Senior Green Housing Officer
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities, which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as building the conditions for public and private green infrastructure investments.
GGGI’s Caribbean portfolio currently includes county programs in the Dominican Republic and Guyana as well a program supporting Eastern Caribbean States managed out of the Organisation of Eastern Caribbean States (OECS) Commission in Saint Lucia. All GGGI’s Caribbean programs provide embedded advisory support to member governments aimed at developing effective policies and strategic plans and mobilizing sustainable finance for implementation of priority plans and projects.
In Saint Lucia, GGGI has been collaborating with Ministries including Finance, Economic Development, Youth Economy, and Infrastructure among others, and other national institutions and development partners to deliver on the country’s vision to address its national housing deficit through the provision of resilient, green and affordable housing. The technical assistance and ongoing support that GGGI is delivering to mobilize sustainable finance for these resilient housing initiatives in Saint Lucia, has been recognized by other countries in the Eastern Caribbean (EC) that are eager to scale-up their own sustainable housing initiatives.
POSITION SUMMARY
The Senior Green Housing Officer will support the Caribbean Representative and GGGI teams in the EC to deliver the ongoing resilient housing project in Saint Lucia and scale-up and manage similar technical assistance in three (3) other countries in the region.
The Senior Green Housing Officer will be responsible for managing the delivery of defined outputs and activities of GGGI’s Green Affordable Housing project in Saint Lucia, supported by technical guidance and inputs from the GGGI Sustainable Finance team; using required inputs to analyze develop and deliver , work programs and activities that meet the unique situations and needs of the housing sector for resilient, green housing in three additional EC countries aligned to the Scaling-up Resilient, Green Affordable Housing project; organizing and delivering stakeholder engagement, capacity building, communication and outreach strategies in support of effective delivery of project plans; maintaining effective program reporting and communication internally and externally in line with GGGI corporate policies, standards and protocols.

PURPOSE
- Implement specific project tasks, including budget, project monitoring and evaluation of the resilient, green housing workstreams in the EC
- Lead/support the development of project resource mobilization opportunities related to resilient, green affordable housing in the EC
- Support the Sustainable Finance Team in the development of housing investment proposals that incorporate sustainability and resilience considerations, to attract both private and donor institutions and mobilize sustainable finance
- Support the development of communication and knowledge products on resilient, green housing in the region
- As opportunities arise, engage with private sector to implement green housing practices in their projects
ENGAGEMENT
- Advise the Caribbean Representative, EC project teams and staff with evidence and data-driven substantive inputs
- Collaborate with the EC Sustainable Finance team to deliver outputs and activities that help secure sustainable finance for Saint Lucia’s Green Affordable Housing project and future regional scaling
- Support and lead GGGI staff that coordinate the delivery of resilient, green housing outputs and activities at the country-level
- Maintain effective relationships with existing donor partners and identify and develop opportunities with new partners.
- Promote green growth and the GGGI methodology and delivery model with the donor community and other stakeholders;
- Advise GGGI on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach;
- Collaborate with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”.
DELIVERY
- Lead project execution consistent with the project objectives engaging national counterparts and building reputation for quality design and reliable delivery
- Identify project delivery issues and ensure effective coordination of project activities and resources to ensure attainment of objectives against established timeframes.
- Manage multi-disciplinary team of staff consultants, and firms, ensuring GGGI's core values are at its heart at all times making sure staff wellbeing is key for the implementation
- Organize program activities including stakeholder consultations and validation meetings & workshops, capacity building programs based on yearly/ biannual work programs and budget plans
- Develop project execution modality and documents across project management cycle per country.
- Capture lessons learned in project management to support refinement/improvement of existing policies and procedures.
- Work closely with the Eastern Caribbean Program Officer and Eastern Caribbean Sustainable Finance team to ensure project outcomes are delivered as specified in project cycles and work plans
- Identify and assess opportunities to enhance delivery by leveraging other development partners working in the resilient and green housing space (e.g. think tanks, international development agencies, multilateral development banks, etc.)
REQUIREMENTS
QUALIFICATIONS
- Advanced academic degree in the fields of engineering, architecture, urban planning and development, international sustainable development, green policies, business administration, or international relations and governance
- Preferred at least 7 years of relevant experience in housing policy, planning and project implementation.
- Proven experience in writing or supporting the development of project related documents/outputs (eg. proposals/concept notes, pre-feasibility studies, TORs etc.)
- Demonstrated experience in developing and managing complex projects within the housing and infrastructure sectors.
- Experience in the design, preparation and roll-out of residential or mixed-use construction / retrofit schemes and linked community engagement coordination in a developing country context would be an advantage.
- Fluency in English, especially excellent writing and presentation preparation skills are essential
- Working fluency in other languages, particularly French and/ or Spanish would be an asset
- Overall understanding of the concept of green growth and climate change in the context of developing countries
- Experience in project cycle management, including using online systems and software for project management and reporting desirable
- Experience in day-to-day engagement with Government ministries / agencies and other stakeholders (private sector, NGOs, communities)
- Experience in working in development settings.
- At least 2 years of international experience, working and living outside of home country.
- Experience working in Small Island Developing States would be an asset.
- Experience working for International Organizations would be an asset.

WORKING CONDITIONS
- The Senior Program Officer is an X9 grade level in GGGI’s International salary scale. For the X9 International salary scale, the annual base salary starts from USD 77,904. Determination of base salary is subject to the candidate's experience, academic background and internal equity.
- GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
