PROJECT BACKGROUND
Headquartered in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sectors to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
GGGI supports the Government of Indonesia in three areas: renewable energy, infrastructure projects within special economic zones, and forest and land-based mitigation projects. The Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investments are possible and can become the norm both for investors and for policy makers, ultimately improving the quality of economic development. Through the Program, GGGI collaborates with the National Planning Agency/Bappenas, the Coordinating Ministry of Economic Affairs (CMEA), Ministry of Finance (MoF), Ministry of Energy and Mineral Resources (MEMR), Ministry of Environment and Forestry (MoEF), and PT Sarana Multi Infrastruktur (PT SMI) and others.
Specifically on green and climate finance issues, GGGI as a Delivery Partner for Green Climate Fund (GCF) is supporting the Fiscal Policy Agency (FPA), Ministry of Finance. Currently, the FPA is implementing the third Green Climate Fund (GCF) readiness and preparatory support project (“the Readiness Project”) in Indonesia. The current Readiness Project aims to enhance Indonesia’s access to international climate finance and private sector investments for climate actions. The FPA is the National Designated Authority (NDA) of the GCF in Indonesia, i.e. the national authority through which Indonesia and the GCF interact and communicate. As the NDA, FPA has strategic oversight of all GCF related activities in the country, including assuring the alignment of GCF investment decisions with national priorities in climate change mitigation and adaptation. Another key role of the NDA is convening national stakeholders on climate finance coordination. As of today, support from the Readiness project has been provided through technical assistance to national and sub-national governments, improving the DAE’s capacity to develop high-quality concept notes and funding proposals, as well as increasing private sector investments in climate action.
OBJECTIVES OF THE ASSIGNMENT
The objective of this assignment is to enhance the operational efficiency and communication impact of the Indonesia Readiness III project, strengthening Indonesia’s ability to meet its climate finance and sustainable development goals. The consultant will play a critical role by providing high-quality administrational support, including maintaining the GCF project pipeline database to ensure accuracy and accessibility.
The consultant is expected to provide administrational support for the Indonesia Readiness III initiative, which includes coordinating and supporting events such as workshops and FGDs, managing all related logistics, and ensuring seamless execution of both pre- and post-event activities. Additionally, the consultant will provide essential editorial assistance for project reporting and support the preparation of FGDs, particularly for No-Objection Letter requests. The consultant will also ensure that all deliverables and project documentation are systematically archived, making them accessible for future use and reference. This role is instrumental in advancing the Readiness III project’s objectives.
DELIVERABLES AND PAYMENT SCHEDULE
The Global Green Growth Institute requires the services of a consultant to be a “Readiness Support Consultant” (hereafter referred to as “the Consultant”) to support in maintaining databases, editorial services and events preparation.
In performing his/her tasks, the Consultant will work closely with the GGGI GCF Readiness team and the Indonesia NDA team.
The Consultant will be working remotely with requests for virtual meetings to discuss the assignment.
Roles and Responsibilities:
- Maintaining the GCF project pipeline database and other international climate funds and ensuring the database is consistent, well-structured and has clear reference. The consultant should work closely with the Senior Communication Assistant in updating the database on the NDA’s online platform.
- Providing event support (pre- and post-events) by including but not limited to co-organizing/co-facilitating events and/or activities with GCF Readiness team, including development of event ToR, coordinating with the stakeholders, and preparation of minutes of meeting/event report.
- Providing basic editorial services including but not limited to writing, editing, proofreading and translation, in Bahasa Indonesia and/or English version.
- The consultant will also provide support on-demand basis, to preparing the FGD for No-Objection Letter request from DAEs/International AEs, including initial review of concept note/proposals, development of FGD’s ToR and mapping the key stakeholders based on proposal’s objective, minutes of meeting, etc.
- Ensure all the Readiness project’s deliverables are properly archived in the database.
- Conduct desk research and develop high-quality presentation slides.
- Support the project’s reporting, including monthly and completion report. This includes but not limited to writing, editing, and proofreading, as well as drafting summary reports for the counterparts.
- Work in a confidential capacity and operate independently using sound judgement and discretion in all decisions.

The consultant/expert is to provide his/her own equipment to produce all deliverables.
OUTPUT / REPORTING REQUIREMENTS/ DELIVERABLE
The consultant will report to the Senior Officer Sustainable Finance / Project Manager for GCF Readiness III. The Consultant is expected to submit a comprehensive bi-monthly progress report that details their support activities and deliverables on demand from the GCF Readiness team and NDA Secretariat throughout the contract period. Each progress report should contain the following components:
- Meeting/Event/Workshop Support
- Documentation of high-quality logistic support provided for each conducted meeting, event, or workshop, covering relevant pre- and post-event activities.
- Minutes of Meeting: Detailed minutes capturing key discussions, action points, and decisions.
- Event Report and/or Relevant Documentation: A summary report of the event, including outcomes, participant feedback, and any supporting materials.
- Support the completion report processes of the Readiness Project
- Documentation of archiving processes to ensure all Readiness Project deliverables are systematically stored and accessible within the database.
- Editing and Proofreading: Proofreading and editing of the Readiness Project completion report to ensure clarity, consistency, and adherence to project standards.
- Completion Report Tracking: Documentation of completion report progress for each event, including recorded lessons learned, key messages, and areas for improvement.
- Desk Research and Presentation Preparation (On-Demand Basis)
- Research Documentation: Summary of findings and insights from desk research conducted in response to project needs.
- Bi-Monthly Timesheet and Progress Report
- Timesheet: A log of hours worked, indicating time spent on specific tasks and deliverables.
- Progress Summary: Summary of activities undertaken, including highlights of events, research tasks, and deliverable completion status.
Each progress report, inclusive of the additional tasks needed, should be submitted by the designated due dates and will be subject to review and approval by the Project Manager or other designated authority. EXPERTISE REQUIRED
Qualifications/Experience/Expertise:
- A minimum of bachelor's degree in Economics, Business Management, Communication, Public Policy, Forestry, Agriculture, or other related degree.
- Knowledge and understanding of private and financial sector issues in sustainable development.
- Experience in data gathering and research is a must.
- Self-motivated, detail-oriented individuals with good organizational skills.
- Excellent computer skills with experience in Microsoft Office and active usage of various social media.
- Proven analytical and report writing skills are advantageous.

ADMINISTARTIVE INFORMATION
In order to be considered for the position, the candidate must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.
Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below:
- a) Professional competency (10 points): Bachelor’s degree in economics, Business Management, Communication, Public Policy, Forestry, Agriculture, or other related degrees.
- b) Experience and technical competency (40 points): Proven experience in the environment and development sectors with a focus on climate finance and GCF project requirements. Strong background in climate and sustainable finance, climate change mitigation and adaptation, and green investment strategies in Indonesia. Familiar with climate finance aspects, including project pipeline management, stakeholder engagement, and capacity-building. Skilled in creating and presenting communication materials like presentations and progress reports.
- c) Communication (10 points): Level IV (fluent) oral and writing ability in English and Level IV Bahasa Indonesia is required. This means an ability to participate in professional meetings in English and writing high quality report in English.
- d) Individual competency (40 points): Strong interpersonal and communication skills, with the ability to interact effectively in multidisciplinary and multicultural settings. Demonstrated initiative and independence, along with the skills and enthusiasm to work collaboratively within teams.
