INTRODUCTION TO GGGI
The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.
BACKGROUND
The Climate Change Act 2021 provides the legal framework for climate change governance in Fiji, including provisions under Part 12 on Climate Displacement & Relocation. Planned relocation is a complex adaptation measure requiring coordinated legal, institutional, social, and operational arrangements to protect affected communities, including their rights, livelihoods, and cultural integrity. Significant implementation work has already been undertaken under Part 12, including the development of the Planned Displacement and Relocation Guidelines, Standard Operating Procedures (SOPs), and supporting institutional arrangements that guide implementation in practice.
The Department of Climate Change is exploring the potential development of regulations under Part 12 of the Act. To inform this process, there is a need to assess existing legislations and implementation instruments to determine which components are suitable for translation into regulations, and to identify any legal, institutional, or operational gaps that need to be addressed before regulations are developed.
This assignment is undertaken under the European Union-funded project “It’s Time to Act! The Consultant will work closely with the GGGI Senior Legal Associate, who will provide technical oversight and coordination of the assignment, and will liaise on a regular basis with the DoCC Adaptation Unit for guidance on the current implementation of Part 12".
