INTRODUCTION TO GGGI

Project Background

The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under Article 6 which allows for the potential development of international carbon transactions.

The Carbon Pricing Unit (CPU) of GGGI is implementing several programs related to scaling up international carbon trading, now covered by the Paris Agreement Rulebook finalized in Glasgow at COP26. By opening up these markets and the resultant flow of transactions it is envisaged a robust and reliable global price for carbon can be establish, something many areas of the private sector have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris. GGGI’s Article 6 programs provide technical assistance and capacity building to government counterparts to improve their readiness for Article 6 engagement. These programs support the design of projects and policies for pilot transactions and strengthening of institutional frameworks required for their implementation.

The Supporting Preparedness for Article 6 Cooperation (SPAR6C) Program, funded by the International Climate Initiative (IKI), is a five-year, 20M EUR program whose implementation began in Q2 2022. Its objective is to use Article 6 (A6) cooperative approaches to engage the private sector in NDC implementation and to raise ambition. More than eight A6 pilot programs will be implemented in Colombia, Pakistan, Thailand and Zambia based on a toolbox of innovative guidance and approaches for transformative A6 design. A research-based approach to capacity building will facilitate a high ambition community of practice for learning and sharing of experiences regionally and globally. The consortium led by GGGI and consisting of UNEP Copenhagen Climate Centre (CCC), GFA Consulting Group GmbH, Carbon Limits AS and Kommunalkredit Public Consulting GmbH support the implementation of the program, including the potential for Article 6 pilots across the four countries.

Objectives of the assignment

GGGI is seeking a Consultant to temporarily support the IKI SPAR6C Program Manager and the wider team in successful implementation of the program across four countries (Colombia, Pakistan, Thailand, Zambia). S/he will be part of the Carbon Pricing Unit (CPU) in Seoul HQ and will report directly to the Program Manager. The Consultant is expected to manage efficient operation of program activities, including procurement, contracts, events and travel, as well as budgeting and financial reporting. The Consultant shall also contribute to analyzing and providing substantive inputs to support the development, delivery, monitoring and assessment of the financial and budgetary aspects of the program. The position facilitates and ensures the effective delivery of operational functions of the program.

Deliverables and Payment schedule

Responsibilities of the Consultant include:

  • Provide operational support to the Program Manager and team to ensure successful delivery of the SPAR6C Program, with an emphasis on procurement process and contract management, expenditure data collection, analysis and information sharing, accounting/bookkeeping, and reporting
  • Responsible for seamless information gathering, compilation and management across the four program countries
  • Monitor the implementation of activities and compile reports for analysis against budgets and workplans both internally and externally
  • Report to the Program Manager and project team on progress against budget and workplan milestones; discuss and collaborate to address any hurdles
  • Communicate with local teams, consortium partners, and other resources to gather information
  • Coordinate with internal units of GGGI to ensure compliance with operational procedures, resolve any issues that may arise, and identify best practice as necessary
  • Monitor the delivery progress via ERP and GGGI Online, manage and maintain documentation on MS Teams and SharePoint
  • Compile report summaries and presentations for external donor reporting as well as internal learnings through Word, PowerPoint or similar
  • Support the reporting and evaluation of program performance and results
  • Facilitate internal and external communications on program delivery, including on activity implementation and results reporting

Expertise required

  • At least Bachelor’s degree in relevant fields such as international relations, sustainable development, international business, or others
  • At least 5 years of relevant work experience in a program assistance function or similar support role
  • Professional training in administrative and/or operational services with an understanding of the structure and functioning of an international organization
  • Strong competence in the use of standard Microsoft tools: Excel, Word, PowerPoint, SharePoint,

Teams, and Outlook; experience with Agresso ERP and GGGI Online a plus

  • Excellent command of written and spoken English
  • Ability to communicate clearly and effectively through written English with non-native English speakers
  • Knowledge of climate change issues and the Paris Agreement is an asset
