PROJECT BACKGROUND
ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) is a 3-year project to help reduce methane emissions in ASEAN countries. Funded by the ASEAN-Korea Cooperation Fund (AKCF), the project provides technical and financial support in the following four outputs:
- Developing enabling policies and institutions,
- Improving the measurement of methane emissions,
- Designing, financing, and implementing methane reduction projects, and
- Promoting regional dialogue and partnership
The AKCMM project period is from November 2024 to November 2027, with activities at the regional and national level. In Indonesia, the AKCMM project is implemented in cooperation with the Ministry of Environment (MoE), which serves as the ASEAN Working Group for Climate Change Focal Point for Indonesia. Based on the direction of the MoE, municipal solid waste (MSW) has been selected as the priority focus for AKCMM implementation in Indonesia, reflecting its significant contribution to national methane emissions.
OBJECTIVES OF THE ASSIGNMENT
The Terms of Reference (ToR) are prepared under Output 2 of the AKCMM project “Improving the measurement of methane emissions”, which aims to strengthen Indonesia’s capacity to accurately quantify, report, and verify methane emissions. In this context, Measurement, Reporting and Verification (MRV) refers to tracking and documenting emissions levels to ensure reliable and transparent national greenhouse gas (GHG) inventories.
Indonesia has a well-established national GHG inventory system, SIGN SMART, which compiles emissions data across sectors. The system is being upgraded to SIGN SMART ROBUST to improve the accessibility, accuracy, transparency, and verification of emissions data for national and subnational stakeholders, including government and private-sector users. Launched by the Ministry of Environment (KLH) in June 2026, SIGN SMART ROBUST introduces enhanced data integration, a more user-friendly interface, improved transparency and QA/QC mechanisms, and features to track mitigation actions, including methane emission reductions. The system is supported by a comprehensive Emission Factor Database (EFDB), which consolidates emission factors, activity data, geographic coverage, and other supporting variables for emissions estimation and reporting. In parallel, Indonesia has established the National Waste Management Information System (SIPSN) to collect and report waste management performance data from subnational governments, providing an important source of waste-sector activity data for emissions estimation.
In the waste sector, methane emissions primarily arise from solid waste disposal, wastewater treatment and discharge, and waste incineration and open burning. However, efforts to estimate and report these emissions are still constrained by challenges in the availability, consistency, and quality of waste-sector activity data, as well as in the application of IPCC methodologies and stakeholder capacity. These challenges highlight the need for continued technical support to strengthen methane emissions estimation and reporting, improve the availability and quality of activity data, and build stakeholder capacity.
The Directorate of GHG Inventory and MRV (GHGI and MRV) under the MoE plays a key role in maintaining the quality and integrity of the national GHG inventory. In this context, a technical review of the trial version of SIGN SMART ROBUST is needed to assess its alignment with the 2006 IPCC Guidelines and the 2019 Refinement, identify areas for further improvement, and support its testing and refinement for waste-sector methane emissions estimation and reporting.
GGGI is therefore seeking an individual consultant, hereinafter referred to as the “Consultant,” to provide technical support in testing and refinement of SIGN SMART ROBUST for the waste sector, as well as technical review of landfill methane emissions estimation. If necessary, the Consultant will be required to work collaboratively with other consultants engaged in the improvement of the methane emissions estimation.. The scope of work is described below:
- Support the review of the trial version of SIGN SMART ROBUST for the waste sector, under the overall technical review led by the Waste Methane Emissions Expert, including:
- Developing recommendations to improve the system's accuracy, usability, and transparency;
- Engaging and consulting with the SIGN SMART ROBUST developer team to discuss findings and proposed enhancements;
- Supporting the implementation of agreed recommendations in coordination with the developer team;
- Conducting testing to verify that the proposed improvements function as intended;
- Documenting test results, including any remaining issues requiring further attention.

2. Support the technical review of methane emissions estimation for selected landfill studies, including reviewing the methodology, assumptions, activity data, and results developed by the consultant team to assess their alignment with the First-Order Decay (FOD) model.
3. If required, review and assess subnational waste management performance presented in the relevant narrative report, including cross-checking selected figures against SIPSN data, where applicable, and identifying any notable discrepancies or data gaps.
4. Provide technical support through technical reviews, as needed, of emissions-related work for non-land-based sectors, including desk-based research, review of relevant data and assumptions, GHG emissions assessment, and estimation of potential GHG emissions reduction.
TIMEFRAME AND BUDGET
The assignment will be completed from 7 September 2026 to 30 April 2027.

Consultancy fee: The Consultant will be paid fees for 142 working days at a rate of USD 70 per day (based on a day of 8 hours) for those days during the Term when the Consultant provides the Services. If the Consultant provides the Services for less than the required hours on any day, then the fees for that day will be reduced proportionally. All travel-related expenses of the Consultant, including but not limited to domestic flight and local transportation, accommodation, meals, insurance, and other incidental costs for stakeholder meetings and site visits, shall be fully borne by the Consultant.

EXPERTISE REQUIRED
- A bachelor’s degree in environmental science, environmental engineering, climate change, or other relevant studies,
- Minimum four (4) years of professional experience in GHG emissions assessment and climate change mitigation
- Experience working with emission factors and activity data, particularly in the waste sector,
- Familiarity with the national GHG inventory framework and IPCC 2006 Guidelines for National GHG Inventories,
- Strong network and relationship with the Directorate(s) in MoE that is responsible for GHG inventory and MRV,
- Experience working with government agencies, research institutions, and universities in the environmental or climate change field,
- Fluency in Bahasa Indonesia and working proficiency in English
ADMINISTRATIVE INFORMATION
Interested consultant must meet the minimum qualification listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.
Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below:

Selection criteria:
1. Professional Competency (25 points):
- A bachelor's degree in environmental science, environmental engineering, climate change, or other relevant studies,
- Minimum four (4) years of professional experience in GHG emissions assessment and climate change mitigation

- Experience working with emission factors and activity data, particularly in the waste sector,
- Familiarity with the national GHG inventory framework and IPCC 2006 Guidelines for National GHG Inventories
3. Individual Competency (25 points):
- Strong network and relationship with the Directorate(s) in MoE that is responsible for GHG inventory and MRV,
- Experience working with government agencies, research institutions, and universities in the environmental or climate change field,
- Fluency in Bahasa Indonesia and working proficiency in English
