PROJECT BACKGROUND
The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under Article 6 which allows signatory countries (and private sector entities authorized by these countries) to engage in international carbon transactions.
The Carbon Pricing Unit (CPU) of GGGI is a global leader in Article 6 international carbon trading technical assistance, implementing several programs since 2019 related to preparing and supporting countries in trading, opening up international carbon markets. The resultant flow of transactions is envisaged to build a robust and reliable global price for carbon, something many areas of the private sector have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris.
The Carbon Transaction Facility (CTF) was launched in October 2024 and is the main delivery vehicle for GGGI’s Article 6 support to its’ member and partner countries. It will be a collection of single and multi-donor funds aimed at further developing and scaling up Article 6-based carbon markets. The CTF will not only support the readiness of countries to participate in Article 6 cooperative approaches through a learning by doing approach, but also enable transactions of Article 6 compliant mitigation outcomes, also known as ITMOs. GGGI will act as trust fund manager for all trust funds within the CTF. CTF participants are sovereign parties looking to support potential seller countries in readiness. Several fund participants also seek to purchase ITMOs for meeting their own NDC or for higher ambition purposes such as carbon neutrality targets.
The GGGI Carbon Pricing team is a global team with a vision to open up Article 6-aligned carbon markets to provide countries access to funding needed to implement their green growth paths and economic efficiencies that markets enable, helping the in the efforts to meet the global climate goals. OBJECTIVES OF THE ASSIGNMENT
GGGI’s Carbon Pricing Unit is hiring a full-time Consultant based in Seoul HQ who can support the setup and operations of the purchasing funds under the Carbon Transaction Facility (CTF) to ensure successful delivery of results under the Carbon Funds.
The Consultant shall work primarily with the Carbon Pricing Unit but will engage and collaborate with GGGI country teams as well as other business units. S/he will report to the Senior Portfolio Officer based in Seoul HQ.
The ideal candidate will have strong multitasking abilities, excellent communication skills, and a proactive attitude. This position plays a key role in ensuring operational efficiency by assisting with process establishments, improvements, coordinating tasks, and handling various administrative duties to support operational goals.
DELIVERABLES AND PAYMENT SCHEDULE
Under the guidance of the Senior Portfolio Officer and relevant Fund Managers, the Consultant will provide administrative assistance in designing and implementing new operational processes and systems required for the efficient management and operations of the ITMO-trade or transaction ‘life cycle’, from Mitigation Activity Idea Note (MAIN) selection to ITMO issuance and delivery. Examples of these processes and systems include but are not limited to:
- selection of MAINs, including establishment of an interface and platform to manage and process MAINs identified and received,
- assessment, scoring, and filing of MAINs, along with the relevant communication system to keep Mitigation Activity Proponents informed about the selection and assessment process,
- timely flows of data and information related Matchmaking, including submission of Indicative Initial Offers and respective responses from the Mitigation Activity Proponents, and
- setup of registry accounts under different registry systems and, where needed, sub-accounts to ensure adequate issuance, tracking and movement of ITMOs.
Additional responsibilities include:
- assisting with the development of various documentations required under the Carbon Funds through coordination with stakeholders, research and data collection, and drafting/copyediting.
- identifying areas for operational improvement and implementing changes as directed by the Senior Portfolio Officer
- liaising with other departments (Finance, Legal, IT, etc.) to ensure that operational activities are aligned with the rules, regulations and donor agreements
- maintaining accurate records of operational activities and assist with data entry into internal systems
- other tasks under the CPU as deemed relevant by the Senior Portfolio Officer.
GGGI shall pay the Consultant on a monthly basis for the actual number of days worked in a calendar month according to the terms and conditions of the Contract and upon certification by GGGI that the services have been satisfactorily performed. The Consultant shall submit a monthly invoice to GGGI at the beginning of each month for the days worked in the previous month using the template provided.
QUALIFICATIONS
- Bachelor’s degree in international studies, global economics or policy, development, environmental law, international business, or other related disciplines related to green growth, sustainable development in energy; Master’s degree an advantage
- Preferably 1-2 years of relevant experience with a public or private sector organization. Master’s degree with studies in related fields may be considered in lieu of lack of required experience.
- A genuine interest in Article 6 and developing international carbon market space.
- Experience in developing high-quality presentations, reports and other documentation.
- Knowledge of climate change issues and the Paris Agreement.
- Fluency to native level in English a requirement.
- Ability to communicate clearly and effectively through written English with non-native English speakers.
- Excellent organizational skills with the ability to manage and curate a large amount of information and data in support of Funds’ goals.
- A problem solver, ready to anticipate and provide necessary support to the Senior Portfolio Officer and Fund Managers.
- Possesses a high degree of professional integrity.
- Able to effectively communicate, listen to others, and create and promote an environment for open communication.
- Able to work effectively with other teams of a high degree of cultural/professional diversity.
