SENIOR CARBON PRICING ASSISTANT

 

Context

In October 2024, GGGI launched the Carbon Transaction Facility, a first-of-its-kind facility which offers a comprehensive solution to scaling up international carbon trading under Article 6 of the Paris Agreement. Through the CTF, GGGI will extend its Article 6 activities through a collection of single and multi-donor funds aimed at increasing host country readiness and facilitating transactions of Internationally Transferred Mitigation Outcomes (ITMOs). The CTF aims to catalyze up to USD 500 million solely for ITMOs purchasing by 2030.

The multi-donor fund, named the Article 6 Readiness Facility, will mobilize up to USD 50 million for readiness support activities to GGGI Member States and Partner Countries. The readiness component will allow GGGI to double the scale of its support for capacity building, technical assistance, institutional strengthening and international knowledge exchange activities in its Member States and partner counties. At the same time a pipeline of potential mitigation activities for trading will also be developed.

As part of this groundbreaking initiative, the Article 6 Readiness Facility Committee has already approved two readiness projects at its first Annual Meeting, covering activities in Rwanda and Sri Lanka that will start in 2025. As part of the Rwanda readiness project, GGGI will work closely with the Government of Rwanda to accelerate the operationalization of the country’s Carbon Market Framework.

POSITION SUMMARY

The Senior Carbon Pricing Assistant must be a national and will be based in Kigali, Rwanda to support the implementation of the Rwanda Article 6 Readiness project activities. The successful candidate will be reporting to the Carbon Pricing Senior Officer.   

The Senior Carbon Pricing Assistant will provide comprehensive operational support to the Carbon Pricing Senior Officer and Rwanda team to ensure successful delivery of Rwanda Article 6 Readiness Project.   

 

PURPOSE 
  • Support implementation of the Rwanda Article 6 Readiness Project in close coordination with the GGGI Rwanda Country Team (based in Kigali), the Carbon Pricing Unit (based in Seoul) and relevant government and private sector project stakeholders. 
  • Contribute to the completion of and follow-up activities to the Article 6 Readiness Project in Rwanda.  
  • Provide operational support in the design, preparation and implementation of training, workshops, focus group discussions, and consultation meetings related to project.  
  • Support the prioritization, longlisting and shortlisting of potential mitigation activities for Article 6 implementation in Rwanda, and the structuring of selected activities.   
 
ENGAGEMENT 
    • Support the Senior Officer to identify opportunities and risks during the project implementation. 
  • Work closely with GGGI Carbon Pricing Unit at GGGI HQ and GGGI Rwanda to understand the local context  
  • Participate in GGGI-wide events to create awareness about the GGGI Rwanda Country Program and Carbon Pricing Unit and their activities. 

 

 

DELIVERY
  • Ensure the documentation of experiences and best practices and facilitate their dissemination across relevant sectors in Rwanda and GGGI. 
  • Provide operational support for the planning and delivery of capacity-building events that introduce key Article 6 concepts and options to key government and other stakeholders. 
  • Provide operational support to key agreements between government, private sector and other international partners.   
  • Provide operational support for key project workshops and meetings with key stakeholders in Rwanda. 
  • Support consultant engagement under the project to ensure high quality and timely delivery of the outputs. 
  • Support the preparation of periodic reporting to GGGI HQ (including monthly reporting) and Readiness Facility Committee. 

 

REQUIREMENTS
QUALIFICATIONS
  • A bachelor’s degree in a relevant area, such as Economics, Finance, Business Administration, Environmental Engineering, or other related disciplines. An advanced degree in these fields is considered an asset.
  • Work experience in the field of climate change mitigation programs and/or carbon markets, including but not limited to MRV, CDM, REDD+, VCS/Gold Standard and/or GHG inventories, sectoral data and statistics is desirable.  
  • Experience designing and delivering capacity training/workshops is desirable.
  • An excellent command of spoken and written English.
  • Preferred two years of work experience in climate finance, green investment and other relevant fields.
  • Demonstrated experience in the design, structuring, promotion and/or implementation of mitigation policies or projects is required; preferably in the transportation, building, mining, energy, buildings, manufacturing and/or waste sectors. Projects can be with public or private funding.

WORKING CONDITIONS
  • The Senior Carbon Pricing Assistant is an X5 grade level in GGGI's Rwanda National Salary scale, details of which can be found in the GGGI Staff Rules and Regulations on GGG’s website. In addition, GGGI provides 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision.

  • The initial appointment is for 24 months, renewable subject to satisfactory performance and budget availability.
