Grenada: Climate Change Data Consultant for Climate Action Enhancement Project
Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI, along with partner organizations OECS (Organisation of Eastern Caribbean States) and Climate Analytics, has been selected by the NDC Partnership to provide support to the Government of Grenada under its Climate Action Enhancement Package (CAEP, pronounced “cap”), which is aimed at fast-tracking support to countries to enhance the quality, increase the ambition, and implement nationally determined contributions (NDCs).
Under the Paris Agreement, countries revise their NDCs every five years to cut greenhouse gas emissions to limit Earth's temperature rise and implement solutions to adapt to the effects of climate change. The updating of NDCs and their implementation presents countries with significant opportunities to align their climate and development agendas to promote sustainable growth, but also presents challenges in reinventing policies and operations and mobilizing enough investment. The CAEP provides technical and financial support to countries to enhance the quality and increase the ambition of their contributions to the Paris Agreement.
Objectives/Purpose of the Assignment
GGGI seeks to recruit an experienced consultant who will support the Government of Grenada and work with the existing GGGI, OECS, and Climate Analytics team to deliver specific activities under the CAEP project, specifically under the tasks regarding assessment of data collection procedures.
The main scope of this assignment is to provide technical support to the Government of Grenada to assess its current processes for collecting and storing climate change-related data. These processes will be important as Grenada moves forward with implementation of its NDC, in order to be able to track and measure progress towards its emissions reduction and other climate goals.
The consultant will work closely with other project partners including Climate Analytics, the UNFCCC MRV Hub, IRENA, OECS, and FAO under the leadership and guidance of the GGGI Caribbean Program Lead. The consultant will work closely with the staff of the Government of Grenada to ensure that the outputs delivered are in line with national priorities and to obtain their inputs to the tasks, as well as to build their skills and knowledge in this area and ensure they understand the methodology used. The consultant will be responsible for the delivery of the following specific activities that form crucial bases for the finalization of the NDCP CAEP in Grenada.
Please note that because of the Covid-19 situation, the consultations listed below may have to be conducted remotely or in small focus groups. No travel will be required for this assignment until travel bans are lifted and travel is considered safe by the GGGI Crisis Management Committee.
Scope of Work
1. Perform a gap analysis on existing data on fossil fuel consumption in the waste, agriculture and refrigeration and air conditioning sectors
- Review existing documentation on Grenada’s GHG emissions and climate goals, including GHG inventories and data collection methodologies, the existing INDC emissions baseline, the first and second National Communication Reports, the National Sustainable Development Plan, and other information as appropriate.
- Review results of stakeholder consultations conducted previously by other NDCP CAEP project partners, in particular IRENA, who has conducted consultations on energy-related data collection, and FAO, who is conducting a gap analysis on data related to climate adaptation.
- Review the data already collected by the Government of Grenada and other project partners and define additional data needs for quantitatively tracking progress toward NDC goals in the waste, agriculture, and refrigeration and air conditioning sectors.
- Conduct consultations as needed with appropriate stakeholders including the Statistics Division, the Energy Division, and others to identify and collect existing data relevant to the designated sectors. Gather information on current processes and procedures for data collection, and define sources of data for tracking progress toward meeting the enhanced NDC goals.
- Conduct a needs assessment in the designated sectors by evaluating the following elements:
- Legal and institutional frameworks for data collection
- Data requirements and availability
- Personnel requirements and availability
- Methodologies and processes in place
- Data collection mechanisms
- Analysis, review and validation procedures
- Mechanism for data dissemination
- Contribute to a gap analysis report on existing data in the defined sectors in line with GHG inventory development, which includes assessing international data resources, definition of quality control/quality assurance needs, and a work plan to address gaps in the MRV framework to result in improved data for the NDC in the designated sectors.
2. Address data gaps and develop recommended processes for data collection and storage in the waste, agriculture and refrigeration and air conditioning sectors
- Conduct consultations with the project partners and stakeholders as required regarding data collection needs to support the enhanced NDC, as well as regional best practices and standards.
- Coordinate with other related projects and initiatives including the ICAT and CBIT programs to ensure alignment.
- Conduct a data audit to evaluate the availability and quality of the available data, identify potential data providers, and assess whether existing data will meet the identified needs. Where suitable data is not available, prepare surveys to collect it or design an estimation method based on available data.
- Work with project partners to develop processes and procedures for data collection and storage that will enable quantitative tracking of progress toward NDC goals over time and support the Grenada government’s development of the BUR. This should include identification of metadata, frequency and method of data collection, roles and responsibilities for various actors, processes for data validation, location/method for storing and retrieving data, acceptable uncertainty levels, and quality control/quality assurance procedures.
- Based on the above items, contribute to an NDC Data Collection and Storage Strategy for Grenada. This should include institutional coordination mechanisms and be in line with IPCC guidelines on improved reporting and transparency frameworks
- Develop a training module for GHG data collection and storage activities in the listed sectors. Engage stakeholders and conduct capacity building activities as necessary to ensure understanding of the defined data collection processes.
- Participate in public forums and meetings organized as part of the NDCP CAEP project as needed.
The consultant shall report regularly to the Project Lead and provide written monthly status reports. The consultant must work as part of a team with GGGI and other partners at all times. Microsoft PowerPoint and Word products must be delivered using GGGI templates provided. This is a deliverable based contract, the consultant will be responsible for the development and submission of the following deliverables. Due dates are subject to change based on the project schedule and due to impacts from the Covid-19 situation
For each deliverable except for #1, the consultant is required to deliver a draft version one month prior to the deadline, and a final version by the deadline.

- Advanced degree (MSc or PhD) in thematic areas relevant to the assignment (natural/environmental/technical sciences and other relevant)
- At least 5 years of experience in the field of natural resource management and environment, of which at least 2 years in projects related to Monitoring, Reporting and Verification or GHG accounting using methodologies applied under the UNFCCC.
- Hands-on experience with international institutions (UN agencies or other) and government institutions working with and designing national inventory systems.
- Experience with developing data collection and storage strategies, especially in government contexts.
- Developing country experience required, experience working in Grenada or other Caribbean islands is an asset.
- Excellent communication, presentation, report writing and analytical skills.
- Capability to work effectively under deadline pressure and to take on a range of responsibilities.
- Ability to work independently and self-manage deadlines and deliverables.
- A resource currently located in Grenada is preferred, given the travel constraints surrounding the Covid-19 situation.
- Fluency in written and spoken English is required
