Senior Climate Smart Agriculture (CSA) Project Management Officer

 

The Senior CSA Project Management Officer, under the supervision of the Togo Country Lead, will lead the synergic implementation of the Projects being directly responsible for applying his/her specialized conceptual knowledge and judgment to produce technical deliverables of the Projects. She/he will be leading a multi-disciplinary and cross-geography team of staff members, including staffs, consulting firms, as well as internal (GGGI) and external part-time experts and consultants and coordinate the overall work for a full and effective implementation to ensure timely and high-quality delivery within the assigned budget and timeline. The Senior CSA Project Officer will collaborate closely with the Togo Country Lead, Head of Program to build and maintain relationships with the key stakeholders, both in the private sector, and in government as well as identify and leverage opportunities to raise awareness and share knowledge regarding project activities and outcomes.

PROJECT OVERVIEW

KFS/MAFRA - The Project aims at improving socio-economic resilience and reducing poverty among women and youth involved in Shea products business through improved organizational structure and governance, increased plantation population of Shea trees in available land within or near the existing parkland and strengthened Shea products value chains to creating enabling environment for investment (production, processing, and market access).

MAFRA - The main objective of the Project is to intensify the local valuation of agricultural production in a sustainable manner with improved postharvest solutions; ensure the clean water accessibility for rural communities with water improved harvesting systems; improve living conditions with eco-friendly essential infrastructures and empower youth and women for the transformation of rural areas into zones with profitable solutions catalyzing the local communities’ development and well-being that contribute to the climate adaptation and resilience goals of Togo and net-zero goals of Republic of Korea (ROK).

 

PURPOSE
  • Lead the implementation of the Projects, including the full project management cycle including but not limited to workplan development, budget management, resource planning and management, risk management and project monitoring and evaluation. This includes Donor, Government, and GGGI internal reporting tasks when applicable.
  • Manage a multi-disciplinary and cross-geography team of staff members, consultants, firms, and other experts and oversee the collaboration with key implementing partners.
  • Provide technical supervision, guidance and support to the implementation of Climate Resilient practices and technologies.
  • Originate and develop spin-off green employment opportunities for youth and women agripreneurs, potential additional resource mobilization to further accelerate the design of innovative financial products and services.
  • Assess effectiveness of project activities and recommend improvements to meet key milestones for the project delivery.
  • Build and ensure synergy and alignment between the two Projects with the existing partnerships and ongoing projects/programs in climate smart agriculture and sustainable forestry, in priority.
  • Oversee the quality of the results as well as the effective and efficient delivery of results.
  • Support liaison with CFA Community of Practice in HQ, and other CSA practitioners in the country and region to draw good practices and knowledge to inform programming.

 

 ENGAGEMENT
  • Work closely with universities, research and development institutions, and relevant partners identified in the rural development such as (but not limited to) the Ministry of Agriculture, Rural Development and Hydraulic, The Ministry of Environment and Forest Resources, Better-World Korea NGO, Local NGOs, Togolese Institute for Agronomic Research (ITRA), farmers organizations, financial institutions, private sector and the municipalities where applicable.
  • Lead the day-to-day communication with the key implementing partners in the ground and other development partners to ensure alignment and complementarity and identify opportunity for cooperation when possible.
  • Deploy strategies to secure collaboration/garner buy-in and support from a diverse range of stakeholders to ensure local ownership of the various analytical outputs.
  • Coordinate with GGGI Togo team and GGGI HQ experts and other divisions (legal, HR, Partnerships, Procurement, Korean Liaison Unit etc.) to ensure high quality and integrated delivery as One GGGI and compliance of the rules and regulations of GGGI and the funder MAFRA.
  • Regularly updates and consults with the GGGI Togo Country Lead to ensure and enhance project delivery.
  • Effectively manage the relationship with the donor partner-MAFRA/KFS by reporting on a timely basis and by presenting opportunities to participate in appropriate CSA activities and outreach.

 

DELIVERY
  • Organize project execution consistent with the Project objectives engaging national counterparts to “contribute to increasing agricultural productivity and climate resilience for various value chains” and building reputation for quality design and reliable delivery.
  • Organize program activities including trainings, workshops, and knowledge sharing events, and support in the facilitation of these activities based on yearly/ biannual work programs and budget plans.
  • Provide technical leadership to staff members/consultants and build capacity of internal staff, government officials where applicable, farmers and partners involved in the project implementation.
  • Ensure the generation of evidence-based knowledge and information on CSA and rural infrastructures for the selected sites. 
  • Adapt project cycle and enhance project implementation process to ensure project outcomes are delivered as planned.
  • Ensure successful completion of the project deliverables detailed in the Project Agreement.
  • Successful team management, ensuring GGGI’s core values are embedded in the delivery of the Project and making sure staff wellbeing is key for the implementation.
  • Safeguards, Poverty Reduction, Gender, and Social Inclusion are key for these Projects and need to be mainstreamed and/or applied in all deliveries and outputs.
  • Responsible for timely monitoring and reporting relating to the Projects by closely working with the Program Officer, Green Growth Specialist, Senior M&E Assistant, Communication assistant under the direction and guidance of the GGGI Togo Country Lead. 
  • Under the direction and guidance of the GGGI Togo Country Lead design general and country-specific content with the support of the Communications Assistant and Project Senior M&E Assistant to raise awareness on the Project and enhance buy-in among stakeholders. 

 

QUALIFICATIONS
  • Advanced University Degree in rural development, agriculture, agricultural economics, sustainable forestry, economics, international development, law and/or related subjects in green growth,
  • At least seven years relevant experience in policy, adaptation planning, Micro-Small Medium Enterprise engagement and/or project implementation in the agriculture (CSA),
  • Experience in identification, design, preparation and/or implementation of agriculture or forestry projects for developing countries or Africa. 
  • Experience in day-to-day engagement with Government ministries and agencies. Experience in engaging with private sector actors, including investors and micro-finance institutions, other stakeholders (NGOs, civil society, community-based groups) would be an advantage. 
  • Experience of requirements and procedures of international financing institutions, bilateral donors/organizations, or multilateral organizations.
  • Experience in project cycle management.
  • Experience applying participatory approaches, gender, environmental and social inclusion safeguards.
  • Experience working in developing countries or Africa. Experience in Togo is an advantage.
  • Overall understanding of the concept of green growth and climate change vulnerability in the context of Africa.
  • Fluency in English and Korean and excellent report writing skills are essential.

This is an international position, requiring at least 2 years of international experience (i.e. experience outside of one’s home country).

WORKING CONDITIONS
  • The Senior Program Officer is an X9 grade level in GGGI’s International salary scale. For the X9 International salary scale, the annual base salary starts from USD 77,904. Determination of base salary is subject to the candidate's experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
