The Senior Program Officer Green Investment will lead the green investment duties in the Cote d’Ivoire Country Office. (S)he will contribute to and deepen country programming through mobilizing investment and leveraging finance of green growth projects. (S)he will report to the Country Representative and work with GGGI's in-country thematic experts, and in consultation with the departments of Green Investment Services in GGGI headquarters.  

The Senior Program Officer Green Investment will be based in GGGI Office in Abidjan, Cote d’Ivoire. 

 

PURPOSE 
  • Provide program-level leadership on green investment in Côte d’Ivoire, supporting the development and scaling of investment-ready green growth initiatives aligned with GGGI’s country strategy. 

  • Apply advanced financial and investment expertise to strengthen national green investment pipelines and facilitate the mobilization of public and private finance. 

  • Support government counterparts through strategic advisory inputs on enabling frameworks, policies, and mechanisms that promote green investment and sustainable finance. 

  • Contribute to the positioning of GGGI as a trusted partner on green investment by linking country-level investment activities with institutional priorities and global knowledge. 

 

ENGAGEMENT 
  • Steer the portfolio of green investment projects, engaging with other members of the country team, with policy and investment teams in HQ, and with donor agencies, and with investors, banks and local entrepreneurs. 

  • Provide technical advice and guidance to other staff members and leads capacity building of internal staff and government officials in green investment project design, preparation and implementation. 

  • Play a critical role in securing, building, maintaining, and strengthening partnerships with government counterparts and international/local stakeholders in the public and private sectors. 

  

DELIVERY 

In this role, the Senior Officer is responsible for delivering results across GGGI Côte d’Ivoire’s green investment portfolio by: 

  • Originating and developing green investment projects and pipelines aligned with t the country priorities and  GGGI's strategy. 

  • Leading the preparation of investment concepts, financial structures, and (pre-)fesigility work to advance projects toward financing and implementation. 

  • Supporting the mobilization of public and private finance through engagement with financiers, banks, and development partners. 

  • Providing technical leadership on green investment project design and preparation to country teams and government counterparts. 

  • Leading or contributing to the development of high-quality concept notes, proposals, and applications to donors and financial institutions. 

  • Managing the performance and outputs of consultants supporting green investment activities, as required. 

 

REQUIREMENTS 
 QUALIFICATIONS 
  • Education: Master in business administration, economics, finance, or related fields.  A Bachelor’s degree combined with relevant experience may be substituted for a Master’s degree

  • Preferably 7-10 years of total experience with significant experience in project development, project financing and/or investment appraisal in public or private sector organizations 

  • Proven experience in developing and structuring investment projects, including project origination, feasibility assessment, and preparation toward financing. 

  • Solid background in project finance and/or PPP transactions, with demonstrated ability to apply financial and investment analysis. 

  • Experience working in international or multi-country contexts, including engagement with international organizations, development finance institutions, or private sector financiers 

  • Experience of working with high-level government officials, international organizations, multilateral development banks etc. 

  • Good understanding of the Africa financial and banking sector and climate or sustainable finance contexts is an asset 

  • Thematic experience in energy efficiency, waste management, water infrastructure financing sector is an advantage 

  

FUNCTIONAL 
  • Demonstrated ability to provide technical and strategic inputs to the development of investment proposals and programs in line with the requirements of climate and development finance institutions 

  • Strong capability to engage and build effective working relationships with senior government officials, financial institutions, donors, and private sector partners 

  • Proven ability to manage complex, multi-stakeholder environments and contribute to partnerships and networks that deliver results 

  • Sound professional judgment and integrity in handling sensitive investment, financial, and institutional matters 

  • Ability to communicate complex green investment concepts clearly and effectively to diverse, non-technical audiences 

  • Willingness and ability to travel within the region as require

WORKING CONDITIONS

This is a national position based in Abidjan, Côte d’Ivoire. The role does not include relocation benefits.
