POSITION SUMMARY
The Energy Officer, Fiji, supports the Senior Energy Officer in the development, delivery, and assessment of energy sector programs and activities in Fiji. The Energy Officer plays a critical role in assisting with green growth planning, project development, capacity building, and knowledge sharing to achieve effective results under biannual/annual work plans. The role involves providing technical support, conducting analysis, and preparing reports to ensure alignment with GGGI’s corporate policies, standards, and protocols.
Reporting to the Senior Energy Officer, the Energy Officer will contribute to energy sector initiatives, focusing on renewable energy, energy efficiency, and rural electrification. The position requires assisting with policy development, project implementation, stakeholder engagement, and capacity-building activities. Additionally, the Energy Officer supports analytical work and knowledge development to ensure the delivery of high-impact energy projects in Fiji and contributes to broader GGGI efforts in the Pacific region when required.
This role is integral to maintaining operational efficiency, enhancing program outcomes, and promoting sustainable energy development in Fiji.
PURPOSE
The role involves supporting the analysis of Fiji’s energy and green growth priorities, assisting in the development of energy projects aligned with GGGI’s Strategic Outcomes and Country Planning Framework and collaborating with the Senior Energy Officer on policy roadmaps, strategic documents, and project implementation. Key tasks include reviewing legislative frameworks, identifying gaps, providing logistical and technical support for project monitoring, and preparing technical reports. The Energy Officer will also be required to engage with stakeholders, address challenges, and contribute to project models that align with national priorities and support donor funding proposals. Effective communication with key stakeholders is essential to ensure alignment and strategic direction.
ENGAGEMENT
- Supports the Senior Energy Officer, Regional Director, and/or Country Representative by providing timely and accurate data collection, analysis, and inputs for program activity development and implementation.
- Coordinates with GGGI country teams, units, and divisions to identify opportunities for collaborative activities, contributing to integrated delivery as part of the “One GGGI” approach.
- Engages actively with partner government agencies, regional organizations, and key stakeholders to monitor their green growth priorities and ensure alignment with program objectives.
- Promotes awareness of green growth initiatives and GGGI’s methodologies through presentations, reports, and other communications to stakeholders, including donors and partners.
- Identifies opportunities for GGGI engagement by gathering and analyzing national and regional trends, ensuring alignment with the organization's strategic goals.
- Facilitates stakeholder collaboration and consultations to ensure alignment with community needs, project sustainability, and effective communication between GGGI and the Government of Fiji.
- Participates in community consultations and planning activities for renewable energy, energy efficiency, and rural electrification projects to foster inclusive decision-making.
DELIVERY
- Assists in organizing and implementing activities to achieve output delivery within established deadlines, ensuring alignment with project objectives.
- Prepares initial drafts of briefing notes, concept notes, and analytical reports to support GGGI’s energy sector work in Fiji, contributing to the overall quality of deliverables.
- Maintains regular communication with the Regional Director, Country Representative, Pacific team, and technical divisions at HQ to facilitate their involvement and input in program delivery.
- Supports efforts to build awareness and buy-in for green growth principles by collaborating with national and regional stakeholders during development planning processes.
- Proactively identifies and addresses potential challenges in project implementation, ensuring smooth execution of activities and delivery of services.
- Assists in monitoring resource allocation and project timelines, ensuring progress is tracked and outputs are delivered to the Government of Fiji as planned.
- Provides accurate and timely updates on project delivery to supervisors and relevant teams, contributing to clear and consistent reporting for internal and external stakeholders.
REQUIREMENTS
QUALIFICATIONS
- Degree in the field of engineering, science, social sciences, or economics and/or a combination of engineering, science, social science or economics.
- At least five years relevant experience in policy, planning, techno-economic analysis and/or project implementation in the energy, renewable energy, energy efficiency or rural electrification sectors, particularly travelling to and working with remote rural communities.
- Experience in the sustainable transport sector would be an advantage.
- Experience in identification, design, preparation and/or implementation of energy and transport projects for islands; experience in electric mobility, renewable energy, energy efficiency or rural electrification projects is an asset
- Experience in day-to-day engagement with Government ministries and agencies
- Experience in engaging with private sector actors, including investors and banks and other stakeholders (NGOs, civil society) would be an advantage
- Experience of requirements and procedures of international financing institutions, bilateral donors/organizations or multilateral organizations.
- Proficient in project cycle management and applying participatory approaches, gender, and social/environmental inclusion safeguards.
- Experience working in SIDS or developing countries with a preference for experience in the Pacific region, particularly Fiji.
- Overall understanding of the concept of green growth and climate change vulnerability in the context of small island countries
- Fluency in English and excellent report writing skills are essential

WORKING CONDITIONS
The Officer is an X8, national grade level in GGGI's salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
