The Global Green Growth Institute has been functioning as a key development partner for the Government of Guyana (GoG). GGGI in Guyana has supported and implemented development projects since 2018 in the renewable energy and sustainable forest sectors and management support and has recently expanded its support in climate resilience and adaptation. Guyana has greatly emphasized addressing climate change because of its strategic importance, as reflected in Guyana’s national strategy, the Low Carbon Development Strategy, 2030 (LCDS 2030), adopted in 2022.
The Guyana-Norway Partnership, established to support low-carbon development and reduce deforestation, is now reaching a critical phase as the Guyana REDD+ Investment Fund (GRIF) approaches its closing in 2026. Since 2021, the Global Green Growth Institute (GGGI) has supported the GRIF Secretariat, focusing on reporting project deliverables and facilitating the mobilization of the remaining financial resources in the GRIF. Now that these funds are fully allocated, Norway has requested that GGGI expand its support further to enhance monitoring, reporting, and stakeholder engagement. This will ensure the partnership’s results are effectively documented, monitored, and communicated as the fund closes.
The primary objective of this project is to strengthen the monitoring, reporting, and stakeholder engagement capacities of the GRIF Secretariat to comprehensively track and communicate the results and impacts of the Guyana-Norway Partnership, fostering transparency and awareness of the partnership's achievements and lessons learned.
POSITION SUMMARY
As a member of GGGI’s Guyana office, the Program Officer will be based in Georgetown, Guyana, and report directly to the Guyana Program Manager with additional supervision from the Caribbean Representative based in St. Lucia and the Latin America and the Caribbean (LAC) Regional Office, based in Mexico City. As part of GGGI’s global team, the Program Officer will interact with GGGI experts located in offices around the world to fulfil the objectives of the Guyana-Norway Partnership support project. S/he will work on a multidisciplinary team of professionals, including GGGI staff and consultants.
PURPOSE
The Program Officer will be responsible for implementing and overseeing the “Strategic Management Support for the Norway- Guyana Portfolio” project funded by Norwegian Agency for Development Cooperation (NORAD). He/she will ensure effective monitoring and reporting on the partnership’s results, strengthen stakeholder engagement, managing project resources, leading data collection and reporting efforts, supporting capacity-building initiatives, and provide programmatic support to the Program Manager in developing project proposals and resource mobilization for the country office.
ENGAGEMENT

Engage with the various stakeholders and GGGI officers at the various levels of the organization.

In close coordination with DECC and NORAD, s/he will lead the Strategic Management Support for the Norway- Guyana Portfolio project and support the Program Manager.

Report directly to the Program Manager.

Coordinate with the GRIF Secretariat, the Government of Guyana, and GGGI staff to ensure cohesive and collaborative project implementation.

Work with the GRIF Secretariat and other key agencies to build internal capacity for sustained monitoring, reporting, and stakeholder engagement beyond the project duration.

Collaborate with stakeholders to enhance the visibility of the Guyana-Norway Partnership’s impact nationally and internationally.

In coordination with NORAD, DECC, and other stakeholders, develop action plans for project implementation.
In this context, GGGI seeks a highly skilled Program Officer who understands Guyana's forestry sector, indigenous communities, development project management, and stakeholder engagements.
DELIVERY

Lead and manage all project activities, ensuring alignment and compliance with project objectives, timelines, and Doner’s requirements.

Develop and oversee work plans, budgets, and project schedules, ensuring timely and effective resource allocation and management.

Supervise staff and third-party contracts, ensuring adherence to GGGI policies, rules and regulations, and donor requirements.
-
Oversee the development and implementation of a robust monitoring and reporting framework in consultation with the GRIF Secretariat, building on existing tools and practices.
-
Oversee data collection and analysis processes to ensure accurate, consistent, and timely tracking of project indicators and results.

Produce high-quality periodic reports, documenting the progress and achievements of the Guyana-Norway Partnership and sharing insights with key stakeholders.

Ensure transparent, results-oriented reporting to both GGGI and Norway, adhering to all guidelines and requirements.

Oversee the design and implementation of a stakeholder engagement strategy, promoting inclusive and transparent communication with government agencies, local communities, and other partners.

Oversee the development of communications materials (e.g., case studies, reports, infographics, videos) highlighting the partnership’s achievements, challenges, and lessons learned.

Identify potential project risks and develop mitigation strategies to minimize disruptions to project activities and objectives.

Proactively address and resolve any issues that may impact project performance, consulting with the GRIF Secretariat, Norway, and GGGI as needed.

Stay informed on government priorities and direction to identify opportunities and solutions.

Gather sectoral, national, and international information to assess and design the project for articulating common objectives and the risks, value, and benefits of sustainable climate-positive management and investment.

Provide support to other projects in the country office and assist in developing proposals for resource mobilization.
REQUIREMENTS
QUALIFICATIONS

This is a national position open to Guyana citizens.

Master’s degree in Environmental Science, Forestry, Project Management, International Development, or related field.

Preferable at least 5 years of demonstrable professional experience in project management, particularly in environmental or development projects.
-
Proven leadership and management skills, with the ability to coordinate multi-stakeholder projects.
-
Strong experience in monitoring and reporting, including data collection, analysis, and stakeholder engagement.
-
Excellent communication, analytical, and problem-solving skills.
-
Knowledge of REDD+ mechanisms, carbon finance, and low-carbon development initiatives is an asset.
-
Demonstrable experience with participatory planning processes involving multiple stakeholders.

Demonstrated experience working with (and preferably managing) an international team of consultants and contractors.

Experience working in Guyana and projects related to forests and local communities is advantageous.

Experience within sustainability and climate change project in the land use sector.

Experience in engaging with the public sector and civil society in capacity-building activities.

Project delivery experience, including managing the work and deliverables of supervisees and consultants within planned time and on budget.

Fluency in English communication and report writing skills are mandatory.

WORKING CONDITIONS
The Program Officer is a National position at an X8 grade level on the GGGI’s Guyana national salary scale. The salary range for the position starts at USD 29,915 per annum and is determined based on the candidate's experience, academic background, and internal equity. GGGI provides 15% of the base salary towards a retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.GGGI is committed to providing a work environment that is sufficiently flexible to accommodate diverse life-cycle challenges and assist Staff members to achieve a better balance between work and personal/family commitments, thus ensuring high performance, long-term productivity, and well-being of Staff members.
