POSITION SUMMARY

Under the supervision of the Deputy Country Representative, the position is responsible for the management of GGGI Ethiopia Country Program budgeting framework and budget control policies, reporting and analysis of GGGI’s financial data, interpreting and providing meaningful information to the Country Representative, Deputy Country Representative, and Project Managers and line managers in executing GGGI Ethiopia work program budget and related strategic plans.

 

PURPOSE

  • Manages an effective, transparent and flexible budgeting and forecasting system that is aligned with GGGI’s policies and procedures
  • Prepares GGGI Ethiopia budget control processes that is aligned with and supports the implementation of one GGGI strategic plans.
  • Prepares a comprehensive, complete and reliable financial analysis through the development of structured financial information systems.
  • Trains project and line managers in related budget and financial management as well as execution

 

ENGAGEMENT

  • Establish and promote the use of the budget monitoring and reporting systems and empower Program Managers manage budget variations effectively and efficiently.
  • Actively engage in development of budget systems and ensure to be fully compliant.
  • Support country teams and other units in providing constructive analysis of the current and revised plans against the approved budgets.
  • Undertake special projects at the direction of the Deputy Country Representative in the areas of charge out rates, timesheet and budgeting systems.

 

DELIVERY

  • Develop budget preparation, monitoring and reporting tools that enable effective management and implementation of core and earmarked program and project budget and that variations are handled efficiently.
  • Actively engage in development of budget systems, recommend improvement measures in consultation with project units and the country office OED team.
  • Lead the preparation and implementation of budget control policies, regularly review the effectiveness of these policies against GGGI Ethiopia program goals and recommend changes by benchmarking against practices of other similar sized country teams and overall GGGI policies.
  • Regularly promote cost awareness culture through best practices established in other country programs and international organizations and actively participate in relevant forums and meetings.
  • Manage audit processes and ensure implementation, and tracking management recommendations, in collaboration with HQ finance.
  • Lead the development of donor financial reports, ensuring quality, timeliness and alignment to internal and donor compliance procedures
  • Interpret financial data and translate it into strategic recommendations for management.

PEOPLE MANAGEMENT:

  • Team leadership and Supervision: Lead and supervise a team of four staff: Program Finance Associate, Finance, Procurement and Administration Senior Assistant, Assistant, Logistics and Event Facilitator, Senior Driver and General Support Assistant. Set clear expectations and KPIs, delegate tasks effectively and conduct regular team meetings and 1:1s
  • Performance management: Conduct performance review sessions, provide constructive feedback and regular coaching and mentorship
  • Capacity building: Ensure understanding of internal controls and strengthen capacity of the programs and finance teams on compliance, budget monitoring and reporting

 

 Requirment

Qualification

  • Master’s or Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field
  • Professional certification such as ACCA, CIMA, CFA, or CPA preferred
  • Minimum 10 years of progressive experience in financial planning, budgeting, forecasting, and reporting
  • At least 5 years in a senior supervisory or managerial role, ideally within a multi-donor or project-based environment
  • Proficiency in ERP systems and financial tools (e.g., SAP, Oracle, Agresso, SunSystems) and advanced Excel skills
  • Strong knowledge of IFRS, financial regulations, and best practices in financial management
  • Excellent analytical, leadership, and communication skills with high ethical standards

Functional 

  • Demonstrated expertise in budget formulation, financial forecasting, and strategic planning
  • Advanced ability to perform financial modeling, variance analysis, and cost control
  • Proficiency in ERP and financial management systems (e.g., SAP, Oracle, Agresso, SunSystems)
  • Strong command of Excel for data analysis, dashboards, and financial reporting
  • In-depth knowledge of IFRS, donor compliance standards, and internal control principles
  • Capability to interpret complex financial data into insightful recommendations for management decision-making
  • Experience developing and implementing financial performance metrics (KPIs) and analytical frameworks

WORKING CONDITIONS
  • The Senior Financial Planning and Analysis Officer is an G9 grade level in GGGI's Ethiopia National Salary scale, the base salary starts from USD 26,857 WITHOUT expatriate benefits. Details can be found in the GGGI Staff Rules and Regulations on GGG’s website.

  • This position is a 12-month assignment to cover maternity leave.
  • GGGI provides 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision.
