GENERAL INFORMATION

PROJECT BACKGROUND 
Context 
Access to adequate, affordable, and climate-resilient housing in the Eastern Caribbean remains constrained, limiting the region’s ability to address growing climate risks and persistent housing deficits in Small Island Developing States. Key challenges include: (i) limited financial structuring capacity to design and scale bankable housing initiatives; (ii) gaps in integrating affordability considerations with climate-resilient and low-carbon housing solutions; (iii) fragmented institutional coordination and limited availability of tailored financing instruments; and (iv) constrained access to long-term, affordable capital for housing development. These barriers hinder the effective implementation and scale-up of national housing programmes, including flagship initiatives such as Project 500 (https://project500.gd/)  in Grenada and also in the Eastern Caribbean States. 
Under this context, GGGI is implementing the programme “Scaling-up Resilient, Green and Affordable Housing in the Eastern Caribbean” funded by the Government of Ireland and Agence Française de Développement (AFD) to accelerate the transition toward resilient, low-carbon, and affordable housing systems. To support improved housing standards and resilient housing development across the region, the programme will develop:  
  1. Climate-Resilient Housing Guidelines for Grenada, and 
  1. Regional Guidelines for Green and Affordable Housing in the Eastern Caribbean.  
The Regional Guidelines will provide a strategic and technical reference framework applicable across Eastern Caribbean countries, targeting policymakers, planners, engineers, architects, developers, financial institutions, and contractors. The Grenada Guidelines will provide context-specific technical guidance, aligned with the OECS Building Code, OECS Building Guidelines National planning regulations, National housing initiatives, including Project 500. Providing this technical support is essential to strengthen the enabling environment for climate-resilient, energy-efficient, and affordable housing across Small Island Developing States (SIDS). 
SCOPE & OBJECTIVES 
The overall objective of this consultancy is to: 
Develop comprehensive, practical, and technically robust guidelines that support the planning, design, construction, and financing of climate-resilient, energy-efficient, and affordable housing in the Eastern Caribbean, with a detailed technical guideline tailored specifically to Grenada. 
The guidelines shall: 
  • Provide clear, actionable, and implementable recommendations 

  • Bridge the gap between policy and technical application 

  • Support standardization and scaling of resilient housing solutions 

  • Be accessible to both technical and non-technical stakeholders 

 

The consultant will undertake the following tasks:
 
1. Technical Review and Assessment 
Conduct a review of relevant regional and international frameworks, including the OECS Building Code, Caribbean Uniform Building Code (CUBiC), national housing policies and planning regulations, and relevant resilient housing guidance developed by international organizations and development partners. The review shall identify key technical principles and best practices applicable to the Eastern Caribbean context. 
2. Development of Guideline Structure 
Prepare a proposed structure and Table of Contents (ToC) for: 
  • Regional Guidelines for Green and Affordable Housing in the Eastern Caribbean; and  
  • Grenada Climate-Resilient Housing Guidelines.  
The proposed ToC shall be submitted to GGGI for review and subsequently validated in coordination with OECS and the Grenada Ministry responsible for Housing. 
3. Development of Grenada Housing Guidelines 
Develop a nationally tailored guideline for Grenada aligned with the OECS Building Code, national planning regulations, and national housing initiatives, including Project 500. The guideline shall include practical technical guidance on resilient construction, passive cooling, energy efficiency, flood resilience, and water management approaches. 
4. Development of Regional Housing Guidelines 
Develop draft Regional Guidelines covering key areas including: 
  • policy and institutional frameworks;  
  • resilient site planning;  

  • climate-resilient structural design;  

  • sustainable construction materials;  

  • energy efficiency and renewable energy;  

  • water management and sanitation;  

  • green building principles;  

  • financing and affordability considerations; and  

  • implementation and institutional coordination mechanisms. 

 

5. Stakeholder Consultation and Validation 

Support stakeholder consultation and validation processes in coordination with GGGI, OECS, and the Grenada Ministry responsible for Housing. This shall include preparation of presentation materials, facilitation support, documentation of comments, and incorporation of agreed feedback into the final guidelines. 

 

6. Final Guidelines Package including Technical Tools and Implementation Support 

Prepare final guidelines packages. Prepare practical implementation tools to support application of the guidelines, including simplified compliance checklists, indicative technical reference tables, implementation recommendations, and conceptual recommendations for a simple searchable online user interface or digital repository to improve accessibility and usability of the guidelines. The consultant shall provide recommendations on content organization, navigation structure, and functional features to enable users to easily access and query guideline content, technical references, and implementation tools. The assignment will include conceptual design recommendations only and will not include software or platform development.

Please note that payments will be disbursed based on the successful completion (review and approval of final drafts by the GGGI project manager) of the deliverables described above, according to the following table:

COORDINATION AND COMPLIANCE
  • All relevant technical papers, reports, regulation drafts, and other documents prepared from the start to the end of the assignment shall be revised and approved by the GGGI project manager).  The dates of the review periods must be detailed within the workplan. 

  • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the final Report and should be included in a digital repository. 

  • All reports and results must be in English, in accordance with GGGI format requirements, and presented in electronic formats, along with complete sets of raw data, research materials, interview notes and any related evidence. 

  • The consultant will make the best use of sources of information to develop activities defined under the contract objective.

  • The consultant will work closely with GGGI staff to ensure the goals of this consultancy are met, and he/she will also be responsible for reporting their progress to the GGGI project manager (a monthly update meeting and other meetings as required with the GGGI PM).

  • This consultancy fee is a lump sum cost. 

 

EXPERTSE REQUIRED
  • Advanced degree in Architecture, Civil Engineering, Urban Planning, or related field. 

  • Minimum 8–15 years of relevant experience. 

  • Demonstrated experience  /knowledge of national/regional housing policies and projects, experience with green buildings/resilient infrastructure for the national/regional context, experience liaising with government stakeholders and national agencies, experience in disaster risk management.   

  • Demonstrated experience in SIDS or Caribbean contexts (highly desirable). 

  • Strong analytical, technical writing, and stakeholder engagement skills.

 

KNOWLEDGE AND SKILLS  
  • Leadership, teamwork, and creative problem-solving abilities. 

  • Ability to multi-task and prioritize under stressful circumstances.

  • Strong writing and drafting skills.
