 PROJECT BACKGROUND

The Global Green Growth Institute (GGGI) is co-executing the Tonga Capacity Building Initiative for Transparency (CBIT) Project with the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Communications, Climate Change and CERT (MEIDECC), with support from the United Nations Environment Programme (UNEP) as the GEF Implementing Agency. The project is funded by the Global Environment Facility (GEF).

The CBIT project's objective is to build a robust, transparent system for climate data management and reporting, thereby improving the accuracy and reliability of national GHG inventories and the tracking of NDC implementation. The project focuses on addressing key barriers identified in Tonga's national communications, including inadequate institutional arrangements, lack of robust data management systems, and insufficient capacity and awareness among stakeholders.

Historically, Industrial Processes and Product Use (IPPU) emissions have not been included in Tonga’s national GHG inventories due to limited industrial activity, data availability challenges, and the absence of established data collection and reporting arrangements. However, under ETF requirements, Tonga is expected to progressively improve coverage, data quality, and transparency for the IPPU sector. The CBIT project, therefore, supports the establishment and strengthening of institutional arrangements, data collection systems, QA/QC arrangements, and technical capacity for the IPPU sector GHG inventory preparation, ensuring that these efforts effectively leverage and scale the outputs from ongoing projects related to IPPU sector GHG inventory.

This consultancy will support the Government of Tonga to strengthen the IPPU sector’s GHG inventory system by reviewing data requirements and availability, updating data collection tools and methodologies, ensuring effective data management practices and supporting capacity building activities for the IPPU sector.

OBJECTIVES OF THE ASSIGNMENT

The overall objective of this consultancy is to strengthen Tonga’s IPPU sector GHG inventory system to ensure accurate, transparent, and sustainable reporting in line with the IPCC guidance.

The specific objectives are to:

  • Review the IPPU sector data requirements, availability, and data gaps for GHG inventory preparation
  • Develop & strengthen IPPU sector data collection protocols, templates, and methodologies in line with the IPCC guidelines
  • Develop QA/QC guidelines for the IPPU sector tailored to Tonga’s context, including clear definition of institutional roles and responsibilities to ensure smooth QA/QC implementation.
  • Build Tonga’s national capacity for IPPU sector data collection, management, reporting, and on QA/QC procedures.
DELIVERABLES AND PAYMENT SCHEDULE

Under the overall guidance of the CBIT Project Manager and in close coordination with MEIDECC, relevant line ministries and agencies, the Consultant will undertake the following tasks and deliverables:

Deliverable 1: Review report of IPPU Sector Data Requirements and Availability, and Existing QA/QC practices

  • The Consultant will conduct a comprehensive review of IPPU sector data requirements and existing QA/QC practices for GHG inventory preparation in accordance with IPCC Guidelines. The review should also include a synthesis of past and ongoing efforts that have contributed to improving data availability and quality in the IPPU sector.  This will include but not limited to:

- Identification of required activity data and GHG emission sources relevant to the IPPU sector in Tonga.

- Assessment of existing data availability, custodians, and data collection & existing QA/QC practices, which may be informed by the Data Mapping Report, to be produced under the CBIT project.

- Identification of data gaps and constraints affecting IPPU sector GHG estimation, and gaps and capacity needs related to QA/QC implementation across the sector.

- Recommendations to strengthen the IPPU sector data collection system and process.

Deliverable 2: Develop/update IPPU Sector Data Collection Protocols and Templates

  • Building on Deliverable 1, the Consultant will develop, update and refine, where necessary, the IPPU sector data collection protocols, templates, and methodologies to support routine and consistent data collection. The Consultant will also develop standardizedGHG estimation sheets for the IPPU sector, translating activity data into emission estimates in line with IPCC Guidelines, and ensuring transparency, replicability, and consistency with national inventory practices.
  • The Consultant will ensure that the outputs are aligned with the IPCC guidelines.

Deliverable 3: Develop QA/QC Guidelines and Plan for IPPU GHG Inventory

  • The Consultant will develop detailed Quality Assurance/Quality Control (QA/QC) guidelines and an accompanying QA/QC plan tailored to Tonga's IPPU sector data collection and GHG emission estimation. The plan will define specific QA/QC procedures, assign institutional responsibilities, and set a schedule for QA/QC activities consistent with IPCC good practice.  

Deliverable 4: Facilitate Data Collection & QA/QC Training Workshop

  • The Consultant will develop training materials and facilitate technical training workshops for relevant government staff and stakeholders to strengthen understanding and application of the IPPU sector activity data collection and management, including the QA/QC procedures. Through training workshops, the consultant will provide hands-on technical support as required to strengthen national institutional capacity for IPPU sector GHG inventory compilation. Each workshop will be documented through a workshop summary report capturing key discussions, participant feedback, and future actions.

Notes:

  • The Consultant will use their own resources to produce all deliverables.
  • All deliverables must be submitted in English.
  • Any data and information collected as part of this consultancy must be submitted to GGGI and the Department of Climate Change Tonga, MEIDECC, ensuring confidentiality of unpublished government information and complying with GGGI’s and the Government of Tonga’s data protection, ethics and safeguarding policies.
  • All reports must be approved by GGGI and the Department of Climate Change Tonga, MEIDECC before finalization. The Consultant shall consider all comments and necessary revisions proposed and provide a final version of the reports reflecting the revisions within 10 working days of the receipt of feedback.
  • Electronic versions of deliverables must be compatible with Microsoft Office applications and adhere to GGGI's font and style guidelines.
  • The Consultant will report to the Project Manager of the Tonga CBIT project and work in close coordination with the Project Management Unit (PMU) & the Department of Climate Change Tonga, MEIDECC.

EXPERTISE REQUIRED

The consultant is expected to have the following qualifications:

  • Advanced university degree in environmental science, chemical engineering, industrial processes, climate change, statistics, or a related field.
  • Minimum of 5 years of professional experience in the IPPU sector’s GHG inventory development, MRV systems, or industrial emissions analysis.
  • Demonstrated experience with IPCC Guidelines for IPPU sectors and national GHG inventory preparation.
  • Experience working with industrial activity data, production statistics, and facility-level reporting systems.
  • Experience in working in SIDS/Pacific contexts and a familiarity with Tonga government data systems and key sector institutions are preferred.
  • Familiarity with QA/QC concepts for GHG inventories and sectoral data management.
  • Proven experience delivering technical training and facilitating workshops.
  • Strong analytical, writing, and communication skills in English.
