SENIOR OFFICER, ENERGY INVESTMENT
POSITION SUMMARY
The Senior Officer will act as the Project Manager of “Decarbonizing Indonesia through Biogas” project funded by the Mitigation Action Facility (MAF). The position plays a pivotal role in ensuring the operationalization of the Biogas Guarantee Facility (BGF), a partial credit guarantee mechanism designed to reduce project risks and mobilize commercial financing for biogas to biomethane projects, through direct engagement with government counterparts, Indonesia's Climate Change Trust Fund (ICCTF) as the proposed BGF Fund Manager, potential project developers, relevant local stakeholders, and banks/financial institutions as commercial lenders.
Under the guidance of GGGI Indonesia Energy Lead, and in close coordination with GGGI's Investment Unit, s/he will be responsible for overseeing both components of the project: Technical Cooperation Component (TC) focusing on policy support, institutional capacity-building, and pipeline development, as well as Financial Cooperation Component (FC) including the BGF itself to support BGF Fund Manager. S/he will be supported by a dedicated project team, but will remain responsible for overall project implementation, budget management, and donor compliance.
The role demands strong project management, financial structuring expertise, and technical credibility in guarantee-based investment as a project de-risking mechanism to ensure the BGF is operationalized on schedule and delivers a credible, bankable pipeline. This position is central to demonstrating that credit guarantees can unlock private investment in Indonesia's biogas to biomethane sector at scale.
Please note that the deadline is based on Korean Standard Time Zone (KST, UTC+9)

PROJECT INTRODUCTION
GGGI supports the Government of Indonesia (GoI) under the joint GoI-GGGI Green Indonesia Future Initiative Program (GIFT, “the Program”). The Program aims to demonstrate that green investments can become the norm both for investors and planners, ultimately improving the quality of economic development for more environmental sustainability and social inclusion. Through the Program, GGGI collaborates with the Ministry of Development Planning (BAPPENAS) as program host, the Coordinating Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy and Mineral Resources, Ministry of Environment, Ministry of Forestry, PT Sarana Multi Infrastruktur (“PT SMI”) , Indonesia Environment Fund (IEF), and others.
The "Decarbonizing Indonesia through Biogas" is financed by the Mitigation Action Facility (MAF) with the expected duration from October 2026 to October 2031. The project's intervention strategy is designed as a cohesive and phased approach, integrating Financial Cooperation (FC) and Technical Cooperation (TC) components to achieve its two primary outcomes: scalable climate finance for biogas to biomethane (Outcome 1) and the transformational development of the inclusive biomethane market (Outcome 2). This integrated strategy is critical for addressing the identified market, financial, regulatory, and behavioral barriers, ensuring sustainable and scalable deployment of biomethane technologies.
The project has the objective of:
Phase 1 (12 months and 1 month decision period): to operationalize and validate the BGF by establishing its governance, operational manuals, risk management systems, regulatory compliance and institutional coordination between the financial and technical components. It also aims to strengthen market readiness through capacity building, pipeline development and engagement with financial institutions and off-takers. Public benefits in this phase include building national institutional capacity to manage climate finance instruments, reducing systemic investment barriers, strengthening regulatory frameworks and creating the foundation for sustained methane emission reductions as well as green jobs creation.
Phase 2 (48 months): to scale up guarantee deployment and mobilize significant private sector financing for biogas to bio-CNG/biomethane projects, leading to measurable emission reductions and sector transformation. In this phase, the BGF is expected to operate at scale, crowd in commercial capital and support a growing pipeline of bankable projects. Public benefits include large-scale GHG mitigation, reduced reliance on fossil fuels, improved waste management in the palm oil sector, strengthened domestic financial markets for renewable energy as well as broader socio-economic co-benefits such as employment generation and inclusive participation in the green economy.
