POSITION SUMMARY

GGGI Philippines seeks to recruit a Project Coordination Officer, GCF Readiness for the implementation of the Green Climate Fund (GCF) Readiness and Preparatory Support Program (RPSP): Readiness Support to Strengthen Philippines’ Engagement and Direct Access with the GCF in the Philippines.

S/he will be a focal point for interacting with the National Designated Authority (NDA), Direct Access Entities (DAEs), and other relevant stakeholders to efficiently engage with the GCF.

 

PURPOSE
  • Support the country’s DAEs, LBP and DBP, in their post-accreditation activities to strengthen and build the capacities to be effective DAEs that can facilitate access to climate finance for climate change adaptation and mitigation projects that are proposed or planned by national and local government agencies, business enterprises, communities, as well as civil society organizations, in collaboration with the NDA to the GCF;
  • Support the accreditation of other nominated DAEs such as the Foundation for the Philippine Environment (FPE), as well as potential DAEs in their accreditation process, by assessing the capacity gaps for their accreditation and providing necessary guidance throughout the accreditation process.
 
ENGAGEMENT
  • Track project cycles and organizes his/her analytical work to ensure that reports and deliverables are provided in a timely manner to support subsequent work consistent with the work plan.
  • Assesses delivery risks and challenges, and mitigation measures. Works with national and sub-national counterparts to build mutual understanding and coordination on project activities.
  • Engages in stakeholder mapping, relations, and support facilitation of discussion between investors, donors, entrepreneurs, government, local authorities, and various stakeholders.
  • Applies technical skills to acquire and analyze relevant information and knowledge from a variety of sources - such as government ministries, provincial departments, municipal and district authorities, local entrepreneurs, etc. - in support of the delivery of high-     quality outputs.
  • Supports the GGGI Country Representative and the country team in preparing presentations and proposals relating to the Readiness Programme for donors and financiers.
  • Consults with other GGGI country offices and GGGI headquarters to identify good practices and lessons learned.
  • Supports broader program delivery when required

 

DELIVERY

Project Coordination Functions

  • Develop the Project Detailed Work Plan (PDWP) and Project Coordination, Monitoring, and Reporting (PCMR) protocols to manage, synchronize, and coordinate project milestones with the activities and deliverables of all consultants and service providers;
  • Generate and maintain a database of the DAEs’ projects, ensuring no overlap and duplication of projects and assessing potential areas of collaboration between the DAEs;
  • Monitor, coordinate, and guide consultants and service providers in the implementation of all relevant activities;
  • Coordinate and supervise the work outputs of the PCN consultancy firms in the high-quality development of the respective DAEs’ PCNs, providing quality control of the final PCNs and ensuring high probability of acceptance by the GCF;
  • Develop templates and standards in output delivery to harmonize the expectations on the content and quality of outputs and provide written review/comments/inputs to ensure that consultants and service providers are compliant with these standards;
  • Organize and lead coordination and progress review meetings with all consultants and service providers, GGGI, DOF, LBP, and DBP to resolve implementation concerns;
  • Prepare and submit Periodic Project Progress Report (PPPR), participate in management-level meetings, and provide technical inputs in the documentation of project lessons and preparation of project completion reports, among others;
  • In coordination with the GGGI and DOF, represent the Project in relevant events. 

 

Climate Finance Functions

  • In coordination with the RPSP 1 output related to the development of Monitoring, Reporting, and Verification (MRV), prepare a comprehensive inventory and assessment of relevant sources and mechanisms for financing windows for climate-related and green projects (e.g. global and national funds, private sector) with details on the relevant financing terms, access mechanisms, and current funding portfolio;
  • Assess existing trends and mechanisms in blended finance and other innovative financing models (e.g., impact investment, shared value, and cross-sector partnerships) for climate and green financing;
  • Develop an innovative financing policy (e.g., blended finance), including envisioned structures and mechanisms, for both DAEs to support climate and green projects and respond to the current and emerging funding demand of its clientele (executing entities);
  • Provide finance structuring inputs for PCN development;
  • Identify capacity building needs to enhance integration of ESRM principles and standards and understanding of blended finance and the market opportunities for climate/green investments for DAEs and private sector engagement; and,
  • Provide inputs in the design of capacity development activities and lead the training on subjects relevant to climate finance

 

REQUIREMENTS
QUALIFICATIONS
  • At least advanced degrees (master’s degree or equivalent) ranging, but not limited to Economics, Finance, International Development/Relations, Environmental Science, or related. Ph.D. will be an asset.
  • Minimum 5 years of relevant professional experience in project origination and implementation focused on climate change-related matters for a broad set of stakeholders.
  • Minimum 5 years of proven experience in designing, implementing, and managing capacity development activities relevant to the assignment.
  • Experience years of leading project coordination and progress review meetings with all consultants and service providers
  • Experience in the development of policy instruments, data collection, and analysis.
  • Excellent analytical writing skills in the English language and ability to prepare concise advisory reports for a range of stakeholders.
  • Exceptionally effective communication skills and demonstrated ability to convey ideas and concepts to a broad set of participants.
  • With a history in developing electronic, online, and off-line knowledge materials using the latest lay-out and design programs.
  • Experience implementing and/or coordinating project activities with national government agencies (NGAs), NDA, and DAEs.
  • Experience in working on GCF-related project activities.

 

FUNCTIONAL
  • Deep understanding of climate change-related challenges in the Philippines, particularly in the context of national government agencies and local government units.
  • Extensive knowledge on climate finance and experience in developing innovative financing policies as well as providing financing structuring inputs during PCN development stage;
  • Strong knowledge on the GCF and GCF investment criteria and familiarity with Philippine development planning documents, policies, and national priorities, such as PDP 2017-2022, NCCAP 2011-2028, Philippine Renewable Energy Roadmap 2017-2040, and the NDCs.
  • Able to effectively communicate with key actors in Government and non-government agencies, manage complex multi-stakeholder relationships and maintain a high degree of professional integrity.
  • Demonstrates maturity and professional ability to manage sensitive information and ability to respect the confidentiality of such information while working with GGGI and its partners.

ABOUT THE PROGRAM

In the Philippines, GGGI is implementing the Readiness Support to Strengthen Philippines’ Engagement and Direct Access with the GCF. GGGI partners closely with the GCF to support our member countries to enhance access to GCF financing and utilize climate finance. With this common goal and complementary delivery model, GGGI and GCF signed a Framework Readiness and Preparatory Support Grant Agreement in 2017.  

The program aims to address the capacity gaps of the existing Direct Access Entities (DAEs), i.e., Land Bank of the Philippines (LBP) and Development Bank of the Philippines (DBP), by providing technical assistance such as 1) development of DAE policies, manual and guidelines; 2) capacity development for concerned units and staff to adopt these policies, manuals and guidelines for Executing Entities (e.g. proponent local government units); 3) Development of Enhanced Direct Access (EDA) Project Concept Notes (PCNs); and 4) development of high-quality PCNs.
