INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page. 

GGGI’s role and objective in Indonesia is to assist the Government of Indonesia in delivering green growth by developing capacity, driving investment, and designing green projects with social, environmental, and economic benefits for the people of Indonesia. The collaborative Green Growth Program between the Government of Indonesia (GoI) and GGGI is tailored around the GoI’s own development priorities and targets established in Indonesia’s Medium-term National Development Plan. This is designed to specifically support the implementation of Indonesia’s Nationally Determined Contribution (NDC) and the achievement of the Sustainable Development Goals (SDGs).  

Indonesia has demonstrated its commitment to reducing methane emissions as part of its broader climate change mitigation strategy. As a signatory to the Global Methane Pledge, launched during COP26 in 2021, Indonesia aims to reduce global methane emissions by at least 30% by 2030 compared to 2020 levels. Although there is no action plan set yet dedicated to methane emission reduction, in its Enhanced NDC submitted in 2022, Indonesia outlines actions across key methane-emitting sectors such as agriculture, waste management, and energy.  

The ASEAN-Korea Cooperation on Methane Mitigation (AKCMM), therefore, aims to contribute to reducing methane emissions in ASEAN countries by establishing a strong institutional, technical, and financial foundation for large-scale methane reduction. The project is funded by the ASEAN-Korea Cooperation Fund (AKCF). The project aims to establish a strong foundation for the reduction of methane emissions at scale in the ASEAN region by providing technical and financial support in the following four areas:  

  1. Developing enabling policies and institutions,  

  1. Improving the measurement of methane emissions,  

  1. Designing, financing, and implementing methane reduction projects, and  

  1. Promoting regional dialogue and partnership  

The project period spans from November 2024 to November 2027, encompassing activities at both regional and national levels. In Indonesia, the project is being implemented in collaboration with the Ministry of Environment (MoE) as the ASEAN Working Group on Climate Change (AWGCC) Focal Point for Indonesia, with GGGI as the implementing agency. 

 

OBJECTIVES OF THE ASSIGNMENT

 

The AKCF has expressed its interest in amplifying the AKCMM project’s visibility through strategic communication efforts and outreach. It is therefore imperative to hire a communications expert who will support the GGGI Indonesia Country Office and the AKCMM team in formulating communication materials and knowledge sharing.

 

Under the supervision of GGGI Indonesia’s Senior Communications Officer, the consultant will provide support to help meet this objective, further elevating GGGI Indonesia’s profile through the AKCMM project and other projects in the Green Cities Unit.

The Consultant is expected to deliver the following tasks:

  1. Support the implementation of AKCMM in Indonesia’s communication and knowledge-sharing plan in alignment with GGGI’s communication goals and objectives.
  2. Create a wide range of creative communication materials promoting AKCMM in Indonesia, including factsheets, press releases, social media posts, blogs, quarterly newsletters, multimedia materials, website posts for gggi.org and AKCMM website (TBC), and infographics.
  3. Translate data into visually appealing communication materials, ensuring locally relevant messaging aligned with global brand tone.
  4. Support the execution of knowledge-sharing events and communication campaigns about AKCMM.
  5. Engage with AKCMM’s communication and knowledge-sharing team members (AKCF, government agencies, media, etc.) to share, shape, and deliver effective and impactful communication and knowledge-sharing initiatives.
  6. Produce communication assets and content for GGGI’s digital communication channels, including highlighting the AKCMM project on the Green Growth Bappenas website. Track and analyze engagement to strengthen digital outreach.
  7. Ensure adherence to GGGI’s brand through the application of GGGI’s branding and visual identity guidelines and the Global Communications Strategy. Ensure adherence to AKCF’s branding guidelines and liaise with their communications focal point.
  8. Produce communication materials and/or content for GGGI Indonesia’s Cities Unit and Country Office, as needed.

The Consultant’s duties and responsibilities are indicative and subject to further detailing through specific service requests to be made by GGGI during the contract duration. This service will be within the objectives of the assignment stated above.

 

TIMEFRAME AND BUDGET

 Timeframe:

The assignment will be completed over nine months, from February 28, 2026, to February 27, 2027.

Consultancy fees:

The Consultant is required to submit the countersigned Cover Sheet Form, in which the Work Completion section is signed by the service requester for each deliverable of the service. The Consultant will be paid a total of USD 12,000 over the following payment schedule that covers specific deliverables. Each Progress Report should detail the Consultant’s role in delivering the expected outputs and outcomes laid out in the Scope of Work.

Notes:

  • The Consultant is to provide his/her own equipment to produce all deliverables.
  • The Consultant is expected to work offline and online and is expected to work at the GGGI Indonesia office at least one day per week. 
  • The Consultant shall submit any deliverables in electronic versions readable by a Microsoft Office application.
  • All outputs must be in English.
  • Final deliverables must be approved by GGGI. The Consultant shall consider the comments and necessary revisions by GGGI and provide a final version of the deliverable in a timely manner.

 

EXPERTISE INFORMATION

 

  1. A bachelor’s degree in a relevant area, such as communications, journalism, media studies, public relations, international relations, or other related disciplines.
  2. Minimum four years of relevant work experience in sustainable development, communications, public relations, IGOs, or NGOs.
  3. Demonstrates good communication and organizational skills, along with effective teamwork.
  4. Possesses a creative mindset with hands-on experience in design and storytelling for a wide range of audiences.
  5. Proficient in Microsoft Office applications, Adobe programs, and other communication applications and technologies for developing creative communication materials and visuals (e.g., video, social media).
  6. Capable of conducting research, analyzing data, and consistently applying findings for the development of communication initiatives.
  7. Committed to integrating gender and social inclusion into communication and knowledge-sharing interventions.
  8. Have a good command of English. Level IV (fluent) oral and writing ability in English and Level IV Bahasa Indonesia is required.

 

ADMINISTRATIVE INFORMATION

 

To be considered for the position, the candidate must meet the minimum qualifications listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference checks will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.

Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address the selection criteria factors listed below:

 

Selection criteria:

  1. Professional Competency (10 points): Bachelor's degree or equivalent in communications, journalism, public relations, international relations, or a related field.
  2. Experience (15 points): Minimum of 2 years of relevant work experience in sustainable development, communications, public relations, IGOs, or NGOs.
  3. Communication (15 points): Level IV (fluent) oral and writing ability in English and Level IV Bahasa Indonesia is required.
  4. Technical Knowledge (30 points): Understanding and ability to use social media. S/he preferred to understand the social media landscape in Indonesia.
  5. Individual Competency (30 points): Proficiency in Microsoft Office, Google Suite, and Adobe Suite. Experience working in a team and having good communication and coordination skills with teams. Experience working in supporting events/workshops will be an asset.

At GGGI’s discretion, reference checks and interviews may be conducted as part of the evaluation process.
