PROJECT BACKGROUND

GGGI envisions a resilient world achieved through strong, inclusive, and sustainable green growth and is dedicated to supporting the transition of GGGI Member countries towards a green growth model. GGGI works with developing and emerging countries to design and deliver programs and services that demonstrate new pathways to pro-poor economic growth in pursuit of these goals.  

GGGI supports stakeholders through two complementary and integrated workstreams – Green Growth Planning & Implementation, Green Investments, and Knowledge Solutions – that deliver comprehensive products and services designed to assist in developing, financing and mainstreaming green growth in national economic development plans.  

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as building the conditions for public and private green investments.  

GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Treasury and Public Credit, and the National Planning Department (DNP), among others. Since 2014, GGGI has supported the DNP in its objective of advancing a green growth vision and transition plan for Colombia that can support climate goals and SDGs achievement. GGGI supported the development of the Green Growth Taskforce led by DNP (2016-2018), which produced solid and relevant information for the design and concertation of the Green Growth Policy- GGP (adopted by means of CONPES 3934 of 2018).

One strategic axis of the GGP aims to promote the sustainable use of natural capital, which includes the Bioeconomy as one key strategy to foster the low carbon economy through adding value to generate products, processes, and services based on responsible use of biodiversity and biomass. In that regard, GGGI supported the Ministry of Science, Technology and Innovation - MinCiencias, the National Planning Department, and other stakeholders in the technical design and concertation of the National Bioeconomy Mission “Para una Colombia Potencia viva y diversa: hacia una Sociedad impulsada por el conocimiento”.

Besides, GGGI was awarded by the UKPACT program in Colombia to develop the project “Accelerating the development of new bioeconomy businesses and enhanced capacities for green jobs promotion and increased climate action ambition from policy implementation and integration”, in which a Bioeconomy Accelerator Mechanism is created and will enhance the capacity of bioeconomy business and strengthen the capability of MinCiencias to meet their target of 126 and 500 bioproducts endorsed by 2022 and 2030, respectively. Complimentarily, a knowledge-sharing component will disseminate case studies, lessons learned, best practices, and recommendations.

In that regard, GGGI, with Minciencias’ support, launched the third version of the Bioeconomy Projects Acceleration Mechanism – MAPBIO call, receiving (12) proposals that were evaluated through a multicriteria analysis and selecting (4) enterprises as beneficiaries.

In this framework GGGI is working with Hugo Restrepo y Cía S.A, which is a Colombian family-owned company dedicated to the production and national and international commercialization of chili paste for industrial clients who produce hot sauces and other food products in the United States, Europe, the Middle East, and Colombia.

As part of the technical assistance provided through the MAPBIO 3.0 program for the development of a chili-based phytogenic additive, Hugo Restrepo and Cia SAS requires the support of a specialized individual consultant. This consultant will be responsible for conducting specialized analyses and designing the internal networks of the fire protection system for the Hugo Restrepo and Cia SAS warehouse, located in Yumbo, Valle del Cauca.

 

PROJECT BACKGROUND AND OBJECTIVES

GGGI is working with Hugo Restrepo y Cía S.A is a Colombian family-owned company dedicated to the production and national and international commercialization of chili paste for industrial clients who produce hot sauces and other food products in the United States, Europe, the Middle East, and Colombia. Currently, a phytogenic additive based on chili is being developed within the framework of the project "Del campo al bioproducto. “Puesta en marcha de una planta de transformación y generación de bio-productos elaborados a partir del ají Capsicum adaptando normativas BPM" With the support of specialized analyses, the objective is to design the Internal Networks of the Fire Protection System of the Hugo Restrepo and Cia SAS Warehouse located in the Municipality of Yumbo, Valle.

 
OBJECTIVES OF THE ASSIGNMENT

The main objective of this consultancy is to design an internal fire protection system for the Hugo Restrepo y Cia S.A. production plant in Yumbo, Valle del Cauca and provide technical support in the acquisition of fire extinguishing equipment for the phytogenic plant. The consultant must:

  1. Design a comprehensive, clean agent fire protection system for the phytogenic production plant based on the NFPA 2022 standard.
  2. Technical support in the purchase of fire extinguishing equipment necessary for the phytogenic production plant, complying with what is necessary to generate safe spaces.
  3. Support training in equipment related to the design and support for the purchase of fire extinguishing equipment.
  4. Demarcate areas of fire extinguishing equipment in the phytogenic plant.

 

DELIVERABLES AND PAYMENT SCHEDULE

The consultant is expected to deliver the following outputs, with corresponding payments tied to each deliverable:

  • All reports and outputs must be in Spanish. In addition, Report 1.1 and a brief summary at the end of the consultancy submitted with the final deliverables must be also in English.
  • All deliverables must be submitted in accordance with GGGI’s formatting requirements in electronic formats, along with complete sets of raw data, research materials, and interview notes.
  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
  • The Consultant shall submit the report in  electronic versions readable by a Microsoft Office application.
  • Final report must be approved by GGGI with the agreement of the supervisor from Hugo Restrepo y Cía S.A. The Consultant shall consider the comments and necessary revisions proposed. 
EXPERTISE REQUIRED
  • (MANDATORY) Must be a Colombian citizen, or a foreigner holding a valid Work Visa.
  • (MANDATORY) Degree in architecture or civil engineering.
  • (MANDATORY) At least two  (2) years of general professional experience related to the degree.
  • A minimum of two (1) years of experience managing or coordinating engineering projects that comply with international and national regulations.
  • Minimum 2 years of experience in managing or coordinating engineering projects, particularly those related to risk management.
  • Experience in design of the Internal and External Networks of the Fire Protection System, preparation of calculation reports and drawings is highly expected.
  • Knowledge in Colombian Standard NFPA
  • A Postgraduate degree or certified courses in the domain of risk management and/or fire protection systems
  • Capacity to demonstrate technical competence to offer solutions in technological, electrical, and civil works platforms, specifically in fire protection system.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.)
  • Experience in Good Management Practice and related Colombian Standard NRS-10 and its application in fire protection systems.
  • Exceptional analytical and quantitative skills; capacity for synthesis, presentation, and communication; and strategic thinking skills
  • Organized with excellent time management and attention to detail.
  • Strong and matured interpersonal skills and proven ability to work with teams.
  • Ability to work well under pressure and have a flexible approach to tasks given.
  • Experience in hydraulic calculations and designing systems for water storage and pumping.
  • Proficiency in architectural surveying and digitizing plans.
  • Familiarity with technological solutions for monitoring and maintaining fire protection systems.
