BACKGROUND
In each member country, GGGI develops a five-year Country Planning Framework (CPF), a government-endorsed strategy that sets out GGGI’s contribution to national priorities, climate targets, and the Sustainable Development Goals. The CPF guides the preparation of Country Business Plans, annual Work Programs and Budgets, and the design of investment projects and policy support.
In Papua New Guinea (PNG), the CPF 2021–2025 was formally endorsed in 2021 and has provided the strategic basis for GGGI’s growing portfolio, implemented in partnership with the Climate Change and Development Authority (CCDA), sector ministries, provincial administrations, and development partners. This CPF has supported PNG’s efforts to mobilize climate finance, strengthen enabling policies, and advance priorities such as renewable energy, sustainable forestry, coastal resilience, and inclusive green growth.
With the current CPF nearing completion, GGGI will now review results and lessons learned, and prepare the updated CPF for 2026–2030. The new CPF will be aligned with PNG’s Vision 2050, Development Strategic Plan (2010–2030), Medium-Term Development Plan IV (2023–2027), Enhanced NDC, and National Adaptation Plan. It will also operationalize GGGI Strategy 2030 and the Pacific Regional Strategy, ensuring PNG’s contribution to GGGI’s global mission while responding to the country’s evolving climate and development priorities.
OBJECTIVES OF THE ASSIGNMENT
The objective of this consultancy is to review the implementation of the GGGI Papua New Guinea Country Planning Framework (CPF) 2021–2025 and to prepare the updated CPF for 2026–2030 as a government-endorsed strategy that defines GGGI’s programmatic priorities in PNG. Specifically, the consultant will:
- Conduct a structured review of the CPF 2021–2025, assessing its achievements, challenges, and lessons learned, and evaluating its contribution to PNG’s Vision 2050, Development Strategic Plan, Medium-Term Development Plan IV, the Enhanced NDC, and the National Adaptation Plan.
- Examine the relevance of GGGI’s interventions to national and provincial priorities, and the effectiveness of partnerships with government, development partners, private sector actors, and civil society.
- Identify opportunities and emerging priorities for the next CPF, including areas such as climate finance mobilization, carbon markets, biodiversity, circular economy, and green entrepreneurship.
- Facilitate inclusive consultations with CCDA, line ministries, provincial administrations, development partners, and other stakeholders to validate findings and build consensus on strategic priorities.
- Develop the draft CPF 2026–2030, presenting a results-based framework with outcomes, baselines, milestones, and targets, as well as an implementation roadmap, partnership and resource mobilization strategy, GEDSI integration, and risk management measures.
- Finalize the CPF 2026–2030, incorporating feedback from government counterparts, GGGI, and development partners, and prepare the final set of supporting documentation (executive summary, presentation materials, consultation records, and annexes) to accompany the endorsed framework
SCOPE OF WORK
The consultant will lead the process of reviewing the GGGI Country Planning Framework (CPF) 2021–2025 and developing the updated CPF for 2026–2030 for Papua New Guinea. The work will be carried out under the overall guidance of the GGGI Country Representative (CR) in close collaboration with and Deputy Country Representative (DCR), the PNG country team, and in coordination with GGGI’s Regional Office and HQ departments.
The assignment will involve a structured assessment of the CPF 2021–2025, identifying achievements, challenges, gaps, and lessons learned, and analyzing its contribution to PNG’s national priorities, the SDGs, and the Paris Agreement. This review will provide the analytical foundation for the design of the next CPF.
Based on this assessment, the consultant will analyze the broader policy and institutional landscape to identify opportunities and emerging priorities, including climate finance mobilization, carbon markets, biodiversity, circular economy, and green entrepreneurship. Engagement with stakeholders will be a critical component. The consultant will facilitate consultations with the Climate Change and Development Authority (CCDA), line ministries, provincial administrations, development partners, private sector actors, and civil society to validate findings, confirm priorities, and build consensus on the strategic focus of the CPF 2026–2030.
Drawing on these inputs, the consultant will draft the new CPF, ensuring it is concise, results-based, and aligned with the Pacific Regional Strategy and GGGI Strategy 2030.
DELIVERABLES AND PAYMENT SCHEDULE
The consultant will be engaged on a deliverable-based contract. Payments will be made upon satisfactory submission and acceptance of outputs by GGGI, in line with its quality standards. All outputs must be well-structured, analytical, written in clear English, and submitted in editable electronic formats. Deliverables will be reviewed and approved by the PNG Country Representative.
All outputs must reflect evidence-based analysis, draw on consultations with CCDA and other stakeholders, and incorporate feedback from GGGI and the Government of Papua New Guinea. Supporting materials, such as consultation records and references, are to be submitted together with the final outputs.

ANNEXES AND SUPPORTING DOCUMENTATION
The consultant shall prepare annexes and supporting documentation to accompany the CPF deliverables. These materials will form part of GGGI’s official record and provide the analytical and consultative basis for the final CPF. The annexes will include, at minimum:
- Stakeholder Consultation Records: Participant lists, minutes, key discussion points, and agreed follow-up actions from government, provincial, development partner, private sector, and civil society consultations.
- Reference Materials: A bibliography of national policies, strategies, and international commitments reviewed.
- Analytical Notes/Briefs: Thematic papers or option notes developed to inform CPF design.
- Results Framework Annexes: Data tables, charts, and baseline/milestone information supporting the CPF results framework.
- Process Documentation: A record of drafting, review, and validation steps, showing how feedback from GGGI, CCDA, and stakeholders was incorporated.
All annexes must be prepared to professional standards, submitted electronically in editable formats, and clearly organized for consistency and ease of reference.
EXPERTISE REQUIRED
- Master’s degree in public policy, economics, environment, climate change, sustainable development, or related field.
- Minimum 5 years’ experience in climate change, sustainable development, or green growth, including in developing country contexts.
- Proven record in preparing national strategies, country frameworks, or medium-term programming documents.
- Experience with policy and institutional analysis, and review of national development plans, NDCs, and adaptation strategies.
- Strong background in facilitating multi-stakeholder consultations (government, partners, private sector, civil society), ideally in the Pacific.
- Familiarity with results-based management and development of results frameworks.
- Experience with international or intergovernmental organizations (UN, MDBs, bilateral agencies) is an asset.
- Strong analytical, drafting, and communication skills; ability to engage effectively with senior officials and stakeholders.
- Capacity to work independently under tight deadlines.
- Full fluency in English; Tok Pisin or prior PNG/Pacific experience an advantage.
