The Department of Development Finance (DDF) is housed within GGGI’s Directorate for Green Finance and Corporate Services, which oversees core institutional operations and fund management systems. DDF plays a central role in advancing GGGI’s ability to manage and facilitate strategic climate and development finance. Its mandate is to deliver effective fund operations, foster high-value partnerships, and strengthen institutional readiness for direct access to major climate finance mechanisms, supporting green transformation across GGGI member countries.
DDF comprises three key units:
- The Green Trust Fund Unit (GTFU), responsible for overseeing the management of donor-backed financing vehicles supporting inclusive, sustainable development. The portfolio includes the Korea Green New Deal Trust Fund (KGNDTF), which was established at GGGI and is funded by the Ministry of Economy and Finance of the Republic of Korea;
- The Finance Strategy Cooperation Unit, which leads GGGI’s engagement with Multilateral Development Banks (MDBs), public development banks, and major climate finance institutions; and
- The Global Voluntary Carbon Market Unit, which supports the development and operationalization of a Paris-aligned voluntary carbon market framework that enhances environmental integrity, transparency, and country-driven cooperation.
POSITION SUMMARY
The Investment and Partnership Lead, Green Trust Fund Unit, acts as the Unit Head's designated focal point for assigned operational matters and helps ensure continuity of unit operations when required and independently driving three core areas: investment project development quality, investment partnership system, and the operationalization of High-Level Bilateral Cooperation. This role demands a practitioner-level understanding of the full investment deal cycle from opportunity identification and feasibility through to financial structuring and deal closing, and the ability to translate high-level strategic commitments into investment-ready projects on the ground.
PURPOSE
The Investment and Partnership Lead strengthens the operational and technical depth of the GTFU by leading the investment quality management across KGNDTF’s project portfolio and building new partnership mechanisms that catalyze private capital into green growth projects. This role drives the creation of actionable investment opportunities, reviewing new project concepts and approved projects alike to ensure they reach investment-grade quality through KGNDTF funding support, while simultaneously designing and launching a dedicated investment partnership system that connects businesses and international investment agencies to KGNDTF’s deal pipeline. The Lead also leads a dedicated bilateral cooperation program that identifies high-level international agendas and structures them into actionable investment pipelines. In doing so, this role is central to KGNDTF’s mission of building Green Deals that turn climate ambition into committed, high-impact investment.
ENGAGEMENT
The Investment and Partnership Lead will:
- Lead Investment Quality Engagement with Country Teams and Project Proponents: Engage directly with GGGI country teams and project proponents throughout the project cycle to strengthen the investment quality of proposals. Provide hands-on technical guidance on project structuring, financial modeling, and deal design to ensure that projects emerging from KGNDTF are bankable and investment-ready. Challenge and refine project assumptions as needed, drawing on private-sector investment experience.
- Build and Manage the Investment Partnership Network: Proactively identify, engage, and develop relationships with relevant ministries, private sector companies, infrastructure funds, and international investment promotion agencies (e.g., export credit agencies, development finance institutions). Persuade potential members of the strategic value of engagement and secure their participation across new project development, joint financing, and deal sourcing activities.
- Drive High-Level Bilateral Cooperation Stakeholder Coordination: Serve as the primary operational coordinator for KGNDTF’s High-Level Bilateral Cooperation program, engaging with developing-country governments, Korean public- and private-sector entities, and international partners to translate high-level bilateral cooperation agendas into actionable project pipelines. Facilitate the connections between political commitments and investment opportunities that this program is designed to accelerate.
- Coordinate Internally: Work closely with GGGI’s fiduciary, legal, procurement, and country teams to ensure that investment projects and partnership arrangements under KGNDTF are structured in compliance with institutional policies and can move efficiently from concept to implementation.
DELIVERY
In addition to the three core areas outlined below, the Investment and Partnership Lead serves as the principal deputy for the unit and a senior member of the DDF, maintaining a comprehensive understanding of all unit workstreams and providing the Unit Head and DDF Director with regular operational insights and recommendations, supporting strategic priorities.
1. Investment Project Development and Quality
- Review project concept notes, proposals, and pre-feasibility/feasibility assessments submitted under KGNDTF funding projects, assessing investment logic, financial viability, and risk profile and provide hands-on technical support and structured investment-grade recommendations to project teams.
- Monitor the implementation quality of approved projects, tracking progress toward financial close and flagging risks with proposed mitigation measures.
- Identify opportunities for replication or scaling of successful project models across KGNDTF’s portfolio, and develop analytical frameworks that strengthen the unit’s investment screening capabilities over time.
2. Investment Partnership System
- Design, develop, and launch KGNDTF’s investment partnership system, establishing its governance structure, membership tiers, value proposition, engagement protocols, and operational processes.
- Build and maintain an active pipeline of prospective and confirmed partners, including line ministries, private companies, infrastructure and private equity funds, export credit agencies, and development finance institutions, through targeted outreach and direct engagement supported by information packages.
- Monitor and report on investment partnership system performance, tracking partner engagement levels, deals sourced, and financing mobilized, and recommend system improvements.
3. High-Level Bilateral Cooperation
- Contribute to the operationalization of KGNDTF’s High-Level Bilateral Cooperation program, establishing its operational procedures, project eligibility framework, and coordination mechanisms in alignment with the KGNDTF guidelines.
- Identify and prepare strategic cooperative agendas with relevant Korean economic ministries and public institutions, including agendas for major global conferences and bilateral high-level dialogues, and coordinate with GGGI country offices, developing country governments and Korean public and private sector entities to design joint projects and financing solutions under the program.
- Develop and manage a pipeline of High-Level Bilateral Cooperation projects, ensuring clarity on investment roles, financing sources, and track progress against agreed milestones.
4. Contribution to Fund-Wide Reporting and Knowledge
- Contribute substantively to KGNDTF’s official donor reporting, investment result management, partnership activities, and high-level bilateral cooperation progress.
- Develop knowledge products, including investment case studies, deal structuring guides, and partnership frameworks that capture lessons from the portfolio.
- Support the Unit Head in planning and delivering capacity development sessions for country teams, with a focus on investment project development methodology and partnership engagement.
REQUIREMENTS
QUALIFICATIONS
- A Bachelor’s or Master’s degree in finance, economics, business administration, engineering, or a related field is required. A focus on development finance, infrastructure finance, or investment management is an advantage.
- A minimum of 7 to 9 years of progressive professional experience in investment project development, private equity, infrastructure finance, or development finance, with demonstrated experience across the full deal cycle from origination to financial close.
- Professional experience working with private investment firms, infrastructure funds, private equity funds, or the investment and origination functions of a DFI or MDB is strongly preferred.
- Experience working in or on emerging markets, particularly in the context of green growth, climate, or sustainable infrastructure, is a significant advantage.
- Fluency in Korean and English, written and oral, is required.
FUNCTIONAL
- Demonstrated ability to assess, structure, and advise on investment projects, including financial modeling, risk analysis, blended finance mechanisms, and co-financing arrangements.
- Track record of building and managing partnerships with private sector entities, financial institutions, or investment promotion agencies in a business development or deal origination context.
- Experience designing or operationalizing new programs, systems, or platforms, ideally in an international or multi-stakeholder environment.
- Strong understanding of climate finance, green growth, or sustainable infrastructure sectors, including awareness of relevant international frameworks and financing mechanisms.
- Proven ability to work independently on complex, multi-stakeholder initiatives and deliver high-quality outputs under time pressure.
- Excellent written and verbal communication skills, including the ability to produce investment-quality documents, proposals, and presentations for senior audiences.
