POSITION SUMMARY

The Senior Project Assistant provides day-to-day technical and administrative support to both internal teams and relevant government counterparts. Under the supervision of the Project Manager, this role will contribute to the efficient delivery of project components and workstreams. The Senior Project Assistant will also provide analytical assistance related to their area of expertise and help ensure the success of the project’s various phases. This position within the Kyrgyzstan country team will support the development and implementation of various strategies and studies focused on climate resilience and flood and drought management. The Senior Project Assistant will report to the Project Manager and Program Officer.    

 

PURPOSE
  • Assist in the delivery of specific parts of the project as directed by the Project Manager and Program Officer, ensuring smooth execution of tasks and activities.
  • Provide assistance with country-level communication and outreach campaigns, promoting the program and its objectives.
  • Support in Collating and reviewing data related to Monitoring & Evaluation (M&E) metrics ensuring quality of information and conformity with established M&E procedures and formats and report to GGGI HQ.
  • Support the development of baseline assessments, data collection tools, and surveys to enhance the country program’s objectives.
  • Review project components, develop resource profiles, and establish timelines. Assist the team in conducting site visits to monitor project implementation and identify operational issues, offering solutions as needed.
  • Conduct thorough assessments of the policy landscape concerning water resource management, disaster risk reduction, and climate change adaptation.

 

ENGAGEMENT
  • Assist in the preparation, organization, and processing of meetings, workshops, and other project-related events to ensure seamless execution.
  • Take notes, prepare meeting summaries, and assist with other internal coordination activities.
  • Maintain effective communication with internal teams and national counterparts, ensuring clarity and alignment across project activities; Build and foster strong, collaborative relationships with national stakeholders, positioning the project as a reliable and impactful partner in the region.
  • Use technical skills to gather relevant information from difficult-to-access sources, contributing to high-quality project outputs.
  • Understand project methodologies and actively contribute to the delivery of components and workstreams of the project and country program
  • Assist in monitoring and updating project compliance information, ensuring adherence to internal standards and external regulations.

 

DELIVERY
  • Assist in planning and executing analytical tasks to meet deliverables on time and in alignment with the project workplan and cycle.
  • Oversee individual consultants or small consultancy projects, ensuring effective and efficient delivery of outcomes.
  • Identify delivery issues and collaborate with national counterparts to reach a shared understanding and coordination of project activities.
  • Assist the project team in preparing periodic reports, including monthly and quarterly updates, biannual and annual reports, and any other required documentation.
  • Support the organization of meetings, focus group discussions, workshops, capacity building training sessions, and project awareness events.
  • Collaborate with the Communications Unit to develop high-quality communications materials (e.g., media releases, website content) that effectively convey project achievements.
  • Contribute to GGGI’s knowledge base by documenting project outcomes, best practices, and lessons learned to promote the adoption and upscaling of successful approaches.

 

REQUIREMENTS 
QUALIFICATIONS
  • Bachelor's degree in a relevant field such as public administration, development economics, environmental economics, environmental technology, development studies, engineering, or a related discipline.
  • Minimum of 3-5 years of experience supporting the delivery of international development projects, particularly in climate change, green growth, sustainable development, or related sectors.
  • Strong quantitative and qualitative analysis skills, with the ability to synthesize complex information and apply strategic thinking.
  • Experience in flood and water management, with the capacity to contribute to activities outlined in the biennial workplan for the Kyrgyzstan office. Familiarity with energy and sustainability topics is also an advantage.
  • Project delivery experience, including supporting the achievement of results within set timelines and budgets.
  • Experience in the Kyrgyz Republic, ideally with a reputable private sector company (consulting or industry), international organization, government, or non-profit organization.
  • Knowledge of logical frameworks and reporting methodologies, as well as online reporting platforms, evidence-based monitoring, outcome mapping, and database management. Experience in the context of climate change is a plus.
  • Fluency in English, Russian, and Kyrgyz, both written and spoken, is required for effective communication.
  • Eligibility to work in the Kyrgyz Republic (citizen or entitled to work).

ABOUT THE PROJECT

The Kyrgyz Republic became the 37th member of GGGI in 2020. Since then, the Government of the Kyrgyz Republic has signed a Host Country Agreement with GGGI in 2024, and two Memorandums of Understanding (MOU) for GGGI to cooperate with the Ministry of Economy and Commerce and Ministry of Natural Resources, Ecology and Technical Supervision.

GGGI, in collaboration with Ministry of Economy and Commerce and Ministry of Emergency Management Situation of the Kyrgyz Republic, is implementing the project “Strengthening Climate Resilience through Introduction of Innovative Smart Techniques in Flood and Drought Management in Central Asia (2024-2027).” The project is funded by the Ministry of Environment of the Republic of Korea, in partnership with Korean partners including the Korea Export Promotion Association for Government Contractors (KEP) and the Asia Water Council (AWC)/K-Water.

The overall objective of the Project is to strengthen the climate and disaster resilience of people and communities in vulnerable regions of the Kyrgyz Republic and Uzbekistan through integrated and effective landslide and flood management techniques. This project involves the following components: (1) assessment of disaster risk management policies related to water; (2) integration of innovative smart technologies on water resource management; (3) capacity building at the local level for disaster risk reduction; and (4) large-scale investment mobilization for disaster risk reduction measures. This consultancy opportunity will focus on contributing to the first component while laying the foundation for the succeeding components.
