POSITION SUMMARY
Under the supervision of the Country Representative, the position is responsible for the management of GGGI Ethiopia Country Program budgeting framework and budget control policies, reporting and analysis of GGGI’s financial data, interpreting and providing meaningful information to the Country Representative and Project Managers and line managers in executing GGGI Ethiopia work program budget and related strategic plans.
PURPOSE
- Manages an effective, transparent and flexible budgeting and forecasting system that is aligned with GGGI Ethiopia strategic plans.
- Prepares GGGI Ethiopia budget control policies and procedures that is aligned with and supports the implementation of one GGGI strategic plans.
- Prepares a comprehensive, complete and reliable financial analysis through the development of a structured financial information systems.
- Trains project and line managers in related budget and financial management as well as execution
ENGAGEMENT
- Establish and promote the use of the budget monitoring and reporting systems and empower the Programs Managers to manage budget variations effectively and efficiently.
- Actively engage in development of the budget systems and ensure to be fully compliant.
- Assist country teams and other units in providing constructive analysis of the current and revised plans against the approved budgets.
- Undertake special projects at the direction of the Country Representative in the areas of charge out rates, timesheet and budgeting systems.
DELIVERY
- Develops budget preparation, monitoring and reporting tools that enables effective management and implementation of core and earmarked program and project budget and that variations are handled efficiently.
- Actively engage in development of budget systems, recommend improvement measures in consultation with project units and the country office OED team.
- Lead the preparation and implementation of the budget control policies, regularly review the effectiveness of these policies against GGGI Ethiopia program goals and recommend changes by benchmarking against practices of other similar sized country teams and overall GGGI policies.
- Regularly promote cost awareness culture through best practices established in other country programs and International Organization and actively participate in relevant forums and meetings.
REQUIREMENTS
QUALIFICATIONS
- Master’s Degree (or equivalent) in Finance/Accounting, or a Professional Accounting qualification from an internationally recognized institute of accountancy, (Chartered Accountant or Certified Public Accountant);
- Minimum 8 years’ experience in accounting and financial management systems with supervisory roles in an international organization.
- Strong analytical skills with experience in the usage of MSOffice software packages (in particular MS Excel) and Agresso ERP
- Fluency in written and spoken English is required.

WORKING CONDITIONS

The Senior Financial Planning and Analysis Officer is an X9 grade level in GGGI's Ethiopia National Salary scale, the base salary starts from USD 26,857 WITHOUT expatriate benefits. Details can be found in the GGGI Staff Rules and Regulations on GGG’s website.

GGGI has a diverse portfolio of programs in developing countries around the world. In Ethiopia, GGGI is supporting Ethiopia’s vision for a low carbon and climate resilient growth through a portfolio of programs and projects that spans across green growth policy advisory and capacity development, enhancing access to climate and innovative finance, sustainable landscape which includes forestry, conservation and biodiversity. Other areas include climate smart agriculture, green cities, livelihood support, gender, climate and social inclusion. This support is carried out through a trusted advisory role and an embedded approach within the different government institutions both at the federal and sub-national level governments. The Country program has delivered results through an integrated approach of evidence-based green growth planning and implementation aligned to Ethiopia’s Climate Resilient Green Economy (CRGE) Strategy, the country’s development plans and priorities. GGGI Ethiopia also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
