POSITION SUMMARY

The Finance and Procurement Associate provides integrated financial and procurement management support to the SET4NPL project, ensuring process integrity, compliance, and consistent quality across financial and procurement operations. 

The role is responsible not only for execution but also for monitoring, reconciling, and improving processes across budgeting, financial reporting, procurement, and audit, ensuring alignment with GGGI policies, GIZ contractual requirements, and MAF rules.

The position works closely with the Project Manager, Country Representative, and HQ Finance and Procurement teams to ensure efficient, compliant, and high-quality delivery of project operations. 

The filling of the position is conditional upon the donor's budget approval.

The SET4NPL project is funded by Mitigation Action Facility (MAF) and jointly implemented by GGGI Nepal and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The project's goal is to sustainably transform Nepal’s public transportation sector. The project aims to roll out 3,500 electric Mini and micro-buses (EMBs) and depot charging stations nationally by 2028, contributing significantly to reducing greenhouse gas emissions. In addition SET4NPL supports the Government of Nepal and relevant institutions in improving the regulatory environment for electric public transport, building a catalytic EV charging ecosystem, and help Nepal achieve its NDC targets. 

GGGI seeks to recruit a Finance and Procurement Associate in its Nepal Country Office who will support the SET4NPL project team. 

 

PURPOSE 

The role contributes to the effective and compliant implementation of the SET4NPL project by: 

  • Ensuring process integrity across financial and procurement functions, including budgeting, expenditure management, reporting, and contracting 
  • Monitoring and reconciling financial and procurement transactions across multiple processes to ensure accuracy, completeness, and compliance 
  • Identifying inconsistencies, risks, and control gaps, and supporting corrective actions to sustain quality standards 
  • Supporting integrated financial and procurement processes that enable reliable reporting, audit readiness, and operational efficiency 

 

ENGAGEMENT 

The Finance and Procurement Associate will: 

  • Work closely with the Project Manager to advise on budgeting, financial performance, procurement planning, and compliance risks 
  • Coordinate with GGGI Finance, Procurement, and Legal units to resolve process issues and improve transaction quality and timeliness 
  • Advise technical teams and consultants on the application of GGGI, GIZ, and donor financial and procurement rules 
  • Liaise with suppliers, consultants, and service providers to ensure clarity of requirements and compliance with contractual terms 
  • Support communications with donor focal points, including clarifying financial and procurement requirements and addressing reporting issues 
  • Proactively flag operational and compliance risks and propose remedial actions to maintain standards 

 

DELIVERY 
Financial Management and Reporting 
  • Develop, activate, and manage project budgets and logframes in ERP systems 
  • Monitor and reconcile expenditures across budget lines, ensuring consistency, accuracy, and alignment with approved allocations 
  • Prepare high-quality periodic financial reports (monthly, quarterly, annual) for internal and donor use 
  • Support financial planning, reprogramming, and budget revisions, including donor approval requests 
  • Ensure financial data integrity across systems and reports, identifying and resolving discrepancies 
  • Support preparation of financial inputs for Programme Steering Committees 

Procurement and Contract Management 
  • Manage and oversee procurement processes for consultants, firms, and services in compliance with GGGI, GIZ, and MAF rules 
  • Prepare and validate ToRs, procurement documentation, and evaluation records 
  • Ensure consistency and compliance across procurement processes and documentation 
  • Track procurement plans, contract amendments, and deliverables to ensure timely execution 
  • Support contracting and payment processes, ensuring accuracy, completeness, and compliance with contractual termsAdministrative and Operational Support 
  • Provide administrative and logistical support for programme delivery, workshops, and missions as back-up to the Finance and Corporate Services focal point 
  • Ensure operational processes are efficient, coordinated, and aligned with project requirements

Audit, Compliance, and Systems 
  • Support internal and external audits by ensuring availability, accuracy, and completeness of documentation 
  • Monitor compliance with financial and procurement policies, identifying issues and ensuring timely resolution 
  • Ensure effective use of ERP modules and financial tools across the project team 
  • Maintain accurate tracking systems for finance, procurement, and operational activities 
  • Promote operational efficiency and cost-effectiveness through continuous process improvement 

 

REQUIREMENTS 
QUALIFICATIONS 
  • Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or related field 
  • 3–4 years of relevant experience in finance, procurement, administration, or programme support 
  • Experience in international organizations or donor-funded programmes preferred 
  • Familiarity with GIZ and donor compliance frameworks is an asset 
  • Experience with ERP systems preferred
  • Languages: Proficiency in English and in Nepali is required 

  

FUNCTIONAL 
  • Strong ability to monitor, reconcile, and ensure integrity of financial and procurement processes 
  • Ability to identify issues, analyze risks, and recommend corrective actions 
  • Strong analytical and organizational skills with attention to detail 
  • Proficiency in ERP systems and Microsoft Office applications 
  • Ability to work independently while ensuring coordination across functions

WORKING CONDITIONS
This position is a G6 grade level in GGGI’s National salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity.
GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
