The Global Lead for MRV will take a leading role in helping GGGI member and partner countries implement effective Measurement, Reporting, and Verification (MRV) systems and meet their commitments under the Enhanced Transparency Framework (ETF) of the Paris Agreement. This includes guiding the development of GHG inventories, MRV frameworks, and national registries to support Internationally Transferred Mitigation Outcomes (ITMOs) and promote climate transparency. The Lead will collaborate with GGGI’s global programs, country teams, and member governments while focusing on capacity building, resource mobilization, and knowledge sharing to drive meaningful climate action.
POSITION SUMMARY
The Lead for MRV and Enhanced Climate Transparency will play a central role in advancing GGGI’s efforts to assist countries in fulfilling their ETF obligations. This position involves developing GHG inventories, MRV systems, and national registries, building national capacities, and supporting sustainable monitoring systems. Reporting to senior leadership, the Lead will collaborate across GGGI teams, provide technical guidance, and lead resource mobilization efforts. The role will also focus on strengthening MRV infrastructure to accelerate climate ambitions and ensure effective implementation of carbon markets and green growth policies.
PURPOSE
The MRV Lead will direct the MRV Community of Practice, focusing on business development, regulatory frameworks, and ITMO platforms. They will provide technical assistance to member countries by identifying gaps in MRV systems, designing GHG inventories, and establishing registries. The role includes capacity building, quality assurance for GHG inventories, and contributing to NDC reviews while also driving resource mobilization to expand GGGI’s impact.
ENGAGEMENT
- Build and strengthen relations with member and partner country MRV focal and line ministries and/or agencies
- Collaborate closely with national counterparts to build cooperative relationships and establish the organization as an effective partner.
- Apply analytical and technical skills of MRV and related areas to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output
- Understand project methodologies and provide a wide range of contributions in support of delivery of components/workstreams in the country program
- Lead the monitoring and updating of project compliance information
DELIVERY
- Design, manage, and promote global MRV best practices and knowledge-sharing initiatives.
- Develop scalable MRV systems at national, sub-national, and sectoral levels to meet Paris Agreement obligations.
- Lead the delivery of capacity-building programs, workshops, and training sessions on MRV policies, methodologies, and reporting standards.
- Oversee the production of MRV-related knowledge products, including technical reports, tools, and outreach materials, to enhance global and regional impact.
- Drive innovation in MRV systems to support emerging needs, such as carbon market readiness and ITMO frameworks.
REQUIREMENTS
QUALIFICATIONS
- Advanced degree (Master or Ph.D.) in science, environmental policy, engineering, or related fields.
- At least 10 years of professional experience in climate change, MRV systems, GHG accounting, and carbon markets.
- Minimum 2 years of international experience (living and working outside of home country). Internships and volunteer work will not be considered. Candidates who do not fulfill this requirement may be considered for a national position.
- Expertise in resource mobilization, team leadership, and program management.
- Strong knowledge of GHG inventory systems and MRV methodologies.
- Excellent written and spoken English.

WORKING CONDITIONS
This is an X10, international grade level in GGGI's salary scale. For X10 International grade, the base salary starts from USD 93,480. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
