Project background

The Global Green Growth Institute (GGGI) was established as an intergovernmental organization to promote the sustainable development of developing and emerging countries, including the least developed countries. GGGI is dedicated to supporting the creation and dissemination of the model of economic growth known as “green growth,” which integrates economic development, environmental sustainability, poverty reduction, and social inclusion.

Since 2009, Rwanda’s energy sector has transformed significantly, with electrification rates rising to 82.2% as of 2025. While this progress supports sustainable development, it has created challenges such as increased peak demand, power disruptions, and the need for additional generation capacity. Rwanda’s energy sector accounts for 31% of greenhouse gas (GHG) emissions, making it the second-largest emitter excluding forestry. Over 40% of the energy mix is from non-renewable sources. 

As Rwanda nears universal access to electricity, the Government of Rwanda (GoR) has prioritized energy efficiency (EE) as a key pillar of its climate and energy agenda. Rwanda’s Nationally Determined Contribution (NDC 3.0) targets a 53% reduction in GHG emissions by 2035, with EE measures expected to account for a significant share of these reductions. With the 2019–2024 EE Strategy having elapsed, there is a unique opportunity to develop a new, more ambitious 2026–2036 strategy. 

To address these gaps, GGGI, in collaboration with the Ministry of Infrastructure (MININFRA) with funding from Agence Française de Développement (AFD) under the 2050 Facility, is implementing the “Strategy and Projections for Rwanda’s Energy Efficiency 2026-2036 (SPREE)” project. The project aims to accelerate Rwanda’s transition to an energy-efficient economy by developing a long-term EE strategy that delivers measurable reductions in GHG emissions and significant energy savings.

Objectives of the assignment

The objective of this consultancy is to support the development of Rwanda’s Energy Efficiency Strategy 2026-2036 by conducting comprehensive data collection and supporting energy efficiency modelling activities specifically for the Agriculture, Waste, and Industry sectors. 

The consultant will support the establishment of a robust baseline of energy consumption and supply efficiency, and assist in projecting future energy demand and supply requirements under various scenarios up to 2050 using the LEAP modelling tool. This assignment ensures that the new EE strategy is grounded in solid empirical evidence and sophisticated modelling.

Deliverables and Payment schedule

The Consultant will work in close coordination with the GGGI SPREE project team and consultants, MININFRA, the Rwanda Energy Group (REG), the Rwanda Standards Board (RSB),and other relevant stakeholders. In tandem with the consultant delivering data on the sectors of Electricity Generation and Distribution, Transport and Building, the expert will undertake the following key tasks focused exclusively on the  Agriculture, Waste, and Industry sectors: 

Task 1. Conduct Comprehensive Energy Data Collection and Baseline Assessment 

The expert will gather baseline data on energy use and supply efficiency across the target sectors through robust stakeholder engagement. 

  • Industry (Process Heat & Motors): Collect data on industrial electricity and thermal energy consumption, motor stock and efficiency ratings, SME energy intensity, and findings from mandatory energy audits. Focus on specific NDC 3.0 measures such as brick kiln efficiency, coffee and tea agro-processing, and mining sector energy use. Under this sector, particular attention should be paid to Large Energy Users such as Data Centers and Information Technology.
  • Agriculture: Compile baseline data on energy use in agricultural production, specifically focusing on irrigation pumping (diesel vs. solar), on-farm mechanization, and rural cold chains. 
  • Waste: Gather data on energy recovery potential and current practices in the waste sector, including landfill gas (LFG) utilization for power generation and waste-to-energy (WtE) plant operations as outlined in NDC 3.0. 
  • Data Gap Mitigation: Identify critical data gaps (such as industrial end-use thermal energy or agricultural energy intensity). As primary data collection (e.g., surveys) will not be conducted under this project, the expert must propose and justify the use of secondary data, international benchmarks, or regional statistical assumptions to estimate missing data points. 
  • Consolidation: Consolidate findings into a comprehensive EE Baseline and Stocktaking Report for the assigned sectors to inform subsequent modelling. 

Task 2. Support Energy Efficiency Trajectory Modelling and Scenario Analysis 

The expert will support the utilization of the LEAP (Low Emissions Analysis Platform) energy modelling tool to project future energy demand and assess the impact of various EE interventions for the target sectors. 

  • Model Integration: Support the integration of sectoral data into the LEAP model (both Demand modules for Buildings/Transport and the Transformation module for Electricity Generation). 
  • Scenario Development: Assist in developing long-term energy projections up to the year 2050 across various scenarios, including Business-as-Usual (BAU), Enhanced Energy Efficiency (aligned with NDC 3.0 targets), and Aggressive/Net-Zero pathways. 
  • Impact Assessment: Evaluate the technical and economic impacts of specific EE measures against the BAU scenario (e.g., T&D loss reduction, EV adoption, clean cooking transition, MEPS enforcement). 
  • Stakeholder Validation: Facilitate and engage in stakeholder workshops to present data, validate assumptions, and refine the methodologies and outcomes of the scenario analyses with sector experts.

Note: The expert is expected to co-present findings at key stakeholder workshops and integrate feedback into the final deliverables. All reports must be in English. 

The consultant’s progress will be primarily assessed through scheduled review meetings. The exact frequency and timing of these meetings will be finalized after consulting with the service provider. While the expert will directly report to the Project Manager, the service provider will also receive overarching guidance from the GGGI Rwanda Adaptation and Green Cities Lead and technical guidance from the Energy Modelling, MRV and Data Sr. Officer. 

Expertise required


The ideal candidate for this assignment should possess a strong blend of technical expertise in energy systems, advanced modelling capabilities, and an understanding of energy policy frameworks in Rwanda. 

Education: * An advanced university degree (Master’s or Ph.D.) in Industrial Engineering, Agricultural Engineering, Environmental Science, Energy Management, or a closely related field. 

Professional Experience: 

* A minimum of 5-8 years of relevant professional experience in the energy sector, with a specific focus on industrial energy efficiency, agricultural energy use, or waste-to-energy systems. 

* Proven track record in leading energy data collection, energy audits, and sectoral assessments in developing or emerging economies. 

* Extensive experience in developing and applying energy models to project demand scenarios, with mandatory experience using the LEAP modelling tool. 

* Experience supporting NDC, climate, or sectoral policy development. 

* Prior experience working in Rwanda or the East African region is highly desirable. 

Skills and Competencies: 

* Exceptional analytical and quantitative skills, with the ability to translate complex data into actionable policy recommendations. 

* Excellent stakeholder engagement and facilitation skills, with the ability to interact effectively with government officials (e.g., MINICOM, MINAGRI) and private sector representatives. 

* Fluency in written and spoken English is required. Knowledge of French is an advantage.
