Project background
Nigeria remains one of the world’s largest gas-flaring countries, with significant economic, environmental, and public health consequences. To address this, the Federal Government of Nigeria launched the Nigeria Gas Flare Commercialization Programme (NGFCP) to eliminate routine gas flaring and mobilize private sector investment for gas capture and utilization.
The Global Green Growth Institute (GGGI) has been supporting NGFCP through technical assistance, feasibility studies, and investment facilitation. Building on this foundation, and with donor support, GGGI is implementing a 24-month project entitled “NGFCP Acceleration: Scaling Investment and MRV for Flare Reduction”. The project aims to:
- Improve carbon finance readiness of selected gas flare recovery projects;
- Develop robust methane Measurement, Reporting and Verification (MRV) and Leak Detection and Repair (LDAR) frameworks aligned with international standards;
- Strengthen Nigeria’s institutional capacity for emissions monitoring and reporting; and
- Support access to carbon markets and long-term climate finance.
To support effective delivery of these activities, GGGI seeks to recruit a Junior Consultant to provide technical, analytical, and coordination support across the project’s workstreams.
Objectives of the assignment
The objective of this assignment is to support GGGI’s project team in the implementation, monitoring, documentation, and coordination of activities related to carbon finance readiness, MRV and LDAR systems, institutional capacity building, and stakeholder engagement under the NGFCP Acceleration project.
The Junior Consultant will work under the supervision of the Project Manager / Climate Finance Lead and collaborate closely with national counterparts, technical experts, and development partners.
SCOPE OF WORK AND KEY ACTIVITIES
The Junior Consultant will be expected to support the following activities:
A. Project Implementation and Coordination
- Support day-to-day implementation and tracking of project activities in line with the approved workplan and timelines.
- Assist in coordinating inputs from consultants, partners, and stakeholders involved in carbon feasibility, MRV, and LDAR workstreams.
- Maintain organized records of project documentation, correspondence, and technical outputs.
B. Technical and Analytical Support
- Support data collection, processing, and analysis for:
- Carbon credit feasibility and marketability assessments;
- MRV and LDAR roadmap development;
- Institutional capacity assessments; and
- Technology feasibility studies for methane monitoring tools.
- Assist in drafting sections of technical reports, briefing notes, presentations, and internal progress updates.
C. Carbon Finance and MRV Support
- Assist in the development of:
- Carbon readiness toolkits (e.g. PIN templates, stakeholder engagement forms, draft ERPA structures);
- MRV protocol templates and LDAR guidance materials aligned with international standards (e.g. OGMP 2.0, satellite monitoring tools).
- Support mapping of relevant carbon standards, methodologies, potential buyers, and aggregators.
D. Capacity Building and Stakeholder Engagement
- Support preparation of training materials, agendas, and background documents for workshops and capacity-building activities.
- Assist with logistical coordination and documentation of stakeholder workshops with project developers and national institutions.
- Support engagement with key partners including regulators, project developers, and technical institutions.
E. Monitoring, Reporting, and Communication
- Support preparation of periodic progress reports in line with donor requirements.
- Track outputs, milestones, and indicators against the project results framework.
- Support project communication, visibility materials, and knowledge products as required.
F. Other Duties
Perform any other tasks relevant to the project as assigned by the Project Manager

Indicative structure of the monthly report:

- Carbon readiness toolkit and capacity-building activities
- Institutional capacity strengthening and technology feasibility work
- Challenges, risks, and mitigation measures
- Planned activities for the next reporting period
Expertise required
- Minimum 2 years of relevant professional experience in climate change, energy, environmental policy, carbon markets, or development projects.
- Master’s degree (or near completion) in Energy Economics, Environmental Studies, Climate Change, Engineering, Economics, Public Policy, or related fields.
- Demonstrated interest or exposure to carbon finance, MRV systems, methane reduction, or energy sector projects.
- Strong analytical, research, and report-writing skills.
- Excellent command of written and spoken English; knowledge of French is an asset.
- Experience supporting workshops, trainings, or stakeholder consultations is an advantage.
- Strong organizational, coordination, and communication skills.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint); familiarity with data analysis or visualization tools is a plus.
- Prior experience with international organizations, government counterparts, or donor-funded projects is an advantage.
