INTRODUCTION TO GGGI

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.

GGGI has a diverse portfolio of programs in developing countries around the world. These national programs, together with its global products and services, focus on achieving results through an integrated approach to green growth planning and implementation that is evidence-based and aligned with countries’ development priorities.

CONTEXT

The Ministry of Environment and Natural Resources (MMARN) of the Dominican Republic, in coordination with the Global Green Growth Institute (GGGI) and with the support of the United Nations Environment Programme (UNEP) and the Global Environment Facility (GEF), is implementing the project “Strengthening the Dominican Republic’s Capacity to Generate Climate Information and Knowledge within the Framework of the Paris Agreement,” as part of the Global Capacity-Building Initiative for Transparency (CBIT), with funding from the Global Environment Facility (GEF).

This initiative corresponds to the second phase of CBIT support in the country (CBIT 2), with a duration of 36 months, and aims to consolidate and expand national capacities for the generation, management, and reporting of climate information through the development of a fully operational National Transparency System, the expansion of modules on risk/vulnerability and climate finance, and their integration into national planning and reporting processes. This will ensure sustainability, compliance with MRT requirements, and long-term capacity for climate transparency.

In this context, the project seeks to strengthen the Dominican Republic’s technical and institutional capacity to produce high-quality climate information, improve inter-institutional coordination, and promote knowledge generation that contributes to the fulfillment of national commitments on climate change and evidence-based decision-making.

The Ministry of Environment and Natural Resources (MMARN) is the lead agency for environmental management, natural resources, and climate issues in the Dominican Republic. In exercising the powers conferred by national legislation, it leads the formulation, coordination, and implementation of public policies aimed at protecting the environment, conserving natural resources, and promoting sustainable development.

With regard to climate change, the Ministry plays a strategic role in coordinating national efforts to strengthen resilience and promote low- -greenhouse-gas-emission development, in line with national priorities and the commitments undertaken by the country under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. It also promotes the strengthening of institutional and technical capacities to improve the generation, management, and reporting of climate information, thereby contributing to transparency, evidence-based decision-making, and the Dominican Republic’s compliance with its international obligations.

GGGI’s support will focus on developing a fully operational National Transparency System, expanding the risk/vulnerability and climate financing modules, and integrating these into national planning and reporting processes. This will ensure sustainability, compliance with ETF requirements, and long-term capacity for climate transparency. This work focuses on improving data collection, addressing sectoral gaps, and enhancing the climate data management cycle—from planning and collection to analysis and dissemination—to produce high-quality information for international reporting and national decision-making.
