Since joining GGGI in 2012, Papua New Guinea (PNG) has embarked on a partnership to foster sustainable and inclusive economic growth. GGGI established its presence in PNG in 2018, working closely with the government to integrate climate-resilient green growth (CRGG) strategies and execute green growth projects by mobilizing climate finance and investments. The GGGI PNG main office is strategically positioned within the Climate Change Development Authority (CCDA) of the Government of Papua New Guinea, with additional presence at the Center of Excellence for Financial Inclusion housed within the Central Bank of Papua New Guinea. GGGI also operates at the sub-national level, engaging with provincial governments in the Eastern Highlands, Enga, Manus, Morobe, New Ireland, Milne Bay, and Simbu provinces. Over the next five years, the GGGI PNG Program is set to expand its activities, supported by funding and partnerships with Australia, New Zealand, the United States, and France. The program aims to promote inclusive green economic growth in PNG, targeting the mobilization of USD 500 million in climate investments and the enhancement of climate resilience and green growth planning at both national and sub-national levels.
GGGI PNG is currently implementing several national and regional projects, with the Climate FIRST (CF) project, funded by the Australian Department of Foreign Affairs and Trade (DFAT), serving as its flagship initiative. Climate FIRST supports the mainstreaming of Climate Resilient Green Growth (CRGG) strategies at the provincial and national levels, enhancing institutional capacities, scaling up access to climate finance through global climate funds, innovative financing mechanisms, increased private sector investments, and the development of MSMEs in green businesses. To support the growing operational needs of the PNG Program, GGGI seeks a highly motivated Finance and Administration Associate (FAA) to provide critical administrative, financial, and operational support to the Climate FIRST project and all other projects under the PNG Program.
POSITION SUMMARY
The Finance and Administration Associate (FAA) will provide essential financial, administrative, and operational support to the Climate FIRST project and all other projects under the GGGI PNG Program. This role ensures the effective execution of financial processes, procurement, logistics, and general administration in compliance with GGGI policies and donor requirements.
Reporting to the Senior Program Operations Officer (SPOO), the FAA will work closely with the Deputy Country Representative (DCR) (Climate FIRST Project Manager), the Country Representative (CR), and Project Managers (PMs) across multiple projects.
Key responsibilities include Financial Administration, Procurement & Contracts, Logistics & Travel, General Administration and Coordination & Reporting – Supporting the SPOO in compiling reports, managing documentation, and liaising with internal teams.
The FAA does not directly manage project budgets but plays a critical role in ensuring operational efficiency across all projects. The position requires a detail-oriented, organized, and proactive professional capable of managing multiple tasks and supporting various teams effectively. TheFAA will work closely with the GGGI Regional Finance and Operations Team, HQ support teams, and external partners to ensure efficient program operations. The role requires a proactive, detail-oriented, and highly organized individual capable of supporting multiple projects effectively.
PURPOSE
The Finance and Administration Associate (FAA) ensures efficient financial, administrative, and operational support for GGGI’s Papua New Guinea Program, including the flagship Climate FIRST initiative. This role involves managing financial processes, procurement, logistics, and administrative tasks while ensuring compliance with organizational policies and donor requirements. The FAA contributes to seamless program delivery by maintaining accurate records, coordinating travel and events, and supporting reporting and audits, enabling impactful green growth initiatives.
ENGAGEMENT
- Work under the direct supervision of the Senior Program Operations Officer (SPOO) to support financial, administrative, and operational activities.
- Collaborate with the Deputy Country Representative (DCR), Country Representative (CR), and Project Managers (PMs) to assist in the smooth implementation of program operations.
- Liaise with GGGI’s Regional Finance and Operations Team to ensure compliance with financial, procurement, and operational policies.
- Coordinate with GGGI HQ teams, including Finance, Procurement, and Human Resources, for approvals and administrative processes.
- Engage with government counterparts, including CCDA, DNPM, DPLGA, and provincial governments, to support operational and administrative requirements.
- Communicate with vendors, suppliers, and service providers to manage procurement, contracts, and payment processing.
- Support the logistical coordination of meetings, workshops, training sessions, and field missions, ensuring smooth execution.
- Assist in communication with development partners, including DFAT and other donor agencies, regarding operational and financial matters.
- Facilitate engagement with banks, travel agencies, and external service providers to process financial transactions, travel arrangements, and logistics.
DELIVERY
- Ensure timely processing of invoices, payments, and financial transactions, maintaining compliance with GGGI and donor financial policies.
- Maintain accurate and well-organized financial, procurement, and administrative records to support audits, reporting, and internal reviews.
- Assist in the procurement process, including tracking purchase requisitions, maintaining supplier records, and ensuring compliance with procurement guidelines.
- Support the logistical planning and execution of meetings, workshops, training sessions, and field missions.
- Coordinate travel arrangements, including booking flights, accommodations, and transport for staff, consultants, and stakeholders.
- Provide administrative support for office operations, ensuring availability of supplies, facility maintenance, and equipment management.
- Maintain and update trackers for financial transactions, procurement activities, and operational workflows.
- Assist in the preparation and submission of financial, administrative, and donor reports, ensuring accuracy and timely delivery.
- Facilitate effective coordination between the SPOO, DCR, CR, and PMs by providing operational and administrative support.
- Support the onboarding process for new staff, consultants, and interns, ensuring proper administrative documentation and compliance with HR procedures.
REQUIREMENTS
QUALIFICATIONS
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
- Minimum of five (5) years of relevant experience in financial administration, procurement, logistics, or office management, preferably in an international organization, government agency, or donor-funded program.
- Knowledge of financial regulations, procurement policies, and administrative procedures in PNG is an advantage.
- Experience working with international organizations, NGOs, or development agencies is desirable.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and financial management systems.
- Fluency in English is required; knowledge of Tok Pisin is an advantage.
