INTRODUCTION TO GGGI

Overview

In 2024, GGGI launched the Carbon Transaction Facility (CTF), a programmatic approach to scaling up international carbon trading under Article 6 of the Paris Agreement. The CTF comprises two pillars: the Article 6 Readiness Facility and multiple Carbon Funds for which GGGI currently serves as trustee.  

While the Readiness Facility is focused on providing technical assistance and increasing readiness for Article 6 trading at the host country level, Carbon Funds will primarily seek to channel carbon finance to GGGI Member States and Partner Countries through initiating Article 6 carbon transactions and purchasing Internationally Transferred Mitigation Outcomes (ITMOs).  

Under the Article 6 Readiness Facility, the Global Incubator serves as a centrally managed platform to source, assess, and further develop mitigation activities into advanced and or market ready Mitigation Activity Idea Notes (MAINs).  Through a structured and transparent process, the Global Incubator is designed to strengthen the pipeline of Article 6-aligned mitigation activities and prepare selected activities for possible progression to the matchmaking stage with the Carbon Funds under the CTF, where they are presented as potential transaction opportunities for further consideration.  

As part of the Global Incubator pilot, GGGI launched an Expression of Interest (EOI) in May 2026 to solicit submissions from eligible proponents of advanced-stage mitigation activities capable of delivering mitigation outcomes before 2030. Following the EOI assessment, selected proponents are invited to submit full Mitigation Activity Idea Notes (MAINs) for technical assessment and, where appropriate, further development and refinement. In addition to the pilot EOI, MAINs may be sourced through GGGI’s in-country readiness projects and other pipelines. Subject to the applicable assessment and quality requirements, MAINs from these channels may be considered for matchmaking with the Carbon Funds under the Carbon Transaction Facility (CTF). 

Against this background, GGGI seeks to engage an individual consultant to provide technical support for the development and refinement of assigned MAINs, regardless of their origination channel. Working in coordination with GGGI and the respective proponents, the consultant will identify and help address technical and information gaps to strengthen the completeness, consistency and overall quality of the MAINs. The assignment will support their preparation for the internal quality control process and potential progression to matchmaking with the CTF Carbon Funds.


Objective of the Assignment

The objective of this assignment is to support further development, refinement and finalization of assigned MAINs sourced through various origination channels under CTF for potential progression to matchmaking with the Carbon Funds. The assignment shall strengthen the technical quality, completeness and supporting evidence of the MAINs in preparation for the internal quality control process under the Article 6 Readiness Facility. The scope and level of effort required will vary depending on the development stage and complexity of each MAIN. Specifically, the Consultant shall undertake the following tasks: 

  • Review assigned MAINs against the applicable criteria, check for existing registrations or pending applications under other crediting programs, identify technical and information gaps, and propose a brief MAIN-specific workplan (one-pager), based on which GGGI will determine the timeline for the MAIN 

  • Work with proponents to define or strengthen the mitigation activity, methodology, baseline, additionality, emission reduction estimates and monitoring approach, including key parameters, data sources and responsibilities. 

  • Assess alignment with the host country’s NDC and Article 6 authorization requirements, and address safeguards, gender equality and social inclusion (GESI), financial structure, activity risks and implementation timelines. 

  • Collect relevant legal, permitting, technical, financial, carbon and government documentation, check completeness and consistency, and work with proponents to address gaps. Maintain an organized, indexed repository in accordance with applicable confidentiality requirements. 

  • Coordinate with GGGI country teams on national policy context, Article 6 arrangements and access to supporting documentation, support engagement with government counterparts led by GGGI country teams, and incorporate country team review into MAIN drafts. 

  • Consolidate the refined content and supporting evidence using the prescribed template, submit MAINs for internal quality control, and revise and finalize them in response to comments arising at each stage of the process. 

  • Prepare concise summaries of finalized MAINs to support GGGI’s final approval at the conclusion of the internal quality control process. 

  • Hand over all final outputs, supporting documentation, and outstanding issues at the end of the assignment. 

The Consultant shall develop each MAIN based on information reasonably available from the proponent, GGGI and public sources, and shall document any remaining information gaps, together with the follow-up actions taken to obtain the information. Unless otherwise requested by GGGI, the assignment does not include the development of new methodologies, field measurements or surveys, or site visits. Analysis of financial and technical data provided by proponents forms part of the assignment.

 

Deliverables and Payment schedule 

MAINs will be assigned to the Consultant by GGGI in writing. GGGI will normally assign MAINs for which the proponent has been identified, and basic activity information is available. Over the contract period, GGGI will seek to assign a balanced mix of MAINs of varying complexity, subject to pipeline availability. 

GGGI plans to assign up to 20 MAINs to the Consultant during the contract period. Twenty (20) MAINs represents the maximum number contemplated under this assignment and does not constitute a guaranteed minimum number of assignments. The actual number of MAINs assigned may be lower, depending on the availability of suitable MAINs and GGGI’s requirements. The Consultant will be paid USD 6,000 for each MAIN completed and accepted by GGGI, and the maximum aggregate contract value is USD 120,000.  

The Consultant shall complete each MAIN, including revisions required to address findings from the internal quality control process. Each MAIN should be accompanied by a complete and up-to-date supporting documentation package. 

The Consultant shall submit progress reports or participate in progress meetings, as agreed with GGGI, to report on the status of assigned MAINs and any issues or risks encountered.

Up to 20 MAINs further developed, refined and finalized, each with supporting documentation and required QC revisions incorporated. 

USD 6,000 per MAIN, payable upon GGGI’s review and written acceptance of each completed MAIN and its supporting documentation. The fee per MAIN is fixed irrespective of the complexity of the MAIN. 

 

The maximum total contract value shall be USD 120,000 for 20 MAINs. 

Each MAIN shall be completed within the timeframe agreed with GGGI in the MAIN-specific workplan or, unless otherwise specified, within one month of commencing work on that MAIN. Time awaiting country team review shall be excluded from this timeframe. All final deliverables shall nevertheless be submitted no later than the end of the contract period. 



Expertise required 
  • Advanced university degree in environmental science, engineering, economics, finance, climate policy or a related field. 

  • At least 10 years of relevant professional experience in climate change mitigation, carbon markets or mitigation project development, including substantive experience in developing carbon project documentation. 

  • Demonstrated experience preparing or refining Mitigation Activity Idea Notes (MAINs), Mitigation Activity Design Documents (MADDs), Project Design Documents (PDDs) or comparable technical documents for mitigation activities. 

  • Strong technical expertise in carbon accounting, including methodology selection, baseline development, additionality assessment, emission reduction calculations and monitoring approaches. 

  • Strong understanding of Article 6 of the Paris Agreement, including host country authorization requirements, NDC alignment and the implications of registration under different crediting programs. 

  • Experience assessing project feasibility and financial viability, including reviewing or developing business plans, pre-feasibility analyses and abatement cost estimates. 

  • Experience reviewing supporting documentation and identifying gaps relating to project ownership, mitigation outcome rights, permitting, safeguards, gender equality and social inclusion (GESI), and implementation risks. 

  • Demonstrated ability to work directly with project proponents to address technical and information gaps and prepare documentation for quality review. 

  • Experience working on mitigation activities in developing countries, preferably across multiple sectors and country contexts. 

  • Excellent analytical and technical writing skills in English, with the ability to manage multiple assignments and deliver high-quality outputs within agreed timelines.

Date to close is Korean Standard Time (KST). Applications submitted after the deadline will not be considered Application. Cover Letter, and CV must be sent in English. A consortium, or a firm may not be engaged for the individual consultant assignment.
