INTRODUCTION TO GGGI

Since 2013, GGGI has been working with the Government of Colombia to advance green growth policies and green investments, through strategic partnerships with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, Ministry of Treasury and Public Credit, the National Planning Department, the Ministry of Mines and Energy, and subnational institutions. GGGI Colombia has grown significantly over the past few years and has transformed into a portfolio-based country program, with programs and projects of varied sizes covering various GGGI Programmatic Solutions, including Sustainable Forests, Solar PV, Climate Resilient Agriculture, Climate Action, and Green Investments.

 

POSITION SUMMARY

The Program Manager, based in Bogotá, Colombia, will oversee the implementation of projects in Colombia, ensuring high-quality delivery and effective outcomes, and engage with government counterparts, donors, and key stakeholders. This role also involves managing the program team and driving the identification and development of new project opportunities.

The Program Manager will report to the GGGI Andean Representative and collaborate closely with other Andean country programs, the LAC regional office, and GGGI headquarters to ensure programmatic and operational coherence across the organization.

 

PURPOSE

The Program Manager will manage the development and execution of GGGI’s Colombia Country Program, through overseeing the project portfolio, identifying and pursuing resource mobilization opportunities, and strengthening partnerships with the Government of Colombia, donors, and other stakeholders. He/she will provide strategic leadership to drive impactful program delivery in alignment with GGGI’s mission and vision.

 

ENGAGEMENT
  • Report to the Andean Representative.

  • Build and maintain engagement with government counterparts and key institutions, donors, development partners, relevant academic institutions, non-governmental organizations, international financing institutions and/or private sector and other stakeholders in Colombia, establishing strong relationships and securing GGGI’s relevance in the country.

  • Map, identify, and engage with donors to secure resources for GGGI’s work in Colombia.

  • Represent GGGI in donor meetings, project meetings, and government dialogues.

  • Provide guidance, support, and development opportunities to the Colombian Staff, fostering professional growth and enhancing team performance by building strong and collaborative relationships.

  • Work closely with the Regional Director and GGGI Headquarters.
  • Collaborate with LAC Country Programs, especially Andean countries, to identify synergies, leverage complementarities, build and deliver regional projects and programs.

 

DELIVERY

Under the leadership of the Andean Representative, the Program Manager will be responsible for the delivery of the following tasks:

  • Providing strategic guidance to project teams, oversee projects implementation and ensure quality of delivery across the Colombia projects portfolio.

  • Identify country-level resource mobilization opportunities and undertake responsibilities for new proposal development for funding from earmarked sources, in close consultation with the Andean Representative, the LAC Regional Office and GGGI HQ.

  • Lead strategy development efforts for the Colombia Country Program.

  • Oversee work and budget planning and implementation for all projects in Colombia, ensuring timely budget execution, comprehensive project monitoring, and accurate reporting.

  • Manage work and budget planning, ensuring timely execution and effective monitoring and reporting of project activities.

  • Provide clear and timely reporting to the Andean Representative, Regional Director, GGGI Headquarters, and donors on project delivery.

  • Comply and consistently use all networks and systems established within GGGI (ERP, GO, CRM, etc.) for managing operations and reporting.

  • Develop a strategic staffing plan and operational budget that align with the Andean subregion and long-term goals of the Colombia Country Program.

  • Effectively manage staff, setting KPIs and fostering career development in collaboration with HR while promoting team cohesion, collaboration and well-being.

 

REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in engineering, Economics, Finance, Public Administration, Social Science, Environmental Science, Business, or other related fields; an advanced degree is preferred.

  • An advanced degree in sustainable development, sustainable finance, Public Administration, Economics, International Affairs or another relevant field is valued.

  • Preferred at least 9-10 years of professional experience in sustainable development, project management, donor engagement, and proposal development.

  • 7 years of progressive work responsibilities at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects in multilateral or bilateral cooperation organizations or consultancies.

  • Proven experience in coordinating and liaising with government agencies and/or donors.

  • Experience working in policy design and/or project preparation, preferably with subnational governments.

  • Demonstrated experience working with international organizations, a large multinational business or consultancy, a large non-profit organization or government.

  • Demonstrated experience in working as part of a team, and in multicultural settings, and ability to manage multiple parallel tasks.

  • Demonstrated experience in leading/managing multidisciplinary teams.

  • Familiarity and understanding of green growth issues, trade-offs, benefits, evaluation tools and linkages with poverty reduction and development outcomes.

  • Demonstrated experience in at least one of GGGI´s thematic areas, such as sustainable energy, Sustainable Landscapes, Sustainable Finance, Green Cities, Water or circular Economy.

  • Have in-depth knowledge of the policy development framework, institutional landscape, public management and financing structures of Colombia at the national level, political cycles and investment context.

  • Verbal and written fluency in English.

WORKING CONDITIONS

The Program Manager is an X10 grade level in GGGI's Colombia Salary Scale. For X10 national grade, the base salary starts from USD 54,535. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
