substantive materials, coordination of inputs, documentation of results, and systematic follow-up on agreed actions.
At the same time, the Country Office seeks to strengthen its approach to portfolio development and resource mobilization to support the sustainability and diversification of its activities in Paraguay. This requires a better understanding of GGGI Paraguay’s value proposition and comparative advantages, as well as existing capacity gaps, potential funding sources, strategic partnerships, and emerging opportunities aligned with national priorities and GGGI’s areas of expertise.
To address these needs, GGGI Paraguay requires dedicated support to strengthen the planning and follow-up of priority activities while contributing to portfolio development efforts. The consultant will provide practical support for the preparation and follow-up of workshops and strategic engagements and assist the Country Office in organizing information, identifying and assessing potential opportunities, and developing tools and processes that facilitate a more systematic approach to portfolio development and resource mobilization.
OBJECTOVES OF THE ASSIGNMENT
The overall objective of the consultancy is to provide planning support to the GGGI Paraguay Country Office for the effective preparation, implementation, and follow-up of workshops and strategic activities in close coordination with government institutions, particularly the Ministry of Economy and Finance (MEF), while contributing to portfolio development and resource mobilization efforts through the identification of funding opportunities, strategic partnerships, and practical tools to support the growth and diversification of the Country Office portfolio.
SCOPE OF WORK
The consultant will support the Country Office in strengthening its approach to portfolio development and identifying opportunities for future projects and partnerships. Expected activities include:

Conduct a concise capacity and gap assessment to identify the Country Office’s existing strengths, comparative advantages, and areas requiring further development for portfolio growth and resource mobilization.

Assess GGGI Paraguay’s value proposition, identifying what the Country Office can offer to government counterparts, donors, development partners, financial institutions, and other potential partners.

Identify thematic and programmatic areas where GGGI Paraguay is well positioned to develop new initiatives, as well as areas where additional expertise, partnerships, or capacity strengthening may be required.

Map relevant donors, funds, financing facilities, development partners, and other potential funding sources aligned with Paraguay’s priorities and GGGI’s areas of expertise.

Contribute to the development of selected opportunities through background research or other initial project development needs, as required.

Support the establishment of a simple internal process for identifying, sharing, assessing, and following up on new portfolio development opportunities.

Recommend practical actions to strengthen GGGI Paraguay’s positioning, partnerships, and internal capacities for future portfolio development and resource mobilization.
The consultant will provide planning, coordination, and substantive support for workshops, meetings, consultations, and other priority activities organized by the Country Office. Expected activities include:

Support the planning of workshops and strategic meetings, including identifying target participants, agendas, methodologies, timelines, and required inputs.

Develop and/or coordinate the preparation of concept notes, agendas, presentations, briefing notes, talking points, background documents, facilitation materials, and other substantive inputs required for workshops and meetings.

Support the design of participatory methodologies and facilitation approaches, as appropriate.

Document key discussions, recommendations, decisions, commitments, and agreed next steps.

Prepare workshop summaries, meeting records, action matrices, and other relevant documentation.

Support the generation, systematization and presentation of evidence, and reports required by country counter parts.

Follow up on agreed actions in coordination with the Country Office staff responsible.

Provide additional planning and coordination support for priority Country Office activities, as required.
During the first week of assignment, the consultant will define the reporting arrangements of the consultancy, in consultation with the GGGI Country Program Manager.
QUALIFICATIONS/EXPERIENCE/EXPERTISE
I. Master's degree in economics, environmental engineering, international development or related areas; or equivalent combination of relevant education and experience.
II. 5- 8 years relevant experience in one or more professional disciplines, including:

Experience conducting donor mapping, funding landscape analysis, partnership mapping, or pipeline development.

Experience supporting the preparation of project concepts, PINs, concept notes, proposals, or other funding-related documents.

Experience supporting workshops, consultations, meetings, or stakeholder engagement processes, preferably involving government institutions and/or development partners.
III. Previous work experience in MEF and/or with international organizations will be valued.
IV. Strong understanding of Paraguay's climate change plans and objectives.
V. Fluency in Spanish and English is required.
